Recently, we also earmarked 66.7 billion yuan (about 9.15 billion U.S. dollars) of central government employment subsidies in cooperation with the Ministry of Finance to ensure the implementation of these policies. At the same time, we are accelerating the introduction of new policies, including increasing support for enterprises to create more jobs, enhancing employment subsidies for individuals, and raising the rate of unemployment insurance premium refunds for enterprises heavily affected by tariffs."

Employment remained stable in China's urban areas in the first quarter of this year, with over 3 million new jobs being created during this period while additional policy support measures are being prepared to further boost the job market, an official said in Beijing on Monday.
Yu Jiadong, vice minister of human resources and social security, was speaking at a press conference on the country's policies and measures for stabilizing employment and the economy, and promoting high-quality development. He said that there had a notable increase in the number of jobs during the first few months of 2025.
"In the first quarter of this year, the employment situation remained largely stable, with 3.08 million new jobs created in urban areas, an increase of 50,000 compared to the same period last year, surpassing the scheduled progress," said Yu.
He said the ministry will firmly follow the arrangements made by the Communist Party of China (CPC) Central Committee and the State Council, face challenges head-on, and push forward under pressure, ensuring the overall stability of the employment situation.
Yu said the measures will include implementing existing policies, with accelerated efforts to provide unemployment insurance premium refunds, guaranteed loans, and employment subsidies, while continuing to reduce premiums for unemployment insurance and workers’ compensation.

The employment policy toolkit is sufficient, with policy measures in place to incentivize enterprises to create jobs, support enterprises in retaining and creating jobs, improve workers' skills, and encourage new start-ups, according to Yu, who said these policies will be promptly introduced as the situation evolves.
