China unswervingly pursues a human rights development path that protects its people's economic, social and cultural rights, said a Chinese delegation in a hearing on the International Covenant on Economic, Social and Cultural Rights (ICESCR) held from Wednesday to Thursday in Geneva, Switzerland.

During the two-day hearing held at the United Nations human rights office, the high-level Chinese delegation, headed by Permanent Representative to the United Nations Office at Geneva Chen Xu, said that it has delivered a detailed and comprehensive report on China's policies, practices and achievements in protecting the economic, social and cultural rights of the Chinese people since 2014, in compliance with the Covenant for the third time.

According to the remarks made by the Chinese delegates, China is firmly committed to its path of human rights development, has made historic achievements in its human rights cause, and raised the protection of the economic, social and cultural rights of the Chinese people to a new level.

China continues to improve the overall plan for promoting and protecting the economic, social and cultural rights of its people. It regards the rights to subsistence and development as the primary basic human rights and has won the largest-scale battle against poverty in human history on schedule, the delegates said.

China pursues a people-centered development philosophy and strives to ensure and improve people's wellbeing through development. It has made remarkable efforts in building a healthy China with the people's right to health more fully protected, they said.

China firmly believes that clean waters and lush mountains are invaluable assets and has made great strides in improving the ecological environment. It actively protects people's rights to education and culture and has further strengthened the protection of the rights and interests of specific groups, they said.

China has also engaged in extensive international cooperation and made positive contributions to the promotion and protection of economic, social and cultural rights of people around the world, according to the delegates.

The delegates also noted that the process of Chinese modernization also involves constantly promoting and protecting human rights, and that China will make unremitting efforts to ensure that all its people enjoy economic, social and cultural rights at a higher level on an equal footing.

Experts on the ICESCR Committee affirmed that China has achieved comprehensive poverty alleviation and earnestly accepted the review of its implementation of the Covenant. They also noted the progress made by China in such areas as formulating and adopting the Civil Code, adjusting and improving its family planning policy and ratifying the two conventions on forced labor.

The ICESCR belongs to the International Bill of Human Rights and stands as a core international human rights instrument of the United Nations. China ratified the Covenant in March 2001 and was reviewed by the Committee twice before in April 2005 and May 2014.
