Key efforts should be made to develop local industries and promote the flow of talents to advance rural revitalization during the 15th Five-Year Plan period (2026-2030), an expert said.
Hu Xiangdong, director-general of the Chinese Academy of Agricultural Sciences' Institute of Agricultural Economics and Development, said it is imperative to enhance the overall production capacity, quality, and performance of agriculture, build a beautiful and harmonious countryside for people to live and work in, and increase farmers' income in the next five years.
"Firstly, we need to promote the modernization of agriculture. Secondly, we need to focus on the construction of beautiful and harmonious villages. And thirdly, we need to increase farmers' income, which is a key point, because only by increasing their income can we support the first two parts," said Hu.
Hu said local authorities should strengthen agricultural product processing industries and develop distinctive agricultural products.
For example, Henan, a major wheat-producing and processing province, produces one-third of the nation's instant noodles, one-quarter of its steamed buns, and 70 percent of its dumplings. Food processing has become an important industry for promoting economic development and increasing farmers' income in the province, he said.
"The focus is on providing processed products combined with the secondary industry, and then integrating them with cultural and tourism offerings from the tertiary industry. Each region must clearly identify its own advantages in order to leverage its unique strength," said Hu.
To build up China's strength in agriculture, Hu said it is to promote the two-way flow of factors such as talent, land, and capital to inject new momentum into rural revitalization.
"We need to promote the revitalization of industries, talent, organizations, culture, and ecosystems in the countryside simultaneously in a coordinated way. A crucial aspect is to ensure the smooth flow of factors. In terms of talent, the key is to achieve the two-way flow of talent between urban and rural areas, and from upward to downward. This will empower rural revitalization as a whole," he said.
The expert also underlined the importance of agricultural science and technology innovation and farmland protection to ensuring food security.
China's annual grain output has remained above 650 million tonnes over the past five years. In 2024, its grain output exceeded 700 million tonnes for the first time, and per capita grain possession reached 500 kilograms, higher than the internationally recognized food security line of 400 kilograms.
