The service industry in Spain is bearing the brunt of the strict energy restrictions amid rounds of heat waves.
The new measures, becoming effective on Aug 10, require commercial places like offices, shops, bars, theaters, airports, and train stations to run their air conditioning at or above 27 degrees Celsius.
"It's very hot. For us the air conditioning temperature should be under 20 degrees Celsius, otherwise our customers will be uncomfortable. Fans are not helpful. This summer's persistent heat wave and the natural gas shortage caused by the Ukraine crisis have put great pressure on Europe's power system.

We will also turn off some illumination system, or change to LED lights that are more energy saving," said Antonio, a staff member of a shopping mall at Madrid.
The new energy saving plan brought in by Spain has aroused widespread questioning. Some say the plan violates Spain's Constitution and Labor Law.
The restrictions will last until Nov 1, 2023.
