Storyline

Chinese authorities have dispatched enormous rescue teams to central China's Henan Province after parts of western Henan were inundated by record rains which resulted in deadly floods.

The death toll has risen to 25, with seven individuals still missing in the province.

China's Ministry of Emergency Management on Tuesday sent a 1,800-member rescue team composed of professional rescuers from the seven other provinces to assist flood-hit Henan Province.

The Central Theater Command of the People's Liberation Army (PLA) has dispatched more than 5,700 soldiers, armed police forces, and militias, as well as 148 watercraft and vehicles, to help with rescue operations in more than 30 areas hit by the floods.

"Our teams have rushed to Zhengzhou, Luoyang, Kaifeng, and other places, carrying out tasks of blasting and flood diversion, flood fighting and rescue, and mass evacuations. At present, the rescue operations are still underway. Other troops in Henan are also ready to participate in operations against the flooding," said Zhang Zhonghua, an officer of the Central Theater Command.

As heavy rains continued to lash Henan, authorities elevated the emergency reaction for flood control to Level II, the second-highest level in the response system.

On Saturday, heavy rains began to fall in Henan's western and central-western regions.

In the provincial capital city of Zhengzhou, 617.1 mm of rainfall fell over a three-day period starting on Saturday night, close to the city's average annual amount.

The city registered a record hourly precipitation rate of 201.9 mm from 16:00 Tuesday. The city also broke its own single-day precipitation record, hitting tits highest level on local weather records.

Incessant rain has caused severe flooding in Zhengzhou, suspending transportation, communication, and water supply in much of the city.

As a result, Zhengzhou's subway service has been temporarily suspended while all trains have been canceled.

Heavy rain has also caused severe flooding in other cities of Henan.

As one of the hardest-hit areas, Xinxiang, the city that borders Zhengzhou, has no casualties reported as over 2,600 people have been transferred to safe areas.

In Henan Province, more than 160,000 people were evacuated to safer areas.

As the State Grid dispatched more than 4,000 emergency personnel to repair damaged circuits, the normal power supply has been restored to over 450,000 users in the province.

As of 10:00 on Wednesday, 6,300 communication base stations and 170 optical cables with a total length of 275 kilometers had been fixed.
