Storyline


Local authorities launched emergency response plans as hundreds of thousands of people are affected by floods caused by heavy rains recently in central China's Hunan Province.

In Shuangpai County, the torrential rains lasted from Friday night to Saturday afternoon, triggering floods and geological disasters such as mudslides.

In the county district, many vehicles and shops were inundated in water. Some residents were even trapped on their way to markets.

"When I came here, there was not much water on the ground. But after I bought some vegetables and went back, a shop owner asked me to help him move some objects, then the rain suddenly intensified, and the water quickly rose up," said a local resident.

A village in the county was hit by a mudslide, which destroyed many houses and blocked roads, trapping over 20 residents. Rescuers immediately came to the village and brought all the residents to safety.

Local authorities launched an emergency response to control traffic on inundated streets, set up warning signs around areas affected by flood and geological disaster, and evacuated nearly 3,000 people.

In Hengdong County, the rising river broke the embankment on Wednesday, affecting 270,000 local residents.

Zhou Chunyuan, a local villager living near the river, said his house was flooded within 20 minutes.

"I ran out for my life and left all my belongings at home. In the afternoon I went to rescue others with the rescue team comprised of soldiers," he said.

After flood waters receded, the local epidemic control department came to fumigate the village house by house.

"We'll sanitize the water, food and vegetables in all the epidemic-affected and disaster-hit areas, and clean up the drowned livestock," said Yin Wei, director of the Hengdong Disease Control and Prevention Center.

Outside the village, a construction team is rebuilding the 60-meter-wide damaged embankment, but occasional rainfall is slowing down its efforts.

"What we are doing right now is excavating repair materials from nearby areas to block the broken part of the embankment. The challenge for now is that it's hard to find enough earth to reinforce the embankment," said Chao Hailong, an armed policeman.
