The draft decision to establish and improve a legal framework and enforcement mechanism for safeguarding national security in the Hong Kong Special Administrative Region (HKSAR) will help the region to remain stable in the long term, said a Hong Kong legal expert.
The draft decision was submitted Friday to the third session of the 13th National People's Congress (NPC) for deliberation.
Lawrence Ma, chairman of Hong Kong Legal Exchange Foundation, said the NPC can exercise legislative power for the whole country including Hong Kong.
"The National People's Congress exercises legislative power for the entire country which includes Hong Kong. Therefore, it is legal and constitutional for the National People's Congress to legislate for Hong Kong, especially when national security is not just about Hong Kong but concerns the entire nation," said Ma in an interview with China Global Television Network (CGTN).
Ma said the Hong Kong Legislative Council has difficulty to pass a law to safeguard national security in the HKSAR. Therefore, passing the law by the NPC will rescue the HKSAR from further riots.
