Storyline

Local authorities along the Jinshajiang River in southwest China have imposed the toughest law enforcement in the Yangtze River's tributary to ensure a long-lasting battle against illegal fishing during the ten-year fishing ban in its entirety.

China began a 10-year fishing ban on key sections of the Yangtze River to protect biodiversity in the country's longest river on Jan 1, 2021, according to the Ministry of Agriculture and Rural Affairs. Since then, the ban has been observed in 332 conservation areas in the Yangtze River basin, and also expanded to all natural waterways of the river's major tributaries.

Police officers in Lijiang City of southwest China's Yunnan Province recently deterred an illegal fishing activity during patrolling at Yongsheng County, arresting four villagers who illegally fishing in the branch of Jinshajiang River. Police officers captured a set of electro-fishing tools and about 35 kilograms of fish.

"Four villagers were doing electro-fishing in the waters of Wulang River in Yongsheng County's Guanghua Township and were arrested by the patrolling police force with Guanghua Police Station. We captured a set of electro-fishing tools and 34.3 kilograms of finescale Schizothoracin, some 108 of the caught fish were still alive. We released the fish back to the river after weighing and recording," said Nie Xin, deputy head of security brigade of Yongsheng Public Security Bureau.

Finescale Schizothoracin is a species of ray-finned fish in the genus Schizothorax from the upper parts of the Yangtze basin in China. Once all over the rapids of Jinsha River, the fish was a common dish on the dining table of residents along the river.

At present, many kinds of indigenous fish in Jinshajiang River like finescale Schizothoracin have been listed in the list of national protected animals because of the sharp decrease in the number.

This is the first illegal fishing case in Lijiang City in recent years. Four suspects have carried out various illegal fishings since the local police force has made publicity of the fishing ban from door to door.

The suspects have been under criminal detention according to law for illegal fishing protected species in Jinshajiang River during fishing ban with the prohibited electro-fishing.

"We also conducted an interrogation of four suspects and found that two of them conducted electric fishing activities in the Wulang River basin during the Yangtze River fishing ban for many times. In addition, they even sold the finescale Schizothoracin they had caught," said Nie.

The Jinshajiang River flows through Lijiang City for a total of 615 kilometers with many tributaries and a wide basin. It was hard for local police to enforce law in such a large region due to the lack of law enforcement force. After the implementation of the 10-year Yangtze River fishing ban, a cooperation law enforcing mechanism has been formed between the departments on both sides of the Jinshajiang River to ensure that there is no escape for illegal fishing.

"Since the implementation of the Yangtze River fishing ban, the local public security departments in Lijiang have closely cooperated with the administrative departments in charge of agriculture and rural areas, environmental protection, water affairs, market supervision and forestry, severely cracking down on illegal fishing and other crimes. We actively participate in joint law enforcement actions with Diqing Tibetan Autonomous Prefecture, Dali City, Chuxiong Yi Autonomous Prefecture and other places every quarter, and work hard to form a situation of cooperative governing and managing," said Luo Fengyu, head of public security detachment of Yunnan Lijiang Public Security Bureau.
