The latest COVID-19 outbreak in Hong Kong has put the lives and health of the city's residents in danger, and it's necessary to postpone the Legislative Council (LegCo) election as it is a reasonable, just and legal move, said an article from a Chinese-language opinion column with "Radio the Greater Bay" on Saturday.
An excerpt from a translated version of the article is as follows:
Hong Kong is experiencing a severe epidemic control situation since the outbreak of a new wave of COVID-19 in early July, posing a major threat to the health of the city's residents as well as an unprecedented challenge against its medical system.
As the epidemic is still developing in the city, the Hong Kong Special Administrative Region (HKSAR) government decided to postpone the LegCo election for a year to eliminate the risk of cluster outbreak induced by massive gathers.
Currently the most important and pressing task for Hong Kong is to contain the spread as soon as possible to safeguard the health of its residents.
Since the beginning of July, Hong Kong has been in the grip of the third round of COVID-19 outbreak, with the daily number of confirmed cases surpassing 100 for days.
If the election is to be held as scheduled, it would lead to massive gatherings which will put the health and safety of lives in great danger.
The decision made by the HKSAR government to postpone the LegCo election is reasonable and legitimate, while being in conformity with the mainstream public opinions.
According to statistics, since the COVID-19 outbreak, at least 68 countries and regions worldwide have decided to postpone national or local elections. It is a consensus of the international community to respect science and put lives first.
The HKSAR Chief Executive acted in accordance with Hong Kong's Emergency Regulations Ordinance to postpone the LegCo election.
The Standing Committee of the National People's Congress, China's highest organ of state power, will decide on the vacancy of the LegCo incurred due to the postponement.
In the meantime, it is an important measure to ensure a just and fair election and protect the lives and health of Hong Kong residents.
It would be hard for candidates to carry out effective election campaigns under the anti-epidemic restrictions, therefore the decision protects the democratic rights and freedoms enjoyed by Hong Kong residents in accordance with the law.
The difficulties faced with Hong Kong residents always stay as the biggest concern to the central government.
The Chinese central government fully understands and supports the HKSAR government's decision to postpone the LegCo election in view of severe COVID-19 epidemic situation, and has decided, at the request of the HKSAR government, to send testing personnel to Hong Kong to help with large-scale nucleic acid tests and assist Hong Kong in building temporary quarantine and treatment centers.
