Chinese people should be proud of the country's remarkable achievement in eradicating extreme poverty, said a former U.S. Assistant Trade Representative for China recently.

Chinese President Xi Jinping announced that China has scored a "complete victory" in its fight against poverty on Thursday at a national commendation conference held in Beijing to mark the country's accomplishments in poverty alleviation and honor its model poverty fighters.
The ability to lift hundreds of millions of people out of poverty is a remarkable accomplishment, said Jeff Moon, a former assistant U.S. Trade Representative to China, during a recent interview with China Global Television Network (CGTN).

"Poverty has been one of China's greatest historical problems, and China has made enormous progress since reforming and opening-up between 1980 and 2010, for example, 700 million people were brought out of poverty," he said.

Moon added that Xi's experiences while rising through the ranks had given him vital experience in understanding the difficulty in tackling the poverty alleviation problem.

"That last hundred million was those in extreme poverty, and so Xi Jinping, I think probably as a result of his having spent time in rural areas during the cultural revolution, recognized how hard and how important the problem was. And so it's extremely important and Chinese people should be proud that they have tackled this problem in the last few years," he said.

The former trade representative also said that the biggest factor in eliminating extreme poverty amid the global pandemic has been China's economic recovery.

"The world bank is saying that for the first time in twenty years, extreme poverty is going to increase over this past year, and China has been able to contain the virus and revive the economy. And the people that would have been most affected in the extreme poor areas would have been people who would have not been able to get commerce because transportation have been cut, or migrant people who would not have been able to travel or work in factories. And those are all vital inputs into those local economies, so I think the economic revival, frankly, and then policies that will foster skills and jobs and economic recovery are the key to resolving this poverty problem," he said.
Moon also believes that China's new economic development patterned of "dual circulation" where domestic and foreign markets can boost each other, with the domestic market as the mainstay, will be a viable solution for the country to boost economic development, which will also be conducive to world economic recovery.

"China right now has a dual circulation theory that emphasizes domestic consumption. So that to the extent that people rise out of extreme poverty and become a part of the consumer economy, they are contributing to the economic plan and wellbeing of China. China being the second largest economy in the world, of course, is also a growth engine for the world economy. So all of these things snowball on each other and contribute to economic growth both in China and internationally," he said.

The final 98.99 million impoverished rural residents living under the poverty line in China have all been lifted out of poverty over the past eight years. All of the impoverished 832 counties and 128,000 villages have been removed from the poverty list.

Since the launch of the reform and opening up in the late 1970s, 770 million impoverished rural residents have risen out of poverty according China's line of poverty. China has contributed more than 70 percent of global poverty reduction over the same period.

The former trade representative also said that the biggest factor in eliminating extreme poverty amid the global pandemic has been China's economic recovery.

"The world bank is saying that for the first time in twenty years, extreme poverty is going to increase over this past year, and China has been able to contain the virus and revive the economy. And the people that would have been most affected in the extreme poor areas would have been people who would have not been able to get commerce because transportation have been cut, or migrant people who would not have been able to travel or work in factories. Moon also believes that China's new economic development patterned of "dual circulation" where domestic and foreign markets can boost each other, with the domestic market as the mainstay, will be a viable solution for the country to boost economic development, which will also be conducive to world economic recovery.

"China right now has a dual circulation theory that emphasizes domestic consumption. So that to the extent that people rise out of extreme poverty and become a part of the consumer economy, they are contributing to the economic plan and wellbeing of China. China being the second largest economy in the world, of course, is also a growth engine for the world economy. The final 98.99 million impoverished rural residents living under the poverty line in China have all been lifted out of poverty over the past eight years. All of the impoverished 832 counties and 128,000 villages have been removed from the poverty list.

Since the launch of the reform and opening up in the late 1970s, 770 million impoverished rural residents have risen out of poverty according China's line of poverty. China has contributed more than 70 percent of global poverty reduction over the same period.
