Chinese President Xi Jinping on Thursday met with Philippine President Rodrigo Duterte at the Diaoyutai State Guesthouse in Beijing, and the two leaders expressed their readiness to push forward ties.

Xi expressed welcome for Duterte's visit. He said that under the two sides' joint efforts, bilateral ties smoothly realized taking an upturn and scoring consolidation and uplift, and continuously achieved tangible outcomes, during Duterte's administration over the past three years.

At present, the international and regional situations are undergoing profound and complex changes. However, peace, development, cooperation and mutual benefit are still an irresistible trend of the times, said Xi.

Xi said he is willing to work with Duterte to continue to grasp the trend of the times from a strategic and long-term perspective, leading the sound development of bilateral ties, which will not only benefit the two countries and their peoples, but will also add positive energy to regional peace and stability.

Xi said it is necessary to continue to promote the synergy between the Belt and Road Initiative and the Philippine "Build, Build, Build" program, and implement major cooperative projects in such areas as infrastructure construction, industrial parks, telecommunications and energy.

China is willing to import more high-quality fruits and agricultural products from the Philippines, and will send experts to the Philippines to teach agricultural and fishery technology, said Xi.

On issues such as human rights, China will continue to firmly support the Philippines' efforts to safeguard national sovereignty and resist external interference, said the Chinese president.

On the South China Sea issue, Xi said China and the Philippines have been maintaining effective communication. The two sides should set aside disputes, eliminate external interference, and concentrate on conducting cooperation, making pragmatic efforts and seeking development.

Xi said that as long as the two sides handle the South China Sea issue properly, the atmosphere of bilateral ties will be sound, the foundation of the relationship will be stable, and regional peace and stability will have an important guarantee.

He said that both sides can take a "bigger step" in the joint development of offshore oil and gas.

The Code of Conduct (COC) in the South China Sea is a pioneering undertaking in establishing rules and regulations in the South China Sea, and China and the Philippines should be committed to promoting the adoption of the COC at an early date, said Xi, stressing an early adoption will demonstrate the firm position and positive stance of China and the Philippines to jointly safeguard the long-term stability of the region.

Duterte expressed congratulations on the 70th anniversary of the founding of the People's Republic of China, saying that China's successful development experience is worth learning from.

The Philippine president said he cherishes the close friendship with President Xi, adding that China means a lot to the Philippines and developing bilateral ties is a project lasting for generations.

He pledged to meet with Xi frequently, strengthen communication, and jointly promote the sound development of the two countries' ties so as to achieve win-win benefits.

Duterte expressed his hope that China will continue to help the Philippines in economic development and infrastructure construction, and thanked China for support in his country's human rights cause, post-quake reconstruction, and anti-terrorism and anti-narcotics endeavors.

Facts have proven that China is a sincere friend to the Philippines. The Philippines fully respects China's laws and the right to maintain law-based governance on the Hong Kong issue, said Duterte.

Duterte expressed his view that the path to peacefully resolving the South China Sea disputes is through cooperation, rather than confrontation.

Maintaining friendly cooperation as well as peace and stability is in the interests of all the parties in the region, he said, while pledging to speed up joint maritime oil and gas exploration with China.

As the country coordinator for China-ASEAN relations, the Philippines is committed to advancing an early adoption of the Code of Conduct (COC) in the South China Sea with relevant parties, Duterte said.

After the meeting, the two heads of state witnessed a ceremony for the exchange of bilateral cooperation deals.

The two sides also announced the setting up of an intergovernmental joint steering committee and a working group between relevant enterprises on oil and gas cooperation so as to promote substantial progress in the joint exploration of oil and gas.

Duterte is on a visit to China from Aug 28 to Sept 1, at the invitation of Xi. He will also attend the opening ceremony of the 2019 International Basketball Federation (FIBA) World Cup in Beijing.

Le président chinois Xi Jinping a rencontré jeudi son homologue philippin Rodrigo Duterte à Beijing. Les deux dirigeants ont exprimé leur volonté de faire progresser les relations bilatérales.

M. Xi a souhaité la bienvenue à son invité. Il a indiqué que les relations sino-philippines se renforçaient progressivement grâce aux efforts conjoints des deux parties, et avaient abouti à des résultats tangibles sous l'administration Duterte au cours des trois dernières années.

Les situations internationale et régionale connaissent actuellement des changements profonds et complexes. Cependant, la paix, le développement, la coopération et les bénéfices mutuels restent une tendance irrésistible de notre époque, a affirmé le président chinois.

M. Xi s’est dit être prêt à travailler avec M. Duterte pour continuer à saisir la tendance de l'époque en adoptant une perspective stratégique et à long terme, afin de mener à bien le développement solide des relations bilatérales. Cela bénéficiera non seulement aux deux pays et à leurs peuples, mais injectera également une énergie positive à la paix et à la stabilité dans la région, a-t-il ajouté.

Il est nécessaire de continuer à promouvoir la synergie entre l'initiative "la Ceinture et la Route" et celle des Philippines "Construire, Construire, Construire", et de mettre en œuvre des projets de coopération majeurs dans des domaines comme les infrastructures, les parcs industriels, les télécommunications et l'énergie, a poursuivi le chef de l’État chinois.

En ce qui concerne la mer de Chine méridionale, le président chinois a assuré que les deux parties maintenaient une communication efficace, tout en appelant à mettre de côté les différends, éliminer les ingérences extérieures et se concentrer sur la coopération afin de favoriser le développement.

Tant que les deux parties abordent correctement la question de la mer de Chine méridionale, leurs relations bilatérales resteront solides, la paix et la stabilité régionales seront garanties, a souligné Xi Jinping.

Il a également indiqué que les deux parties pouvaient faire "un pas plus important" vers le développement conjoint du pétrole et du gaz offshore.

La Chine et les Philippines devraient s'engager à promouvoir l’adoption au plus tôt du Code de conduite en mer de Chine méridionale, a déclaré M. Le président philippin a affirmé qu'il accordait une importance particulière à l'amitié étroite avec le président Xi, ajoutant que la Chine comptait énormément pour les Philippines et que le développement des liens bilatéraux est un projet qui dure depuis des générations..

Il s'est engagé à rencontrer fréquemment M. Xi, à renforcer la communication et à promouvoir conjointement le développement des liens entre les deux pays afin de parvenir à des avantages mutuellement bénéfiques.

M. Duterte a exprimé sa volonté de voir la Chine continuer à aider les Philippines en matière de développement économique et de construction d'infrastructures. التقى الرئيس الصيني شي جين بينغ يوم الخميس/ 29 أغسطس الجاري بالرئيس الفلبيني رودريغو دوتيرتي في قصر ضيافة الدولة (دياويويتاي) بالعاصمة الصينية بكين، حيث عبر الزعيمان عن استعدادهما لدفع العلاقات الثنائية قدما.

وفي معرض تعبيره عن ترحيبه بزيارة دوتيرتي، قال شي إنه "بفضل الجهود المشتركة للجانبين، حقّقت العلاقات الثنائية بين البلدين طفرة وسجّلت توطيدا وارتفاعا بسلاسة، وأحرزت نتائج ملموسة باستمرار، وذلك خلال فترة إدارة الرئيس دوتيرتي على مدار السنوات الثلاث الماضية".

وأضاف شي أنه "في الوقت الراهن، تشهد الأوضاع الدولية والإقليمية تغيرات عميقة ومعقّدة. ومع ذلك، ما زال السلام والتنمية والتعاون والمنفعة المتبادلة اتجاه العصر الذي لا يُقاوم".

وأوضح شي أنه مستعد للعمل مع دوتيرتي على مواصلة التمسّك باتجاه العصر من منظور إستراتيجي وطويل الأمد، لقيادة النمو السليم للعلاقات الثنائية.

وتابع قائلا "هذا لن يعود بالنفع على الدولتين والشعبين فحسب، ولكنه يضيف أيضا طاقة إيجابية إلى السلام والاستقرار الإقليميين".

وذكر شي كذلك أنه من الضروري مواصلة النهوض بالتضافر بين مبادرة الحزام والطريق الصينية وبرنامج "البناء، البناء، البناء" الفلبيني، وتنفيذ مشروعات تعاونية كبرى في مجالات مثل إقامة البنية التحتية والمجمعات الصناعية والاتصالات والطاقة.

وأردف قائلا: "الصين مستعدة لاستيراد مزيد من الفواكه والمنتجات الزراعية عالية الجودة من الفلبين، وسترسل خبراء إلى الفلبين لتدريس تكنولوجيا الزراعة والصيد".

وبشأن قضايا مثل حقوق الإنسان، فإن الصين ستواصل تقديم الدعم القوي لجهود الفلبين الرامية إلى حماية سيادتها الوطنية ومقاومة التدخّل الأجنبي، بحسب الرئيس الصيني.

وحول قضية بحر الصين الجنوبي، قال شي إن الصين والفلبين تحافظان على تواصل فعال بشأن تلك القضية.

وأكد شي أنه يتعين على الجانبين أن ينحيا الخلافات جانبا، ويزيلا التدخّل الأجنبي، ويركّزا على إجراء تعاون وبذل جهود براغماتية، ويسعيا وراء التنمية.

وأشار شي إلى أنه "طالما أن الجانبين يتعاملان مع قضية بحر الصين الجنوبي بشكل مناسب، فإن بيئة العلاقات الثنائية ستكون قوية، وسيكون أساس العلاقات الثنائية مستقرا، وسيكتسب السلام والاستقرار الإقليميان ضمانة مهمة".

وشدّد شي على أنه بوسع الجانبين "اتخاذ خطوة أكبر" في التنمية المشتركة لموارد النفط والغاز البعيدة عن الساحل.

وأوضح شي أيضا أن "مدونة السلوك في بحر الصين الجنوبي إجراء رائد لتشكيل قواعد ولوائح في بحر الصين الجنوبي، ويجب على الصين والفلبين الالتزام بدفع تبني المدونة في أسرع وقت ممكن"، مشددا على أن تبني المدونة في وقت مبكر سيبرهن على الموقف الصارم والإيجابي للصين والفلبين في الحماية المشتركة للاستقرار طويل الأجل بالمنطقة.

من جانبه، عبر دوتيرتي عن تهانيه للصين بمناسبة الذكرى الـ70 لتأسيس جمهورية الصين الشعبية، قائلا إن تجربة الصين الناجحة في مجال التنمية جديرة بالتعلّم.

وأضاف "أقدر الصداقة الوطيدة مع الرئيس شي"، مشيرا إلى أن الصين تعني الكثير بالنسبة للفلبين، وأن تطوير العلاقات الثنائية مشروع مستدام لأجيال.

وتعهّد دوتيرتي بلقاء شي على نحو دوري، وبتقوية التواصل، والنهوض المشترك للتنمية السليمة للعلاقات بين البلدين من أجل تحقيق منافع مشتركة.

وعبر دوتيرتي عن أمله في أن تستمر الصين في مساعدة الفلبين في مجال التنمية الاقتصادية والبنية التحتية، ووجّه الشكر للصين على دعم بلاده في قضية حقوق الإنسان، وإعادة الإعمار بعد الزلزال، وجهود مكافحة الإرهاب والمخدّرات.

ولفت إلى أن الحقائق تبرهن على أن الصين صديق مخلص للفلبين، وأن الفلبين تحترم تماما القوانين الصينية، والحق في الحفاظ على الحوكمة المرتكزة على القانون بشأن قضية هونغ كونغ.

وعبر دوتيرتي كذلك عن وجهة نظره بأن المسار الخاص بالتسوية السلمية للخلافات الخاصة ببحر الصين الجنوبي يكون عبر الحوار بدلا من المواجهة.

وأشار دوتيرتي إلى أن الحفاظ على التعاون الودي إضافة إلى السلام والاستقرار يصب في مصالح كل الأطراف بالمنطقة، متعهّدا في الوقت نفسه بتعجيل وتيرة التعاون البحري في مجال التنقيب عن النفط والغاز مع الصين.

وأوضح الرئيس الفلبيني أيضا أنه في ضوء اضطلاع بلاده بدور المنسّق في العلاقات بين الصين ورابطة دول جنوب شرق آسيا (آسيان)، فإنها ملتزمة بالتبني المبكر لمدونة السلوك في بحر الصين الجنوبي مع الأطراف ذات الصلة.

وعقب الاجتماع، شهد الزعيمان مراسم توقيع اتفاقات التعاون الثنائي.

كما أعلنت الصين والفلبين عزمهما على تشكيل لجنة توجيهية مشتركة بين الحكومتين للتعاون في مجال النفط والغاز ومجموعة عمل من الشركات ذات الصلة من البلدين للتعاون في مجال النفط والغاز من أجل تحقيق تقدّم ملموس في التنقيب المشترك عن النفط والغاز.

وتأتي زيارة دوتيرتي إلى الصين، والتي بدأت في 28 أغسطس وستستمر حتى الأول من سبتمبر، بناء على دعوة من الرئيس شي، حيث من المقرر أن يحضر أيضا مراسم افتتاح كأس العالم للاتحاد العالمي لكرة السلة 2019، والتي ستقام في العاصمة الصينية بكين.

Председатель КНР Си Цзиньпин 29 августа в государственной резиденции Дяоюйтай в Пекине провел встречу с президентом Филиппин Родриго Дутерте, призвав обе стороны приложить совместные усилия для скорейшего принятия Кодекса поведения в Южно-Китайском море (ЮКМ).

В ходе встречи Си Цзиньпин отметил, что в настоящее время международная и региональная ситуация претерпевает глубокие и сложные изменения. Тем не менее, мир, развитие, сотрудничество и взаимная выгода остаются главными трендами эпохи. Он выразил готовность совместно с Родриго Дутерте, следуя тренду времени, в стратегической и долгосрочной перспективе продолжать продвигать здоровое развитие двусторонних отношений. Это не только пойдет на пользу двум странам и их народам, но и придаст позитивную энергию в обеспечение регионального мира и стабильности, заверил китайский лидер.

Далее он подчеркнул важность продвижения сопряжения китайской инициативы "Один пояс и один путь" и филиппинской стратегии "строить, строить, строить", реализации крупных проектов двустороннего сотрудничества в таких областях, как инфраструктурное строительство, индустриальные парки, телекоммуникации, энергетика. После переговоров Си Цзиньпин и Родриго Дутерте совместно присутствовали на церемонии подписания документов о двустороннем сотрудничестве. Лидеры двух стран объявили о создании межправительственного руководящего комитета по сотрудничеству в нефтегазовой области.

Стороны также создали рабочую группу по сотрудничеству в нефтегазовой отрасли, куда вошли соответствующие предприятия двух стран.

По приглашению Си Цзиньпина Родриго Дутерте находится с визитом в Китае с 28 августа по 1 сентября.

El presidente de China, Xi Jinping, se reunió el pasado jueves con su homólogo de Filipinas, Rodrigo Duterte, en la Residencia de Huéspedes de Estado Diaoyutai en Beijing, y ambos líderes expresaron su disposición a impulsar los lazos bilaterales.

Prometió reunirse con frecuencia con Xi, aumentar la comunicación, y promover conjuntamente el sano desarrollo de los lazos bilaterales con el fin de obtener beneficios de ganar-ganar.

Duterte expresó su deseo de que China siga ayudando a Filipinas en el desarrollo económico y la construcción de infraestructura, y agradeció a China por su apoyo a la causa de los derechos humanos de su país, la reconstrucción posterior al sismo, y los combates contra el terrorismo y contra las drogas.

Los hechos han demostrado que China es un amigo sincero de Filipinas, dijo, y agregó que Filipinas respeta completamente las leyes de China y el derecho a mantener una gobernación basada en la ley en la cuestión de Hong Kong, dijo.

Duterte expresó la opinión de que el camino hacia la solución pacífica de las disputas en el mar Meridional de China es a través de la cooperación y no de la confrontación.

Mantener una cooperación amistosa, así como la paz y la estabilidad, favorece los intereses de todas las partes en la región, dijo, y prometió acelerar la exploración gaso-petrolifera marítima conjunta con China.

Como país coordinador de las relaciones China-ASEAN, Filipinas impulsará una pronta adopción del COC en el Mar Meridional de China entre las partes pertinentes, prometió Duterte.

Después de la reunión, los dos jefes de Estado asistieron a una ceremonia de intercambio de acuerdos de cooperación bilateral.

Las dos partes también anunciaron la creación de un comité directivo intergubernamental conjunto y un grupo de trabajo entre las empresas pertinentes en cooperación gaso-petrolífera con el fin de promover un avance sustancial en la exploración gaso-petrolífera conjunta.

Duterte se encuentra realizando una visita a China del 28 de agosto al primero de septiembre a invitación de Xi. También asistirá a la ceremonia inaugural de la Copa Mundial 2019 de la Federación Internacional de Baloncesto en Beijing.

　中国の習近平国家主席は29日、釣魚台国賓館でフィリピンのロドリゴ・ドゥテルテ大統領と会談し、両首脳は両国関係を更に進める用意があることを表明した。

　習主席は、ドゥテルテ大統領の訪問を歓迎し、ドゥテルテ大統領が政権を担ってからの3年間、双方の共同の努力の下で、中国とフィリピンの関係は順調に回復し強固になり、向上し着実な成果を収め続けているとした。

　現在、国際と地域の情勢は深く複雑に変化しているが、平和、発展、協力、相互利益は依然として止めることのできない時代の流れである。

　ドゥテルテ大統領と共に、戦略的で長期的な観点から、引き続き時勢をしっかり把握し、中国とフィリピンの関係発展を先導していきたいと思う。これは両国と両国人民に利益をもたらすだけでなく、地域の平和と安定にプラスのエネルギーを加えることにもなるとした上で、「一帯一路」イニシアチブとフィリピンのインフラ整備プログラム「Build Build Build」の相乗効果を持続的に推進し、インフラ建設、工業パーク、電気通信、エネルギーなどの分野で重大な協力プロジェクトをしっかりと実施する必要があると述べた。

　また、中国はフィリピンの高品質な果物や農産物をより多く輸入し、専門家をフィリピンに派遣して農業・漁業技術を伝授する構えだ。人権問題などにおいて、中国は引き続き国家主権を守り、外部の干渉を防ぐためのフィリピンの努力を固く支持すると述べた。

　習主席はさらに、中国とフィリピンは南海問題について効果的な意思疎通を続けてきた。双方は争いを棚上げし、外部からの妨害を排除し、協力に力を入れて実践的な努力をし、発展をはかるべきだとした。

　そして、双方がこの問題を適切に処理しさえすれば、中国・フィリピン関係の雰囲気は良くなり基盤が安定し、地域の平和と安定にも重要な保障がもたらされる。両国は海上石油・天然ガスの共同開発でさらに大きく踏み出すことができる。「南海行為準則」は南海の規則制度の先駆的な取り組みであり、双方は「準則」の早期達成の推進に力を注ぎ、中国とフィリピンが共に地域の長期的安定を守るという確固たる立場と積極的な姿勢を示さなければならないと述べた。

　ドゥテルテ大統領は、中華人民共和国建国70周年を祝い、中国の成功した発展の経験はフィリピンが学ぶに値すると述べた。「私は習主席との親密な友情を大切にしている。 中国はフィリピンにとって重要で、両国関係は百年の大計だ。私は習主席と常に会い、意思疎通を強化し、両国の全面的な戦略的協力関係の持続的で力強い発展を共に推し進め、互恵・ウィンウィンを実現したいと考えている。フィリピンは、中国が引き続きフィリピンの経済発展とインフラ建設を支援することを希望している。フィリピンの人権事業、地震被災地の復興、テロ対策、麻薬禁止などに関する中国の支持に感謝する。中国はフィリピンの真の友であることが証明された。香港問題では、フィリピンは中国の法律、そして法律に基づく法治の権利維持を完全に尊重する」と述べた。

　またドゥテルテ大統領は「私は対抗ではなく協力を選択することで南海の紛争を平和的に解決し、地域の友好協力を守り、平和で安定した大局を守ることが、この地域の各方面の利益に合致すると主張している。フィリピンは中国と海上石油・天然ガスの共同開発の推進を加速させたいと考えている。フィリピンはASEAN-中国関係の協調国として、各国が『南海行為準則』を早期に達成するよう尽力している」と述べた。

　会議の後、両国首脳は二国間協力文書の交換式に立ち会った。双方はまた、共同発展を実質的に進展させるために石油・天然ガス協力に関する政府間合同指導委員会と企業間作業グループを設立したと発表した。

　ドゥテルテ大統領は習主席の招待を受け、28日から9月1日まで中国を訪問中、31日に開催する2019国際バスケットボール連盟（FIBA）ワールドカップの開会式にも出席する予定。

Der chinesische Staatspräsident Xi Jinping hat sich am Donnerstag in Beijing mit seinem philippinischen Amtskollegen Rodrigo Duterte getroffen.

Xi erklärte in dem Gespräch, die regionale und internationale Lage sei derzeit kompliziert und wechselhaft. Frieden, Entwicklung, Kooperation und die Win-Win-Situation seien jedoch eine unaufhaltbare Zeitströmung. Er wolle aus strategischer Höhe und mit langfristigem Blick gemeinsam mit Duterte gut auf die aktuelle Lage reagieren und die Beziehungen beider Länder voranbringen. Dies diene den beiden Ländern und ihren Menschen und zu Frieden und Stabilität in der Region beitragen, so Xi Jinping weiter.

Duterte hoffte, China werde den Philippinen weiter bei der wirtschaftlichen Entwicklung und beim Infrastrukturbau helfen, und dankte China für seine Unterstützung in Menschenrechtsfragen, beim Wiederaufbau nach Erdbeben, und im Kampf gegen Terrorismus und Drogenkriminalität.

Die Fakten haben gezeigt, dass China ein ehrlicher Freund der Philippinen sei. Die Philippinen respektierten in der Hongkong-Frage die Gesetze Chinas und das Recht Chinas, ihnen gemäß die Rechtsstaatlichkeit zu verteidigen, sagte Duterte.

Nach dem Treffen wohnten beide Staatschefs einer Zeremonie zum Austausch von bilateralen Kooperationsabkommen bei.

Beide Seiten kündigten zudem an, einen zwischenstaatlichen gemeinsamen Lenkungsausschuss und einen Arbeitsstab aus Vertretern betreffender Unternehmen aus dem Bereich Öl und Gas einzusetzen, um die Zusammenarbeit beider Länder in diesem Bereich zu fördern.

Duterte ist auf Einladung Xis vom 28. August bis 1. September in China zu Besuch. Er wird auch an der Eröffnung der Weltmeisterschaft 2019 des Internationalen Basketballverbands (FIBA) in Beijing teilnehmen.
