Storyline


A Chinese envoy on Tuesday called for respect for human rights and dignity of Haitian migrants, and urged all parties in Haiti to have inclusive dialogue.

The Caribbean nation is facing protracted security and humanitarian crisis, Helen La Lime, the UN secretary-general's special representative and head of the UN Integrated Office in Haiti, told a Security Council open briefing on Haiti.

Gang-related violence in Haiti has reached levels not seen in decades, with murders and kidnappings increasing for a fourth consecutive year. Close to 5 million people are facing acute hunger across the country.

Zhang Jun, the permanent representative of China to the UN, said people in Haiti are struggling in the worst humanitarian and economic crisis in decades. The past year saw violence, cholera, poverty and food crisis prevailing, with women and children left in fragile situation.

"A handful of countries have taken new deportation measures against migrants from Haiti and other countries who seek shelter across the border. The Office of the United Nations High Commissioner for Human Rights (OHCHR) has expressed concern that relative measures have damaged international human rights law and basic criteria of refugee law. We believe the human rights and dignity of Haitian migrants should be preserved. No country should deport refugees at the expense of human rights," said Zhang.

Zhang stressed China supports increasing humanitarian investments from the UN and regional countries into Haiti to improve local humanitarian situation and tackle economic and people's livelihood problems.

China called for continuous inclusive dialogue and sense of urgency for political consultation among parties in Haiti, to make a universally acceptable, trustworthy and practical plan for transition time and create conditions for free and fair elections.
