"Without national security, there will be no prosperity and stability of Hong Kong. At a time when national security is seriously threatened and relevant laws are absent, it is imperative for the central government to solve the prominent problems of Hong Kong in safeguarding national security. The Hong Kong-related national security legislation is targeted at the acts that seriously endanger national security, including splitting the country, overthrowing the state power, engaging in terrorism and external interference. The move will not in the least affect the rights and freedom of the vast majority law-abiding Hong Kong residents."

All members of the Chinese People's Political Consultative Conference (CPPCC) National Committee from the Hong Kong Special Administrative Region issued a statement on Friday, expressing firm endorsement and support for submitting the draft decision on establishing and improving a legal system and enforcement mechanism for safeguarding national security in Hong Kong to the ongoing third session of the 13th National People's Congress (NPC) for deliberation.
In accordance with the Constitution of China and the Basic Law of the HKSAR, the NPC's establishing and improving of a legal system and enforcement mechanism for safeguarding national security in the HKSAR is an essential measure to uphold the national sovereignty, unity and territorial integrity and consolidate the foundation of the "one country, two systems" principle.
The establishment and improvement of a legal framework and enforcement mechanism for safeguarding national security in the HKSAR is designed to prevent a small number of people from splitting the country, subverting the state power and organizing and carrying out terrorist activities, and to prohibit external forces from interfering in the affairs of the HKSAR.
Meanwhile the move will protect the vast majority law-abiding Hong Kong citizens, guarantee the legitimate rights and interests of Hong Kong residents and foreign institutions and personnel in Hong Kong, and safeguard the fundamental interests of the country and the HKSAR.
