"The reason why ChatGPT has attracted attention is that as a large model, it effectively combines big data, strong computing power, and strong algorithms, and its calculation methods have improved. In terms of technological progress, it is especially hard for ChatGPT to ensure the real-time performance and the effectiveness of the algorithm quality at the same time. In other words, the AI can understand people's natural language and conduct dialogues through slow calculations, but it is not easy to do it real-time."

"Our country has also made a lot of plans in this area, and research in this field has been carried out for many years and achieved certain results. But it may still take some time to reach the level of OpenAI. We also hope that more good results will be achieved in the field of artificial intelligence, whether by Chinese companies or foreign companies. At the same time, we must also pay attention to standardizing the ethics of science and technology, so as to avoid disadvantages while making use of the technology."

7. SOUNDBITE (Chinese) Wang Zhigang, Minister of Science and Technology:
"The Ministry of Science and Technology has recently launched a number of demonstration application scenarios such as smart docks, so that the transformation and application of AI can be driven not only by sci-tech research, but also by scenarios and user needs. By combining those, AI can not only contribute to China's economic, social and scientific development, but also lead to better progress and development of universities, scientific research institutes, enterprises, and sci-tech personnel engaged in AI research. I hope China's AI research can contribute to the development of AI systems for all mankind, and to the development of the international community."

Storyline

China has planned for the development of artificial intelligence, hoping that AI will not only serve China's sci-tech development, but also contribute to global economic and social development, said Minister of Science and Technology Wang Zhigang on Sunday.

In an interview after the opening meeting of the first session of the 14th National People's Congress, Wang spoke of ChatGPT, a new buzzword that has recently stormed the Chinese internet.

He noted that from the source of the technology itself, ChatGPT is natural language processing and natural language understanding, which have been studied for many years.

In other words, the AI can understand people's natural language and conduct dialogues through slow calculations, but it is not easy to do it real-time," said Wang.

Wang said the field of AI is a general direction and a large field, and it will not only influence the field of science and technology itself, but may also involve empowering applications in other fields. The Ministry of Science and Technology has made a lot of deployments in this regard.

"Our country has also made a lot of plans in this area, and research in this field has been carried out for many years and achieved certain results. But it may still take some time to reach the level of OpenAI. We also hope that more good results will be achieved in the field of artificial intelligence, whether by Chinese companies or foreign companies. At the same time, we must also pay attention to standardizing the ethics of science and technology, so as to avoid disadvantages while making use of the technology," said Wang.

I hope China's AI research can contribute to the development of AI systems for all mankind, and to the development of the international community," said Wang.
