Storyline


The just concluded 22nd session of the Standing Committee of the 13th National People's Congress (NPC) passed the decision on amending the National Flag Law and the National Emblem Law on Saturday, which will take effect on January 1, 2021.

The revised National Flag Law and the National Emblem Law make further prohibitions against acts that impair the dignity of the national flag and the national emblem, and clear that the national flag shall not be discarded, hung upside down, stuck upside down, displayed or used in any other manner that undermines the dignity of the national flag.

According to the new law, those who intentionally insult the national flag or national emblem by burning, mutilating, painting, defacing, or trampling in public places shall be investigated for criminal responsibility according to law.

Moreover, the new law expressly provided the applied occasions of the national flag and national emblem, including Special People's Courts, Special People's Procuratorate as well as offices of Central People's Government in Hong Kong Special Administrative Region (SAR) and Macao SAR, which should raise the national flag every weekday and hang the National Emblem.

The meeting on Saturday was presided over by Li Zhanshu, chairman of the NPC Standing Committee. It also approved the decision of amending the patent law, biosafety law, newly revised law on the protection of juveniles, export control law as well as election law of the People's Republic of China for the National People's Congress and Local People's Congresses at all levels.

After the meeting, the 13th NPC standing committee held its 19th seminar, also presided over by Li.

Wang Changlin, president of the Academy of Macroeconomic Research under the National Development and Reform Commission, addressed the seminar, focusing on major processes and important roles of, valuable experience in and proposals for formulation and implementation of the Five-Year Plans for National Economic and Social Development.

After the seminar, the 13th NPC Standing Committee held a ceremony for the newly appointed vice chairmen of special committees of the NPC and the newly appointed deputy secretaries of the NPC Standing Committee to take oath of allegiance to the Constitution.
