21. Symposium in progress
In late April, Chinese President Xi Jinping went to Shanghai, where he visited the New Development Bank, inspected the Shanghai Foundation Model Innovation Center, and chaired a symposium on China's economic and social development in the 15th Five-Year Plan period (2026-2030).
Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, visited the New Development Bank in Shanghai and met with Dilma Rousseff, president of the institution, on Tuesday.
Rousseff led the bank's four vice presidents and other employees to welcome Xi when he arrived.
Xi congratulated Rousseff on her reelection as president of the New Development Bank, and noted that the bank is the world's first multilateral development institution established and led by emerging markets and developing countries.
Xi called the bank "a pioneering initiative for the unity and self-improvement of the Global South," and said that it conforms to the historical trend of reforming and improving global governance.
The New Development Bank has emerged as a rising force in the international financial system and a shining example of Global South collaboration, he said.
He stressed that broader BRICS cooperation has entered a stage of high-quality development, and that the bank is set to embark on its second golden decade of high-quality development.
Xi called on the bank to consider the development needs of the Global South, and to provide more high-quality, low-cost and sustainable infrastructure financing.
The bank needs to improve its management and operations, implement more technology and green finance projects, and help developing countries bridge the digital divide and accelerate green and low-carbon transformation, Xi said.
In discussions on the reform of international financial architecture, the bank should amplify the voice of the Global South, safeguard the legitimate rights and interests of the Global South, and support the countries of the Global South in their pursuit of modernization, he said.
He noted that as the bank's host country, China will always support the operations and development of the New Development Bank. China is willing to strengthen project cooperation with the bank and focus on green, innovative and sustainable development to achieve more results, he added.
China is also willing to share its development experience through the bank with other member countries, and stands ready to provide more international public goods, Xi said.
Noting that the Global South countries have risen collectively into an important force in maintaining world peace, promoting common development and improving global governance, Xi said no matter how the international situation changes, the general course of human development and progress will not alter.
China has achieved its development through self-reliance and hard work. It will firmly safeguard its own legitimate rights and interests, as well as the common interests of the international community, Xi noted.
Rousseff expressed her gratitude to China for its long-term strong support for the growth and expansion of the New Development Bank.
She said that under the leadership of President Xi, China has achieved extraordinary development results and played a pivotal role in advancing global governance, and is certain to realize the vision of the great rejuvenation of the Chinese nation.
Despite the volatile situation in today's world, the Chinese government has resolutely stood up for the interests of the Global South, supported multilateralism, defended international fairness and justice, and promoted the construction of a community with a shared future for all, setting an example for the international community, she added.
Noting that unilateralism and protectionism have been eroding the authority of international law and undermining the stability of industrial and supply chains, Rousseff said the New Development Bank will remain true to its original aspiration, take active measures, and contribute to promoting the development of developing and emerging-market countries.
On the same day, Xi visited a large-model incubator in Shanghai, urging the city to take the lead in artificial intelligence (AI) development and governance while highlighting China's vast potential for the industry.
AI technology is evolving rapidly and entering a phase of explosive growth, said Xi as he visited the Shanghai Foundation Model Innovation Center, the large-model incubator home to over 100 enterprises.
The trip came four days after China's leadership convened a dedicated AI study session, during which Xi called for gaining a head start in this strategic sector.
During the group study session of the Political Bureau of the CPC Central Committee last Friday, Xi pointed out that AI, as a strategic technology leading the new round of sci-tech revolution and industrial transformation, has profoundly changed the ways people work and live.
The Party Central Committee attaches great importance to the development of AI, and has improved top-level design and strengthened implementation efforts in recent years, Xi said at the session.
In the incubator, Xi joined a salon themed on the autonomous evolution of next-generation intelligent agents, engaging in discussions with young innovators on the spot.
AI is a nascent industry, and it's also an industry that belongs to young people, said Xi.
"This undertaking is part of our endeavors to advance Chinese modernization, build China into a strong country, and realize the great cause of national rejuvenation, and the hope lies in all of you," said Xi.
He then walked into an AI product experience store, where he inquired in detail about the functions and market trends of the products, and tried on a pair of smart glasses for a firsthand experience.
Shanghai announced a comprehensive plan last December aimed at developing a world-class AI industry ecosystem by 2025, including measures to step up global cooperation. In 2024, Shanghai's AI industry scale exceeded 400 billion yuan (about 55 billion U.S. dollars).
China's AI market is projected to experience substantial growth in the coming years, according to International Data Corporation. U.S. companies, including Tesla and Microsoft, have set their sights on the commercial prospects of China's AI market.
The Yangtze River Delta region, anchored by Shanghai, is at the forefront of China's AI innovation. DeepSeek, hailing from Hangzhou in the southern part of the delta region, is less than 200 kilometers away from Shanghai.
Noting China's rich data resources, complete industrial system and huge market, Xi said in Shanghai that the country holds broad prospects for AI development, emphasizing enhanced policy support and talent cultivation.
Cultivating and strengthening the AI industry has been included in China's 14th Five-Year Plan and its development vision for 2035, aiming to advance the sector toward a beneficial, safe and equitable direction.
A recent Stanford University report has shown that China is closing the gap with the United States in cutting-edge AI model development.
According to a report by the World Intellectual Property Organization, China topped the global rankings with over 38,000 patent applications for generative AI between 2014 and 2023.
Calling AI a global public good, the Chinese leadership has pledged to help Global South nations build tech capacity, thus narrowing the global AI divide.
Xi urged Shanghai to embrace its historical role as a leading international center for scientific and technological innovation and to build itself into a globally renowned sci-tech high ground.
On Wednesday morning, Xi presided over a symposium on China's economic and social development in the 15th Five-Year Plan period (2026-2030) in Shanghai.
The Chinese president called for adapting to changing situations, grasping strategic priorities, and making sound plans for the country's economic and social development in the 2026-2030 period.
The remarks came as China revs up efforts to fulfill the targets set in the 14th Five-Year Plan (2021-2025) in the final year of its implementation and to formulate the next five-year plan.
The planning must focus on the goal of basically realizing socialist modernization, with a view to building a great country and advancing national rejuvenation, Xi said at the symposium.
China's five-year plan, a key guiding document for medium-to-long-term economic and social progress, outlines the country's overall goals, major tasks and policy orientation across various sectors over a five-year period.
In planning economic and social development for the next five years, targets and tasks should be set in a reasonable manner with approaches and measures to be proposed for each specific field, said Xi.
The country must unswervingly manage its own affairs well, and stay committed to expanding high-standard opening up, Xi told the symposium, stressing promoting high-quality development on all fronts.
Greater emphasis should be placed on ensuring both development and security, with a comprehensive assessment of domestic and external risks and challenges, he said, calling for efforts to improve the national security system.
Since its first launch in the 1950s, the five-year plan has been serving as a blueprint for China's overall development. The formulation process operates through a well-structured framework that combines the centralized, unified leadership of the CPC Central Committee with extensive democratic participation.
