Chinese President Xi Jinping on Thursday signed seven presidential decrees to promulgate six new laws and a decision, including the law on countering foreign sanctions.

The 84th presidential decree states that the Law of the People's Republic of China on Data Security adopted at the 29th session of the Standing Committee of the 13th National People’s Congress (NPC) of the People's Republic of China on June 10, 2021 is hereby promulgated and shall go into effect on September 1, 2021.

The 85th presidential decree states that the Law of the People's Republic of China on the Hainan Free Trade Port adopted at the 29th session of the Standing Committee of the 13th NPC of the People's Republic of China on June 10, 2021 is hereby promulgated and shall go into effect on the date of promulgation.

The 86th presidential decree states that the Law of the People's Republic of China on the Protection of the Status, Rights, and Interests of Military Personnel adopted at the 29th session of the Standing Committee of the 13th NPC of the People's Republic of China on June 10, 2021 is hereby promulgated and shall go into effect on August 1, 2021.

The 87th presidential decree states that the Law of the People's Republic of China on the Protection of Military Installations adopted at the 29th session of the Standing Committee of the 13th NPC of the People's Republic of China on June 10, 2021 is hereby promulgated and shall go into effect on August 1, 2021.

The 88th presidential decree states that Decision of the Standing Committee of the National People's Congress on Amending Work Safety Law adopted at the 29th session of the Standing Committee of the 13th NPC of the People's Republic of China on June 10, 2021 is hereby promulgated and shall go into effect on September 1, 2021.

The 89th presidential decree states that the Law of the People's Republic of China on Stamp Duty adopted at the 29th session of the Standing Committee of the 13th NPC of the People's Republic of China on June 10, 2021 is hereby promulgated and shall go into effect on July 1, 2021.

The 90th presidential decree states that the Law of the People's Republic of China on Countering Foreign Sanctions adopted at the 29th session of the Standing Committee of the 13th NPC of the People's Republic of China on June 10, 2021 is hereby promulgated and shall go into effect on the date of promulgation.

Le président chinois Xi Jinping a signé jeudi sept décrets présidentiels pour promulguer six nouvelles lois et une décision, dont une loi sur la lutte contre les sanctions étrangères.

Adoptées lors de la 29e session du Comité permanent de la 13e Assemblée populaire nationale (APN) le 10 juin, elles sont les suivantes :

La loi sur la sécurité des données, qui entrera en vigueur le 1er septembre 2021.

La loi sur le port de libre-échange de Hainan, avec effet immédiat.

La loi sur la protection du statut, des droits et intérêts des militaires, qui entrera en vigueur le 1er août.

La loi sur la protection des installations militaires, qui entrera en vigueur le 1er août.

La décision du Comité permanent de l'APN d'amender la loi sur la sécurité au travail, qui entrera en vigueur le 1er septembre.

La loi sur le droit de timbre, qui entrera en vigueur le 1er juillet.

La loi sur la lutte contre les sanctions étrangères, avec effet immédiat.

وقّع الرئيس الصيني شي جين بينغ يوم الخميس/ 10 يونيو سبعة مراسيم رئاسية لإصدار ستة قوانين جديدة وقرار، بما في ذلك قانون مكافحة العقوبات الأجنبية.

وينص المرسوم الرئاسي رقم 86 على أن قانون جمهورية الصين الشعبية بشأن حماية وضع وحقوق ومصالح الأفراد العسكريين والذي تم تبنيه في الجلسة الـ29 للجنة الدائمة للمجلس الوطني الـ13 لنواب الشعب الصيني في 10 يونيو 2021 تم إصداره وسيدخل حيز التنفيذ في 1 أغسطس 2021.

وينص المرسوم الرئاسي رقم 87 على أن قانون جمهورية الصين الشعبية بشأن حماية المنشآت العسكرية والذي تم تبنيه في الجلسة الـ29 للجنة الدائمة للمجلس الوطني الـ13 لنواب الشعب الصيني في 10 يونيو 2021 تم إصداره وسيدخل حيز التنفيذ في 1 أغسطس 2021.

وينص المرسوم الرئاسي رقم 88 على أن قرار اللجنة الدائمة للمجلس الوطني لنواب الشعب بشأن تعديل قانون سلامة العمل والذي تم تبنيه في الجلسة الـ29 للجنة الدائمة للمجلس الوطني الـ13 لنواب الشعب الصيني في 10 يونيو 2021 تم إصداره وسيدخل حيز التنفيذ في 1 سبتمبر 2021.

Председатель КНР Си Цзиньпин 10 июня подписал указы о публикации шести законов и постановления, которые были приняты на завершившейся в тот же день 29-й сессии ПК ВСНП 13-го созыва.

Среди одобренных правовых актов – Закон о безопасности данных, Закон КНР о Хайнаньском порте свободной торговли, Закон о защите статуса, прав и интересов военнослужащих, Закон о защите военных объектов, Закон о гербовых сборах, Закон о противодействии иностранным санкциям, которые вступают в силу с 1 сентября, 10 июня, 1 августа, 1 августа, 1 июля и 10 июня 2021 года соответственно.

По итогам сессии также одобрено решение ПК ВСНП о внесении поправок в Закон о безопасности труда, которое будет реализоваться с 1 сентября этого года.

El presidente chino, Xi Jinping, firmó el jueves órdenes presidenciales para promulgar seis nuevas leyes y una decisión, incluyendo la ley para contrarrestar las sanciones extranjeras.

El 84º decreto presidencial establece que la Ley de la República Popular China sobre Seguridad de Datos adoptada el 10 de junio de 2021 en la 29º sesión del Comité Permanente de la XIII Asamblea Popular Nacional (APN) de la República Popular China se promulga y entrará en vigor el 1 de septiembre de 2021.

El 85º decreto presidencial establece que la Ley de la República Popular China sobre el Puerto de Libre Comercio de Hainan adoptada el 10 de junio de 2021 en la 29º sesión del Comité Permanente de la XIII APN de la República Popular China se promulga y entra en vigor en la fecha de promulgación.

　中国の習近平国家主席は10日、7つの主席令に署名し、反外国制裁法を含む6つの法律と1つの決定を公布した。

　第84号主席令によると、「中華人民共和国データ安全法」は10日に第13期全国人民代表大会常務委員会第29回会議で採択され、2021年9月1日から施行する。

　第85号主席令によると、「中華人民共和国海南自由貿易港法」は10日に第13期全人代常務委員会第29回会議で採択され、即日から施行する。

　第86号主席令によると、「中華人民共和国軍人地位と権益保障法」は10日に第13期全人代常務委員会第29回会議で採択され、2021年8月1日から施行する。

　第87号主席令によると、「中華人民共和国軍事施設保護法」は10日に第13期全人代常務委員会第29回会議で改正、採択され、2021年8月1日から施行する。

Chinas Staatspräsident Xi Jinping hat am Donnerstag das 90. Präsidialdekret unterzeichnet, wonach u. a. das Gesetz der Volksrepublik China gegen Auslandssanktionen, das auf der 29. Sitzung des Ständigen Ausschusses des 13. Nationalen Volkskongresses (NVK) angenommen wurde, am selben Tag in Kraft trat.

Das Inkrafttreten dieses Gesetzes bedeutet, dass China nun beginnt,sich China manchen westlichen Ländern, die sich auf hegemoniale Handlungen einlassen, indem sie sich gewaltsam in die inneren Angelegenheiten Chinas einmischen und so genannte „Sanktionen“ verhängen wollen, auf juristischer Ebene systematisch, gründlich und kraftvoll zu widersetzen , um seine nationale Würde und Kerninteressen zu verteidigen.

Huo Zhengxin, Professor am Justizinstitut der „China University of Political Science and Law, CUPL“, meinte, dass das Gesetz gegen Auslandssanktionen notwendig sei und Chinas juristisches „Instrumentarium “ gegen Sanktionen, Einmischung und Langarm-Gerichtsbarkeit weiter bereichern werde.

Li Qingming, Forscher am Institut für Internationales Recht der Chinesischen Akademie der Sozialwissenschaften, sagte, dass sich Chinas Politik der Öffnung nach außen nicht infolge dieses Gesetzes ändern werde.

Darüber hinaus wurden ebenfalls weitere fünf Gesetze und ein Beschluss, darunter das Gesetz der Volksrepublik China über die Datensicherheit, das Gesetz der Volksrepublik China über den Freihandelshafen Hainan, das Gesetz der Volksrepublik China zum Schutz der Rechte und Interessen des Militärpersonals als solches, das Gesetz der Volksrepublik China zum Schutz militärischer Einrichtungen, das Gesetz der Volksrepublik China über die Stempelsteuer und der Beschluss des Ständigen Ausschusses des Nationalen Volkskongresses zur Überarbeitung des Gesetzes über die Sicherheit am Arbeitsplatz auf der 29. Sitzung des Ständigen Ausschusses des 13. NVK angenommen.
