Central government departments and Chief Executive of Hong Kong Special Administrative Region (HKSAR) Carrie Lam on Tuesday expressed their support for implementing the Law of the People's Republic of China on Safeguarding National Security in the HKSAR.

The Standing Committee of the 13th National People's Congress (NPC), China's top legislature, closed its 20th session Tuesday, adopting the Law of the People's Republic of China on Safeguarding National Security in the HKSAR.

The NPC Standing Committee also adopted a decision to add the Law in Annex III to the HKSAR Basic Law.

The Liaison Office of the Central People's Government in the HKSAR said in a statement that enacting the important law concerning the long-term stability of Hong Kong and the steady progress of "one country, two systems" on the 23rd anniversary of Hong Kong's return to the motherland is worth celebrating for all Chinese people, including Hong Kong compatriots.

The law is a major improvement to the system of "one country, two systems", and it represents a new milestone for the practice of the principle in Hong Kong, said the statement.

The liaison office will firmly support the SAR government in fulfilling its constitutional and primary responsibilities for maintaining national security, and strongly support relevant organs in fully performing their lawful duties, to effectively prevent, stop and punish acts that endanger national security by a very small group of people, and protect the legal rights and freedoms of the majority of residents, said the statement.

The Hong Kong and Macao Affairs Office of the State Council said in its statement that the law is accordance with the "one country, two systems" principle, the Constitution and the Basic Law, and is a major measure to improve the system of "one country, two systems".

It will enable Hong Kong to enjoy a more complete legal system, a more stable social order and a better rule of law and business environment, added the office.

After the enforcement of the law on safeguarding national security in the HKSAR, related law enforcement and judiciary bodies of the central government and the HKSAR should perform their duties and responsibilities in accordance with the law, jointly ensure that the law and other relevant laws of the HKSAR are implemented, and show the deterrent power to acts and activities that seriously endanger national security, it said.

The office reiterated that the Chinese government is unswerving in its determination to safeguard national sovereignty, security and development interests, its determination to implement the "one country, two systems" principle, and its determination to oppose any external forces in interfering with Hong Kong affairs.

Meanwhile, HKSAR Chief Executive Carrie Lam said that the HKSAR is an inalienable part of China and a local administrative region that enjoys a high degree of autonomy and comes directly under the Central People's Government.

Safeguarding national sovereignty, security and development interests is the constitutional responsibility of the HKSAR, and it is also closely related to the people of Hong Kong, she said in a statement.

In view of the increasingly notable national security risks faced by the HKSAR, it is necessary and urgent for the central government to formulate a law on the national security for the HKSAR, so as to plug the loopholes in national security for Hong Kong, she said.

This legislation is an important step in improving the system of "one country, two systems" and it will also enable Hong Kong society to return to stability at an early date, she added.

The national security law will come into effect later on Tuesday, and it will be implemented in Hong Kong simultaneously as soon as it is gazetted, Lam said in the statement.

The HKSAR government will establish national security council with the chief executive as chairman in a timely manner, and related departments will be set up by the Hong Kong Police Force and the Department of Justice to implement relevant legion provisions of the law, she added.

Central government departments and Chief Executive of Hong Kong Special Administrative Region (HKSAR) Carrie Lam on Tuesday expressed their support for implementing the Law of the People's Republic of China on Safeguarding National Security in the HKSAR.
