UPSOUND (Chinese) Liu He, Chinese Vice Premier:
"As I said to you on the phone on December 20, the agreement on the text for the phase one economic and trade agreement between China and the United States is good for the two countries and the world. It also proves that China and the United States are completely able to find solutions to properly handle and effectively solve relevant problems through dialogue and consultation on the basis of equal footing and mutual respect. Next, the two sides should put the agreement into practice and play a positive role to boost greater progress of the bilateral, economic, and trade cooperation. Maintaining a healthy and stable relationship between China and the United States conforms to the interests of both sides and needs joint efforts from the two sides. Based on this idea, I hope the U.S. can fairly treat the normal trade and investment activities of Chinese enterprises, support cooperation between enterprises, scientific institutions and schools, and promote mutual trust and cooperation between the two countries. China stands ready to meet the United States halfway, and I am willing to keep close contacts with you. I believe that under our joint guidance, China-U.S. relations will bring more interests and benefits to our peoples in the new year."

Storyline

China and the United States formally signed their phase one economic and trade agreement in Washington, D.C. on Wednesday, with Chinese Vice Premier Liu He and U.S. President Donald Trump inking the historic papers at the White House.

Trump called the signing of the phase one trade agreement a "momentous" event in his opening remarks at the signing ceremony.

"Today we take a momentous step, one that has never been taken before with China, toward a future of fair and reciprocal trade as we sign phase one of the historic trade deal between the United States and China," he said.

Liu, China's chief negotiator for the China-U.S. comprehensive economic dialogue, later read a message from Chinese President Xi Jinping, who said the phase one trade deal is good for China, the United States and the whole world.

"It also proves that China and the United States are completely able to find solutions to properly handle and effectively solve relevant problems through dialogue and consultation on the basis of equal footing and mutual respect," said Liu, as he delivered Xi's message.

"Next, the two sides should put the agreement into practice and play a positive role to boost greater progress of the bilateral, economic, and trade cooperation. Maintaining a healthy and stable relationship between China and the United States conforms to the interests of both sides and needs joint efforts from the two sides. Based on this idea, I hope the U.S. can fairly treat the normal trade and investment activities of Chinese enterprises, support cooperation between enterprises, scientific institutions and schools, and promote mutual trust and cooperation between the two countries," the message continued.

"China stands ready to meet the United States halfway, and I am willing to keep close contacts with you. I believe that under our joint guidance, the China-U.S. relations will bring more interests and benefits to our peoples in the new year," Xi's message to Trump said.

At the invitation of the United States, Liu arrived in Washington on Monday afternoon and met with several U.S. business leaders on Tuesday.

The signing of the agreement marks a major breakthrough after the world's two largest economies have spent nearly two years embroiled in an often bitter trade dispute that imposed tit-for-tat levies on each other's commodities, mechanical parts and finished goods.

China announced on Dec. 13 last year that it had agreed on the text for a phase one economic and trade agreement with the United States "based on the principle of equality and mutual respect".
