China and the Solomon Islands on Monday afternoon jointly announced the official establishment of a comprehensive strategic partnership featuring mutual respect and common development for a new era.

The announcement was made during a meeting between Chinese President Xi Jinping and visiting Prime Minister of the Solomon Islands Manasseh Sogavare in Beijing.

Xi said that China and the Solomon Islands are trustworthy friends and reliable brothers to each other.

Since the establishment of diplomatic relations, the friendly cooperation between the two countries has caught up and taken the lead in China's relations with Pacific island countries, setting an example of solidarity, cooperation and joint development between large and small countries and between developing countries, Xi said.

Facts have proven that the establishment of diplomatic ties between China and the Solomon Islands conforms to the trend of the times, the international trend and is in the fundamental interests of the two peoples, Xi added.

According to the Chinese president, China is willing to work with the Solomon Islands to strengthen strategic communication, deepen cooperation in various fields, push for steady and sustained progress of the comprehensive strategic partnership between the two countries and deliver more benefits to the two peoples.

Xi stressed that China highly appreciates the Solomon Islands' firm adherence to the one-China principle and supports the Solomon Islands in safeguarding its sovereignty, security and development interests as well as its independent choice of development path.

China stays committed to running its own affairs well, and will always be a builder of world peace, a contributor to global development and a defender of the international order, Xi said.

China is ready to share with the Solomon Islands the development opportunities brought about by the Chinese modernization, enhance the synergy between the Belt and Road Initiative and the Solomon Islands' Development Strategy 2035, promote practical cooperation in various fields, and expand imports of the Solomon Islands' competitive products, so as to help the Solomon Islands achieve development, revitalization and long-term stability, according to Xi.

He also said that China supports more Chinese enterprises to invest and operate in the Solomon Islands and will continue to provide economic and technical assistance for the Solomon Islands without political strings attached.

Xi urged the two sides to expand friendly exchanges in medical care, education and other fields.

Xi added that China supports the Solomon Islands in hosting the 17th Pacific Games in 2023.

Xi said that as China and Pacific island countries are all developing countries, they should strengthen mutual help and assistance under the framework of South-South cooperation.

Xi expounded on China's policy toward Pacific island countries: China fully respects the sovereignty and independence of Pacific island countries, and upholds the equality of all countries, big or small. For his part, Sogavare said that it is the right choice made by the Solomon Islands to establish diplomatic ties with China.

The Solomon Islands highly appreciates and supports the China-proposed Global Development Initiative (GDI), the Global Security Initiative (GSI) and the Global Civilization Initiative, the prime minister said.

He said that China's achievements in poverty reduction deserve the admiration of and offer experience to the rest of the world.

Solomon Islands firmly upholds the one-China principle, he added.

Sogavare said his country is willing to keep close high-level exchanges with China, strengthen cooperation in areas including trade, investment, cultural and people-to-people, and sub-national exchanges, jointly cope with global challenges such as climate change, and push forward the steady progress of the comprehensive strategic partnership.

The Solomon Islands opposes any actions targeting or containing China's development, he added.

　習主席は次のように指摘した。中国の太平洋島しょ国に対する政策は「四つの十分な尊重」を堅持している。一つ目は島しょ国の主権と独立を十分に尊重し、国の大小を問わず平等に付き合うこと。二つ目は島しょ国の意思を十分に尊重し、共同協議、共同建設、共有、ウィンウィンを堅持すること。三つ目は島しょ国の民族文化と伝統を十分に尊重すること。四つ目は島しょ国の団結と自己改善を十分に尊重し、太平洋島しょ国の『ブルーパシフィック大陸のための2050年戦略』遂行を支援し、平和で調和の取れた、安全で包容力のある、繁栄したブルーパシフィックの構築に寄与することだ。

　中国は太平洋島しょ国が気候変動の厳しい挑戦に直面していることを理解しており、太平洋島しょ国と気象サービス、防災・減災、クリーンエネルギーなどの分野での交流・協力を強化し、太平洋島しょ国が国連の持続可能な開発のための2030年アジェンダを実行することを後押ししたい。中国はソロモン諸島との協調と協力を強化し、真の多国間主義を堅持し、国際の公平と正義を守り、冷戦思考と覇権主義に共に反対し、アジア太平洋地域の平和と安定を守ることを望む。

　ソガバレ首相は次のように述べた。

　ソロモン諸島にとって、中国との国交樹立は正しい選択だ。国交正常化以来、両国関係は多くの成果を収めてきた。中国はすでにソロモン諸島最大のインフラパートナーであり、信頼できる発展パートナーとなっている。　

　習近平主席はグローバル発展イニシアチブ、グローバル安全保障イニシアチブ、グローバル文明イニシアチブを提起し、卓越した先見性と非凡な指導力を示した。

　中国の貧困削減の成果は世界の敬服と参考に値する。ソロモン諸島は「一つの中国」原則を堅持し、中国側とハイレベルの往来を緊密にし、貿易、投資、人文、地方などの分野での交流・協力を強化し、気候変動などの世界的な挑戦に共同で対応し、ソロモン諸島と中国の包括的な戦略的パートナーシップを絶えず前進させていきたい。中国の発展に対抗し抑制するいかなる行為にも反対する。

　会見後、双方は「中華人民共和国とソロモン諸島による新時代の相互尊重、共同発展の包括的戦略パートナーシップの構築に関する共同声明」を発表した。

China und die Salomonen haben am Montagnachmittag angekündigt, gemeinsam eine umfassende strategische Partnerschaft aufzubauen, die von gegenseitigem Respekt und gemeinsamer Entwicklung für eine neue Ära geprägt sein soll.

Die Ankündigung erfolgte während eines Treffens zwischen dem chinesischen Staatspräsidenten Xi Jinping und dem Premierminister der Salomonen, Manasseh Sogavare, in Beijing.

Xi betonte dabei, dass China das entschiedene Festhalten der Salomonen am Ein-China-Prinzip sehr schätze und die Salomonen bei der Wahrung ihrer Souveränität, ihrer Sicherheits- und Entwicklungsinteressen sowie bei der unabhängigen Wahl ihres Entwicklungsweges unterstütze.

China werde sich weiterhin dafür engagieren, seine eigenen Angelegenheiten zu regeln. Das Land werde immer ein Förderer des Weltfriedens, ein Beitraggeber zur globalen Entwicklung und ein Verteidiger der internationalen Ordnung sein.

China sei bereit, die Salomonen an den Entwicklungsmöglichkeiten teilhaben zu lassen, die die chinesische Modernisierung mit sich bringe, die Synergien zwischen der Seidenstraßeninitiative und der Entwicklungsstrategie 2035 der Salomonen zu verstärken, die praktische Zusammenarbeit in verschiedenen Bereichen zu fördern und die Importe wettbewerbsfähiger Produkte der Salomonen auszuweiten, um den Salomonen bei der Entwicklung, der Wiederbelebung und der langfristigen Stabilität zu helfen, so Xi weiter.

Er sagte auch, dass China mehr chinesische Unternehmen dabei unterstütze, auf den Salomonen zu investieren und dort tätig zu werden. Das Land werde den Salomonen auch weiterhin wirtschaftliche und technische Hilfe leisten, ohne dass dies an politische Bedingungen geknüpft sei.

Xi forderte zudem beide Seiten auf, den freundschaftlichen Austausch vor allem in den Bereichen medizinische Versorgung und Bildung zu erweitern.

China unterstütze außerdem die Salomonen bei der Ausrichtung der 17. Pazifikspiele 2023, so Xi.

Er wies ferner darauf hin, dass sowohl China als auch die pazifischen Inselstaaten Entwicklungsländer seien und die gegenseitige Unterstützung im Rahmen der Süd-Süd-Zusammenarbeit verstärken sollten.

Chinas Politik gegenüber den pazifischen Inselstaaten beruhe auf „vier Grundsätzen“:

Erstens respektiere China die Souveränität und Unabhängigkeit der Inselstaaten voll und ganz und bestehe auf der Gleichberechtigung aller Länder, egal ob klein oder groß. Zweitens respektiere China den Willen der Inselstaaten und bestehe auf gemeinsamer Konsultation, gemeinsamem Aufbau, gemeinsamer Teilhabe und gemeinsamem Vorteil. Drittens respektiere China die ethnischen und kulturellen Traditionen der Inselstaaten und bestehe auf Respekt sowie Toleranz für Unterschiede. Viertens respektiere China das solidarische Selbsterstarken der Inselstaaten und unterstütze diese bei der Umsetzung der „Strategie für einen blauen pazifischen Kontinent 2050“, um zum Aufbau eines friedlichen, harmonischen, sicheren, integrativen und wohlhabenden Blauen Pazifiks beizutragen.

China sei sich der Tatsache bewusst, dass die pazifischen Inselstaaten durch den Klimawandel vor großen Herausforderungen stünden. Das Land wolle daher den Austausch und die Zusammenarbeit mit ihnen in den Bereichen meteorologische Dienste, Katastrophenschutz sowie saubere Energie verstärken, um ihnen bei der Umsetzung der UN-Agenda 2030 für nachhaltige Entwicklung zu helfen, so Xi weiter.

China sei bereit, die Koordinierung und Zusammenarbeit mit den Salomonen zu verstärken, einen echten Multilateralismus aufrechtzuerhalten, internationale Fairness und Gerechtigkeit zu wahren, sich gemeinsam gegen die Mentalität des Kalten Krieges und Hegemonismus zu stellen sowie Frieden und Stabilität in der asiatisch-pazifischen Region zu sichern, fügte Xi hinzu.

Sogavare erklärte seinerseits, dass es die richtige Entscheidung der Salomonen gewesen sei, diplomatische Beziehungen zu China aufzunehmen.

Mit Verweis darauf, dass Chinas Errungenschaften bei der Armutsbekämpfung die Bewunderung und das Lernen der übrigen Welt verdienen würden, sagte er, dass sein Land das Ein-China-Prinzip fest aufrechterhalte und bereit sei, einen engen Austausch auf hoher Ebene mit China zu pflegen, die Zusammenarbeit in den Bereichen wie Handel, Investitionen, gesellschaftliche Beziehungen und Austausch auf lokaler Ebene zu verstärken, globale Herausforderungen wie den Klimawandel gemeinsam zu bewältigen und den stetigen Fortschritt der bilateralen umfassenden strategischen Partnerschaft voranzutreiben.

Die Salomonen würden zudem jegliche Versuche ablehnen, die auf die Eindämmung der Entwicklung Chinas abzielten, fügte er hinzu.

Im Anschluss an das Treffen gaben beide Seiten die Gemeinsame Erklärung zwischen der Volksrepublik China und den Salomonen über den Aufbau einer umfassenden strategischen Partnerschaft mit gegenseitigem Respekt und gemeinsamer Entwicklung für eine neue Ära ab.

Sogavare hält sich vom letzten Sonntag bis nächsten Samstag auf Einladung des chinesischen Ministerpräsidenten Li Qiang zu einem offiziellen Besuch in China auf.
