China has conditionally resumed imports of Japanese aquatic products, and will continue to strengthen supervisory measures to ensure food safety, Chinese Foreign Ministry Spokeswoman Mao Ning said on Monday.

Mao made the statement at a press conference in Beijing in briefing on the announcement released Sunday by China's General Administration of Customs on the resumption of imports of aquatic products from Japan, excluding its 10 prefectures believed to be directly impacted by Japan's unilateral ocean discharge of the Fukushima nuclear-contaminated wastewater.

"At the strong request of China and the rest of the international community, Japan accepted the international monitoring of the discharge of the Fukushima nuclear-contaminated water into the sea and the independent sampling and monitoring by the Chinese side, and promised to ensure continued implementation of the abovesaid monitoring activities. On this basis, China and Japan have held several rounds of consultations on resuming the export of Japanese aquatic products to China. Japan has promised to take a series of credible and testable measures to ensure the quality and safety of aquatic products exported to China and strengthen supervision," Mao said.

In 2011, the cores of three reactors of the Fukushima Daiichi Nuclear Power Plant in Japan melted down following a major earthquake and tsunami. At least 1.3 million tons of nuclear-contaminated wastewater has been accumulated in the plant, including water to cool the reactor, groundwater and rainwater.

Disregarding domestic and foreign questioning and protests, the Japanese government decided in April 2021 to filter and dilute the nuclear contaminated water from the Fukushima plant and started the ocean discharge of the radioactive wastewater on August 24, 2023. This process is expected to last 20 to 30 years, until the nuclear power plant is scrapped.

　それを受けて、外交部の毛寧報道官は「中国は条件付きで日本産水産物の輸入を再開し、食品安全を確保するため監視措置を継続的に強化する」と述べ、税関総署が29日に発表した、日本一部地域からの水産物輸入再開に関する公告について説明した。

China hat die Einfuhr japanischer Meeresprodukte unter bestimmten Bedingungen wieder aufgenommen. Wie die Sprecherin des chinesischen Außenministeriums, Mao Ning, am Montag auf einer Pressekonferenz in Beijing betonte, werden die Kontrollmaßnahmen zur Lebensmittelsicherheit jedoch weiter verstärkt.

Mao informierte dabei über die am Sonntag von der Allgemeinen Zollverwaltung veröffentlichte Ankündigung zur Wiederaufnahme der Importe von Fischereierzeugnissen aus Japan, mit Ausnahme von zehn Präfekturen, die vermutlich direkt von Japans einseitiger Einleitung von radioaktiv kontaminiertem Abwasser aus Fukushima in den Ozean betroffen sind.

„Auf dringenden Wunsch Chinas und der übrigen internationalen Gemeinschaft hat Japan der internationalen Überwachung der Einleitung des mit Radioaktivität kontaminierten Wassers aus Fukushima ins Meer sowie der unabhängigen Probenahme und Überwachung durch die chinesische Seite zugestimmt und zugesagt, die Fortsetzung der oben genannten Kontrollmaßnahmen sicherzustellen. Auf dieser Grundlage haben China und Japan mehrere Konsultationsrunden über die Wiederaufnahme der Ausfuhr japanischer Meeresprodukte nach China abgehalten. Im Jahr 2011 war es in Japan nach einem schweren Erdbeben und einem Tsunami zur Kernschmelze in drei Reaktoren des Kernkraftwerks Fukushima Daiichi gekommen. In der Anlage hatten sich in der Folge mindestens 1,3 Millionen Tonnen radioaktiv kontaminiertes Abwasser angesammelt, darunter Wasser zur Kühlung der Reaktoren, Grundwasser und Regenwasser.

Ungeachtet der Kritik und Proteste im In- und Ausland beschloss die japanische Regierung im April 2021, das radioaktiv kontaminierte Wasser aus dem Kraftwerk Fukushima zu filtern und zu verdünnen und ab dem 24. August 2023 ins Meer einzuleiten. Dieser Prozess der Einleitung ins Meer wird voraussichtlich 20 bis 30 Jahre andauern, bis der vollständige Rückbau des Kernkraftwerks abgeschlossen werden kann.
