Storyline

China's mega water division project is poised to function as an important strategic infrastructure to optimize water resources, boost sustainable economic and social development, and improve people's livelihoods.

The South-to-North Water Diversion Project -- the world's largest operation of its kind -- was designed to optimize the allocation of water sources of the country and quench the thirsty north. Essentially, that would require taking water from China's longest river, the Yangtze, through its eastern, middle and western routes to feed the north.

On Thursday afternoon, Chinese President Xi Jinping visited the Danjiangkou Reservoir and Taocha Canal Head during an inspection tour in Nanyang City of central China's Henan Province.

The Danjiangkou Reservoir is the starting point of the middle route of the project, which serves as the lifeline of water supply for China's parched north.

The middle route of the project -- the most prominent of the three routes of the project -- starts from the Danjiangkou Reservoir in central China and runs across Henan and Hebei provinces before reaching Beijing and Tianjin.

Xi, also general secretary of Communist Party of China (CPC) Central Committee and chairman of Central Military Commission, listened to the introductions of the construction, management and operation of the middle route of the water diversion project and the ecological conservation of the water source region.

Xi described the project as an important strategic infrastructure to optimize water resources, boost sustainable economic and social development and improve people's livelihoods.

Xi also inquired about its water quality improvement, as it is an essential source of water for supply to the Beijing-Tianjin-Hebei region in the north.

"The water looks good in quality," said Xi, while looking at the water sample in a beaker.

As of March 2021, the South-to-North Water Diversion Project had transferred over 40.8 billion cubic meters of water since the first phase of its eastern and middle routes began supplying water, directly benefiting more than 130 million people.

On Nov 13, 2020, Xi visited the Jiangdu Key Water Conservancy Project, a major water conservancy operation along the eastern route of the national project in east China's Jiangsu Province, to learn about its planning and construction.

"I'm very concerned with the South-to-North Water Diversion Project. It's an important project of our country. Water resources are abundant in the south but scarce in the north, therefore we need to re-distribute them appropriately in a scientific way," said Xi during the inspection tour.

The eastern route of the South-to-North Water Diversion Project stretches for 1,156 kilometers, sending water to Tianjin and Shandong Province through the Grand Canal and other rivers that run parallel to it.

Half a year later, after inspecting the starting point of the middle route of the project in Danjiangkou Reservoir, Xi convened a symposium Friday on advancing the high-quality follow-up development of the mega water-diversion project, underscoring China's continued commitment to its people-centered development philosophy.

Xi stressed the need to analyze the new situation and tasks facing the South-to-North Water Diversion Project and to push for the scientific planning and construction of the project so as to promote the effective and economical use of water resources.

The South-to-North Water Diversion Project is a key project of cross-basin and cross-region allocation of water resources, he noted.

During an inspection tour in the village of Zouzhuang in Nanyang one day earlier , Xi paid a visit to residents relocated because of the country's mega water diversion and expressed thanks while commending their contribution to the country.

"On behalf of the Party Central Committee, I would like to thank the builders and operators who have contributed to the South-to-North Water Diversion Project, as well as those who have been relocated. Thank you for your outstanding contribution to the project," said Xi.

Xi also called for equal attention paid at the same time to water resources diversion and conservation.

"However, this does not mean that people in the northern regions can use water carelessly as they please. Now we must plan our city and industrial development scales according to the water resources available. The South-to-North Water Diversion Project should be combined closely with water conservation efforts. We should pay equal attention to both," said Xi during the inspection tour to Jiangdu Key Water Conservancy Project.

According to official data released in February, over 40 billion cubic meters of water were transferred through its middle and eastern routes since the water-diversion project went into operation.

Since ancient times, China has seen floods in summer and droughts in winter, with a shortage of water in the north and an abundance in the south. That uneven distribution of water in terms of time and space has troubled the Chinese nation for ages.

After the founding of the People's Republic of China, the CPC led the nationwide construction of large-scale water projects, optimizing water resources, boosting sustainable economic and social development, and ultimately improving people's livelihoods. The South-to-North Water Diversion Project is a prime example, built at considerable cost but bringing even more benefits, thanks to its careful planning and determined execution.
