The 10th meeting of the dialogue mechanism between the ruling parties of China and Russia, co-organized by the International Department under the Central Committee of the Communist Party of China (CPC) and the United Russia party, was held on Monday via video link.

Chinese President Xi Jinping, also general secretary of the CPC Central Committee, and Russian President Vladimir Putin, on Monday respectively sent congratulatory letters to the meeting.

In his congratulatory letter, Xi extended warm congratulations on the convening of the meeting. He said that at present, changes unseen in a century are unfolding at an ever faster pace and the world has entered a new period of disorder and transformation. China-Russia relations have withstood the severe test of changes in the international landscape, maintained a high level of development, set an example of a new model of major-country relations, and played a more prominent strategic role in achieving global stability and development.

Noting that next year marks the 75th anniversary of the establishment of China-Russia diplomatic ties, Xi said China is ready to work with Russia to grasp the general trend of history, firmly develop relations featuring permanent good-neighborly friendship, comprehensive strategic coordination and mutually beneficial cooperation, and vigorously promote the development and revitalization of both countries to inject more stability and positive energy into the world.

Xi pointed out that the exchanges and cooperation between the CPC and the United Russia party form an important part of China-Russia relations in the new era, and the dialogue mechanism between the ruling parties of China and Russia has developed into a unique channel and platform for the two countries to consolidate political mutual trust, enhance strategic coordination and promote mutually beneficial cooperation.

It is hoped that the two parties will take the 10th meeting of the dialogue mechanism as an opportunity to demonstrate the responsibility of major parties and countries, enrich exchanges in the new era, create a new situation of institutionalized exchanges and cooperation, and contribute more to the development of China-Russia relations in the new era, safeguarding international fairness and justice, and promoting the building of a community with a shared future for humanity, Xi said.

Putin said in his congratulatory letter that the Russia-China comprehensive strategic partnership of coordination is at the highest level in history, and the two countries are working together to advance a number of large-scale cooperation projects in the fields of economy, transportation, energy and culture, among others. The two countries are coordinating positions through bilateral channels and multilateral mechanisms such as the Shanghai Cooperation Organization and BRICS to resolve major international issues and promote the building of a more just and democratic international order.

As the ruling parties of Russia and China, the United Russia party and the CPC have carried out high-level and constructive interactions and promoted the rapid development of bilateral cooperation in various fields, Putin said.

The central committee organs and local institutions of the two parties have maintained institutionalized interactions, exchanged useful experience on party building, legislation and social work, and held in-depth discussions on a series of practical issues on the bilateral and international agendas, he added.

Putin expressed the belief that the 10th meeting of the dialogue mechanism will be meaningful and constructive, and further promote and deepen the fruitful cooperation between Russia and China.

Le président chinois, Xi Jinping, également secrétaire général du Comité central du Parti communiste chinois (PCC), et le président russe Vladimir Poutine, ont envoyé lundi respectivement des lettres de félicitations à la 10e réunion du mécanisme de dialogue entre les partis au pouvoir de la Chine et de la Russie.

Dans sa lettre de félicitations, M. Xi a chaleureusement salué l'organisation de la réunion. Selon lui, à l'heure actuelle, des changements inédits depuis un siècle se produisent à un rythme accéléré et le monde est entré dans une nouvelle période de désordre et de transformation. Les relations Chine-Russie ont résisté à l'épreuve sévère des changements du paysage international, maintenu un développement de haut niveau, donné l'exemple d'un nouveau modèle de relations entre grands pays, et joué un rôle stratégique plus important dans la réalisation de la stabilité et du développement dans le monde.

Notant que l'année prochaine marque le 75e anniversaire de l'établissement des relations diplomatiques Chine-Russie, M. Xi a déclaré que la Chine était prête à œuvrer avec la Russie pour saisir la tendance générale de l'histoire, développer fermement les relations caractérisées par une amitié de bon voisinage permanente, une coordination stratégique globale et une coopération mutuellement bénéfique, et promouvoir vigoureusement le développement et le renouveau des deux pays afin d'injecter davantage de stabilité et d'énergie positive dans le monde.

M. Председатель КНР Си Цзиньпин и президент РФ Владимир Путин в понедельник, 20 ноября, направили поздравительные письма в адрес участников 10-го заседания в рамках механизма диалога между правящими партиями Китая и России.

В своем послании Си Цзиньпин, являющийся также генеральным секретарем ЦК КПК, выразил теплые поздравления по случаю данного заседания. Он заявил, что в настоящее время невиданные за столетие изменения происходят все более быстрыми темпами, мир вступил в новый период неустойчивости и трансформации. Китайско-российские отношения, продолжил председатель КНР, выдерживают суровое испытание изменениями на международной арене, сохраняют высокий уровень развития, становятся примером отношений нового типа между крупными державами и играют более заметную стратегическую роль в достижении глобальной стабильности и развития.

Напомнив, что в следующем году отмечается 75-летие установления дипломатических отношений между КНР и РФ, китайский лидер указал, что Китай готов вместе с Россией овладевать общей исторической тенденцией, твердо развивать отношения, характеризующиеся вечной добрососедской дружбой, всеобъемлющим стратегическим взаимодействием и взаимовыгодным сотрудничеством, энергично способствовать развитию и подъему обеих стран, чтобы привнести в мир больше стабильности и позитивной энергии.

Председатель КНР констатировал, что обмены и сотрудничество между Коммунистической партией Китая и партией "Единая Россия" составляют важную часть китайско-российских отношений в новую эпоху, а механизм диалога между правящими партиями двух стран превратился в уникальный канал и платформу, позволяющую обоим государствам укреплять политическое взаимодоверие, делать более тесным стратегическое взаимодействие и продвигать взаимовыгодное сотрудничество.

Глава государства Китая выразил надежду, что стороны воспользуются 10-м заседанием в рамках механизма диалога между правящими партиями Китая и России, чтобы продемонстрировать ответственность крупных держав и партий, обогатить обмены в новую эпоху новым содержанием, создать новую ситуацию в институциональных обменах и сотрудничестве, внести еще больший вклад в содействие непрерывному развитию китайско-российских отношений в новую эпоху, в защиту международной честности и справедливости и в содействие построению сообщества единой судьбы человечества.

В свою очередь, Владимир Путин в своем письме отметил, что российско-китайские отношения всеобъемлющего партнерства и стратегического взаимодействия находятся на самом высоком уровне за всю историю, две страны вместе работают над продвижением ряда масштабных проектов сотрудничества в таких сферах, как экономика, транспорт, энергетика и культурно-гуманитарные обмены. Россия и Китай координируют позиции по двусторонним каналам и в рамках многосторонних механизмов, таких как Шанхайская организация сотрудничества и БРИКС, для решения важнейших международных проблем и содействия построению более справедливого и демократического международного порядка, констатировал президент РФ.

По словам российского президента, "Единая Россия" и КПК, будучи правящими партиями в своих странах, осуществляют конструктивное взаимодействие на высоком уровне и способствуют быстрому развитию двустороннего сотрудничества в различных областях. Он добавил, что центральные и местные органы двух партий поддерживают институциональное взаимодействие, обмениваются полезным опытом партийного строительства, законотворческой деятельности и социальной работы, проводят углубленные обсуждения ряда практических вопросов двусторонней и международной повестки дня.
