China and 14 other countries on Wednesday voted against a decision approved by the Organization for the Prohibition of Chemical Weapons (OPCW) to suspend Syria's rights as a signatory state party.

The decision named “Addressing the Possession and Use of Chemical Weapons by the Syrian Arab Republic” was approved by voting during the ongoing 25th session of the conference of the States Parties to the Chemical Weapons Convention (CWC) in Hague, Netherlands.

China, Russia and 13 other countries voted against the decision. The Chinese side expressed serious concern over the content of the decision as well as the move to force the adoption by vote.

The Chinese delegation emphasized that some countries have ignored the current rules and mechanism relevant to the convention to establish a new mechanism, the so-called investigation on attribution of the use of chemical weapons, whose mandate is beyond the purview of the CWC.

In addition, the Investigation and Identification Team did not conduct investigation at the site, which are contrary to the relevant provisions of the CWC and its Verification Annex, and cannot ensure the objectivity, authenticity and impartiality of the investigation result.

In addition, the policy-making body of the convention did not have sufficient discussion on relevant report. The mentioned behaviors seriously infringe on Syria's legitimate right as a State Party while undermining the authority and effectiveness of the convention.

The Chinese side also pointed out that some countries' push for the vote based on their geopolitical goals hurt the reputation of the OPCW and will further aggravate conflicts and confrontations.

China called on relevant parties to immediately return to the principle of multilateralism, and solve disputes through constructive dialogues and handle them in line with international law and the convention.

In April 2020, the Investigation and Identification Team of the OPCW released a report, accusing the Syrian military of having launched chemical weapons attacks on Al-Lataminah in March 2017.

In November, France submitted the draft decision of “Addressing the Possession and Use of Chemical Weapons by the Syrian Arab Republic” and was supported by some western countries.

In April 2021, the Investigation and Identification Team released the second report, accusing the Syrian government force of having used chemical weapons in Saraqib in February 2018.

The Syrian government rejected both reports, saying the reports have false conclusions.
