The UN Syria envoy announced Thursday that the Syrian government and the opposition delegations had started to discuss with his office separately constitutional and related legal issues, one of the main points of the latest round of Syria peace talks.
"Earlier this week the Special Envoy informed the sides that he intended to establish a technical process to address constitutional and legal issues in the intra-Syrian talks," UN envoy Staffan de Mistura's Office said in a written statement.
According to the UN, an "early meeting" was planned to take place between the Syrian government delegation experts and those of the UN on Thursday.
In a later statement, the UN said that "experts from the delegation of the Syrian opposition announced on Feb. 11 met today with experts from the Office of the Special Envoy, as an initial part of a process of expert meetings on legal and constitutional issues of relevance to the intra-Syrian talks".
"To achieve that we began to discuss in a technical meeting, continuing our technical meeting regarding the constitutional and legal issues which serves the achievements of the political transition. And the other meetings we discussed the political transition and details and we continue engaging constructively, and we had run deeply in the details of establishing the transitional government body," said Nasr al-Hariri, head of the Syrian High Negotiations Committee (HNC) at a press conference.
According to the resolution which was approved by the UN in December 2015, the Geneva talks cover four issues: establishing a transitional government, drawing up a new constitution, holding an election and jointly combating terrorism. In the earlier rounds of negotiations, the orders of the issues remained at odds. Earlier on May 15, before the sixth round of talks started, de Mistura said at a press conference that he hoped they can make a selection to push for practical progress in at least one or some aspects of an issue.
