Storyline


Located in northwest China's Xinjiang Uygur Autonomous Region, Hotan Prefecture is a nationally-known poverty stricken area, where residents in impoverished Moyu County have been relocated to another county of Minfeng with better living conditions and job opportunities, as part of the country's endeavor to fight against poverty.

The Niya Fumin residential area in Minfeng County is the new home for 4,123 residents of 937 households relocated from Moyu County where living conditions are harsh. Memetmin, a mother of two, used to live a hard life in Moyu with all income from planting crops on small, barren plots of land. Now her four-member family has just moved into a two-bedroom apartment of 65 square meters equipped with furniture and home appliance. She has also got a job in a garment factory.

"I didn't k know the conditions here are so good. I had no job before but after coming here, I became reassured as I could earn 500 yuan (about 71 U.S. dollars) even during my three-month internship," she said.

Besides basic amenities such as tap water, electricity and gas, public facilities including kindergartens, primary schools, health centers, recreational centers and squares have also been built in many relocation sites.

To create jobs, local governments are also working to attract companies to set factories and encourage villagers to start their own business such as planting fruits and breeding livestock.

"At present, we have 12,000 breeding rabbits and set up 17 cooperatives. We give out 10 sheep to each of the 973 poor households so that they can earn 1,600 yuan (about 229 U.S. dollars) each year. We also designate 10 mu (about 0.67 hectares) of land to every household. So far, the land has been prepared and 10,000 mu (about 667 hectares) of fruit trees will be planted," said Yang Cheng, deputy mayor of Moyu County and also Party secretary of the Niya Fumin relocation site.

The local authorities in Xinjiang set the goal of relocating a total of 169,400 people of 40,146 households from the plateau, mountain and desert areas to new houses built with government subsidies in oases and plain areas in five years from 2016 to 2020. The last batch of residents was relocated in early December.
