China's top legislator confident of completing legislative task on national security in HK

We set up a task force to make overall plans for enacting or revising 30 laws. We drafted the law on biosafety and conducted deliberations on the draft, in a bid to formulate a law that guards against biological risks, promotes the development of biotechnology, and serves as a pillar of the country's biosafety system."

China's top legislator Li Zhanshu Monday said he is confident of completing an important legislative task on safeguarding national security in the Hong Kong Special Administrative Region (HKSAR).

Li, chairman of the National People's Congress (NPC) Standing Committee, made the remarks when delivering a work report of the NPC Standing Committee to the third session of the 13th NPC - China's top legislature - for deliberation.

A draft decision on establishing and improving the legal system and enforcement mechanisms in the HKSAR to safeguard national security is under deliberation at the session.

"In accordance with the guidelines laid out at the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China, the Standing Committee heard and deliberated the report of the State Council on maintaining national security in the Hong Kong Special Administrative Region, formulated and deliberated the Decision on Establishing and Improving the Legal System and Enforcement Mechanisms for the Hong Kong Special Administrative Region to Safeguard National Security (Draft), and made the decision to submit it to this session for review. I am confident that through the joint efforts of all deputies, we will be able to complete this important legislative task," said Li.

Li also said that NPC Standing Committee accelerated legislation pertaining to public wellbeing, aiming at fulfilling the people's aspirations for a better life.

"We accelerated legislation pertaining to public wellbeing. China's top legislature commenced its annual session on Friday morning at the Great Hall of the People in Beijing.

The annual session, which usually takes place in March and lasts over ten days, was postponed for over two months due to the novel coronavirus outbreak.

The duration of the session is shortened to one week, as it will conclude on May 28.
