"We have five shelters that can accommodate more than 100 people like the Xuncheng Middle School and another 20 smaller ones. In terms of supplies, we can guarantee the living needs of the displaced people for five to seven days, and we will supplement materials in a timely manner in line with how the typhoon proceeds to ensure they have a place to sleep and eat, as well as access to clean water."

Authorities in east China's Fujian Province on Friday elevated the provincial emergency response level to III as Typhoon In-Fa is nearing the Chinese mainland and expected to land in Zhejiang Province neighboring Fujian from Sunday afternoon to early Monday morning.
At 11:00 Friday, the center of Typhoon In-Fa, which means fireworks, was located in a coastal area approximately 640 km southeast of Xiangshan in Zhejiang Province, or at a latitude of 24.5 degrees north and a longitude of 125.3 degrees east, according to the National Meteorological Center.
It is moving northwestward at about 15 km per hour and gaining strength. In-Fa will bring rainstorms to regions including Shanghai, Zhejiang, Fujian and Taiwan.
The provincial flood control and drought relief department has dispatched two leading groups to coastal cities of Ningde, Fuzhou and Pingtan to guide and help local governments combat the typhoon.
As of 07:00 Friday, more than 6,000 provincial-level cadres and officials had been sent to join in grassroots floods control and prevention work.
Meanwhile, multiple departments concerned in Fujian including railway, power and maritime affairs have taken precautions against the typhoon.
By Friday noon, more than 2,300 ships had been ordered to be anchored; and 912 task forces composed of 12,576 electricians have been asked to beef up patrolling along main power arteries, clearing over 26,000 tress near electric transmission lines and removing over 1,400 hidden hazards.
A total of 14 trains have been suspended for safety concern on Friday.
As the Fujian's nearest county-level city to the border with Zhejiang, Fuding is expected to face huge impacts. The local government had arranged 317 shelters and moved 1,553 local residents to safety as of Friday noon.
Nearly 2,700 troubleshooters were put on 24-hour standby to go out all to respond to disasters and dangers that may be brought by the In-fa.

China has a four-tier color-coded weather warning system, with red representing the most severe warning, followed by orange, yellow and blue.
