A Chinese envoy on Wednesday called for an immediate and comprehensive ceasefire between Palestine and Israel, and urged the UN Security Council members to face up to their responsibilities at a U.N. Security Council meeting on the Palestine-Israel conflict in the UN headquarters in New York.

The meeting was convened as requested by Russia, China and the UAE.

UN Special Coordinator for the Middle East Peace Process Tor Wennesland and the Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Martin Griffiths updated the situation of the ongoing conflict, which has killed more than 4,900 people on the both sides as it entered the 14th day on Thursday.

Warning that "we are at the brink of a deep and dangerous abyss that could change the trajectory of the Israeli-Palestinian conflict," Wennesland appealed to Hamas to release hostages and to Israel to lift the blockade on Gaza, ultimately finding a long-term solution.

Griffiths urged all parties to adhere to international humanitarian law by abstaining from targeting civilian facilities as hospitals in Gaza have been subjected to attacks.

Hundreds of people were killed in an airstrike on the Al-Ahli Arabi Baptist Hospital, one of 20 hospitals in the north of the Gaza Strip facing evacuation orders from the Israeli military, on Tuesday.

Gaza's health ministry said the attack was carried out by Israel while the Israeli military said the Islamic Jihad organization is responsible for the "failed shooting" that targeted Israel.

Zhang Jun, China's permanent representative to the United Nations, said at the meeting that China strongly condemns the "heinous attack" on Al-Ahli Hospital in Gaza, which has claimed the lives of hundreds of innocent civilians. He stressed that the protection of civilians in armed conflict is a red line under international humanitarian law and civilians and civilian facilities such as hospitals and schools should not and must not be targeted in military operations.

It is important to, based on relevant UN resolutions and other international consensus, achieve a comprehensive, just, and lasting settlement, so that Palestinians and Israelis can live side by side in peace.

China does not agree with the claim that the Security Council’s actions will interfere with the ongoing diplomatic efforts, Zhang said, noting all members of the Security Council are expected to face up to their responsibilities under the Charter, respond to the expectations of the Palestinian and the Israeli peoples and the international community, and make binding decisions on the current crisis.

Les développements de ces derniers jours dans le conflit israélo-palestinien ont amplement démontré qu'un cessez-le-feu immédiat et global est la priorité absolue, a déclaré mercredi Zhang Jun, représentant permanent de la Chine auprès des Nations Unies, lors d'une réunion d'urgence du Conseil de sécurité sur le conflit israélo-palestinien.

Tant que la guerre se poursuivra, de nouvelles violations du droit humanitaire international seront inévitables. Sans un cessez-le-feu global, toute aide humanitaire sera une goutte d'eau dans l'océan, a-t-il dit.

Le Conseil de sécurité assume la responsabilité principale de maintenir la paix et la sécurité internationales. Face à l'extension continue du conflit et à la catastrophe humanitaire de plus en plus imminente, il n'a aucune raison de rester silencieux, ni aucune excuse pour retarder davantage son action. La Chine n'est pas d'accord avec l'affirmation selon laquelle les actions du Conseil de sécurité vont interférer avec les efforts diplomatiques en cours. Bien que les projets de résolution proposés par la Russie et le Brésil n'aient pas été adoptés, le Conseil de sécurité ne peut en rester là, a poursuivi M. Zhang.

La Chine espère que tous les membres du Conseil de sécurité assumeront les responsabilités qui leur incombent en vertu de la Charte des Nations Unies, répondront aux attentes des peuples palestinien et israélien et de la communauté internationale, iront de l'avant dans l'unité, trouveront un consensus et prendront des décisions contraignantes sur la crise actuelle qui résisteront à l'épreuve de l'histoire et de la conscience.

La communauté internationale devrait tenir compte de cet appel juste et unir tous les efforts diplomatiques pour atteindre cet objectif. La Chine salue toute initiative susceptible d'atténuer la crise humanitaire et de réduire les souffrances des civils, et soutient tous les efforts visant à désamorcer le conflit et à restaurer la paix, a-t-il dit.

دعا مبعوث صيني إلى وقف فوري وشامل لإطلاق النار بين فلسطين وإسرائيل يوم الأربعاء/ 18 أكتوبر، وحث أعضاء مجلس الأمن التابع للأمم المتحدة على تحمل مسؤولياتهم في اجتماع لمجلس الأمن التابع للأمم المتحدة بشأن الصراع بين فلسطين وإسرائيل في مقر الأمم المتحدة في نيويورك.

وتم عقد الاجتماع بناء على طلب روسيا والصين والإمارات العربية المتحدة.

وقد قُتل مئات الأشخاص في غارة جوية على مستشفى البابتيست الأهلي يوم الثلاثاء، وهو أحد المستشفيات العشرين في شمال قطاع غزة التي تواجه أوامر إخلاء من الجيش الإسرائيلي .

على خلفية ذلك، أعلنت وزارة الصحة في غزة أن الهجوم نفذته إسرائيل، في حين قالت القوات العسكرية الإسرائيلية إن حركة الجهاد الإسلامي مسؤولة عن "الإطلاق الفاشل" الذي استهدف إسرائيل.

حول ذلك، قال تشانغ جون، مندوب الصين الدائم لدى الأمم المتحدة، في الاجتماع، إن الصين تدين بشدة "الهجوم الشنيع" على مستشفى الأهلي في غزة، الذي أودى بحياة مئات المدنيين الأبرياء. وشدد على أن حماية المدنيين في النزاعات المسلحة هي خط أحمر بموجب القانون الإنساني الدولي، ولا يجب استهداف المدنيين والمنشآت المدنية مثل المستشفيات والمدارس في العمليات العسكرية.

وأكد مجددا أن الحل الأساسي للقضية الفلسطينية يكمن في تنفيذ حل الدولتين، وأنه من المهم التوصل إلى تسوية شاملة وعادلة ودائمة، بناءً على قرارات الأمم المتحدة ذات الصلة وغيرها من الإجماع الدولي، حتى يتمكن الفلسطينيون والإسرائيليون من العيش جنبا إلى جنب في سلام.

وأضاف تشانغ أن الصين لا توافق على الادعاء بأن تدخلات مجلس الأمن ستعرقل الجهود الدبلوماسية الجارية، مشيرا إلى أنه من المتوقع أن يتحمل جميع أعضاء مجلس الأمن مسؤولياتهم بموجب الميثاق، وأن يستجيبوا لتوقعات الشعبين الفلسطيني والإسرائيلي والمجتمع الدولي، وأن يتخذوا قرارات ملزمة بشأن الأزمة الحالية.

Un enviado chino pidió el miércoles un alto el fuego inmediato y completo entre Palestina e Israel, e instó a los miembros del Consejo de Seguridad de la Organización de las Naciones Unidas (ONU) a asumir sus responsabilidades en una reunión del Consejo de Seguridad de la ONU sobre el conflicto palestino-israelí en su sede en Nueva York.

La reunión fue convocada a solicitud de Rusia, China y los Emiratos Árabes Unidos.

El coordinador especial de la ONU para el Proceso de Paz en Medio Oriente, Toir Wennesland, y el secretario general adjunto de Asuntos Humanitarios y coordinador del Socorro de Emergencia, Martin Griffiths, actualizaron la situación del actual conflicto, que ya ha dejado el jueves, su decimocuarto día de escalada violenta, más de 4.900 muertos en ambas partes.

Advirtiendo que "estamos al borde de un abismo profundo y peligroso que podría cambiar la trayectoria del conflicto palestino-israelí", Wennesland hizo un llamamiento a Hamás para que libere a los rehenes y a Israel para que levante el bloqueo sobre Gaza, encontrando finalmente una solución a largo plazo.

El enviado chino reiteró que la solución fundamental a la cuestión palestina radica en la implementación de la solución de dos Estados. Es importante, sobre la base de las resoluciones pertinentes de la ONU y otros consensos internacionales, lograr una solución integral, justa y duradera, para que palestinos e israelíes puedan vivir uno al lado del otro en paz.

China no está de acuerdo con la afirmación de que las acciones del Consejo de Seguridad interferirán con los esfuerzos diplomáticos en curso, subrayó Zhang, e indicó que se espera que todos los miembros del Consejo de Seguridad asuman sus responsabilidades en virtud de la Carta de las Naciones Unidas, respondan a las expectativas de los pueblos palestino e israelí y de la comunidad internacional, y adopten decisiones vinculantes sobre la actual crisis.
