Storyline


Chinese President Xi Jinping met with his Vietnamese counterpart Luong Cuong in Hanoi, Vietnam's capital city, on Tuesday, urging efforts to enhance bilateral cooperation across the board and pool socialist strengths to tide over external uncertainties.

Upon arrival at the Presidential Palace, Xi was warmly greeted by Cuong.

Xi, also general secretary of the Communist Party of China (CPC) Central Committee, extended warm congratulations on the 95th anniversary of the founding of the Communist Party of Vietnam (CPV), the 80th anniversary of the founding of Vietnam, and the 50th anniversary of the liberation of the South.

Noting that this year marks the 75th anniversary of the establishment of diplomatic relations between China and Vietnam, and also the China-Vietnam Year of People-to-People Exchanges, Xi said that over the past 75 years, China-Vietnam relations have evolved from a traditional friendship of "camaraderie plus brotherhood" to a community with a shared future that carries strategic significance, setting an example of friendship, mutual assistance, solidarity and cooperation between countries.

Standing at a new historical starting point, China is willing to strengthen strategic communication, solidarity and cooperation with Vietnam in accordance with the six overall goals of "greater political mutual trust, more solid security cooperation, deeper mutually beneficial cooperation, stronger popular support, closer multilateral coordination and better handling of differences", work hand in hand with Vietnam to advance their respective modernization drives, write a new chapter of seeking strength through unity and achieving win-win outcomes among socialist countries, and continuously demonstrate the regional and global influence of the China-Vietnam community with a shared future, Xi said.

Xi said that China and Vietnam need to respond to external uncertainties with friendly cooperation and advantages of the socialist system.

Politically, the two countries should maintain high-level strategic communication, strengthen mutual learning and exchange of governance experience, and jointly improve their leadership capabilities, and advance together along the socialist path, he said.

In terms of security, Xi urged efforts to deepen defense and law enforcement cooperation between the two countries by upgrading the dialogue mechanisms in foreign affairs, defense, and public security. China supports Vietnam in preparing for the 14th CPV National Congress and in safeguarding its national sovereignty, security and development interests, he said.

Economically, Xi said, the two countries need to strengthen the synergy of their development strategies, deepen multi-dimensional connectivity of railways, highways and aviation, ensure stable and smooth operation of industrial and supply chains, expand cooperation in emerging fields such as 5G, artificial intelligence, and green development, and empower all-round cooperation between the two countries with new quality productive forces.

To enhance people-to-people exchanges, China and Vietnam will implement more "small but beautiful" public welfare projects, and make China-Vietnam friendship more deeply rooted in the hearts of the people through cultural, tourism, media, and subnational exchanges, Xi said.

Xi said trade wars will undermine the international trading system, stability of the global economic order and the legitimate interests of all countries in the world, especially developing countries.

China and Vietnam, as an important force in the Global South, should strengthen coordination and cooperation, safeguard the international system with the United Nations at its core, and the international order underpinned by international law, jointly oppose power politics and unilateralism, and shoulder their responsibilities in promoting the building of a community with a shared future for mankind, Xi said.

For his part, Cuong said that during this historic visit to Vietnam, Xi reached broad consensus with General Secretary of the CPV Central Committee To Lam on deepening Vietnam-China comprehensive strategic cooperation, which will greatly enhance political mutual trust, further strengthen the friendship of "camaraderie plus brotherhood" between the two countries, and provide important strategic guidance for promoting the building of a Vietnam-China community with a shared future.

Vietnam firmly believes that China will successfully achieve its second centenary goal of building China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful, and make greater contributions to regional and world peace and development, he said.

Noting China is a top priority in Vietnam's foreign relations, Cuong said the CPV, the country and the Vietnamese people attach great importance to developing relations with China. Vietnam firmly upholds the one-China principle, resolutely opposes Taiwan separatist activities, supports China's position on issues related to Xinjiang, Xizang, and Hong Kong, and stands against external interference in China's internal affairs, he said.

Cuong said Vietnam is willing to maintain high-level exchanges with China and strengthen exchanges with China on state governance, enhance practical bilateral cooperation and create more highlights in the fields of connectivity, high-tech and environmental protection, strengthen people-to-people exchanges with China and work to consolidate public support for bilateral relations, strengthen multilateral coordination and cooperation, and work to enhance international influence of both countries, properly manage differences, and maintain maritime stability.

On Tuesday noon, the Vietnamese president held a welcome banquet for Xi.
