"I prepared three proposals for this year's 'Two Sessions.' The first one is to promote the large-scale development of artificial intelligence technology, ChatGPT, for example. It represents 'the coming of a strong AI era,' or even the start of the fourth industrial revolution. China must catch up with the tides. The second proposal is to build a solid foundation for urban digitalization and improve urban digital security. The third one is to help small and micro enterprises. China has tens of millions of small and micro enterprises, and their development is very crucial to China's economy."

"The characteristic of cyber warfare, or cyber-attack, is that there’s no peacetime nor wartime for it. It can be launched anytime. For our country, I believe there are two types of significant threat. One is a national-level attack, because every country knows the weakness of digitalization, some hackers would steal data from big companies and ask them to pay a ransom. We called it 'data blackmail.' So, we should create an overarching security system, and build a platform based on big data analysis. Furthermore, we have already started to build a national-level cybersecurity brain, setting up a national-level cyber-attack gene bank and sample bank to cope with those risks."

"The country has put forward the notion to create a huge 'blue ocean' market, which, I think is called industrial digitalization. That means all of our industries can use digital technologies to reshape their business chain. ChatGPT has already set a good example. For us, we have put forward a notion of 'Software as a Service,' or 'SaaS,' which means providing enterprise-level users with one-stop security and management services. This is the opportunity for us. In terms of challenges, it still would be cybersecurity. The more digital technology develops, the operation of the whole country, of everyone's daily lives, will be based on data and networks, so we need strong solutions to protect our data and digital assets."

Storyline

A member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top political advisory body, is prepared to make a significant proposal on cybersecurity at the upcoming annual "Two Sessions," the two biggest gatherings on China's political calendar.

Rapid technological advancements have raised concerns about the potential risks posed by 5G, big data, and even the newly emerged artificial intelligence chatbot ChatGPT, which will be a major topic of discussion at the annual sessions of China's top legislature -- the National People's Congress -- and the CPPCC National Committee.

As a CPPCC member and the founder of the internet security giant 360 Technology, Zhou Hongyi will propose ways to strengthen cybersecurity at the upcoming gatherings.

China has tens of millions of small and micro enterprises, and their development is very crucial to China's economy," said Zhou.

Zhou also suggests creating an overarching security system and building a national-level cybersecurity brain to defend against cyberattacks, which may occur at any time.

Furthermore, we have already started to build a national-level cybersecurity brain, setting up a national-level cyber-attack gene bank and sample bank to cope with those risks," said Zhou.

Zhou, stressed that strong solutions are needed to protect data and digital assets as industrial digitalization continues.
