Chinese Vice President Han Zheng put forward a four-pronged proposal for advancing global social development at the general debate of the ongoing Second World Summit for Social Development in Doha, Qatar on Tuesday.
In his speech at the meeting, Han noted that back in March 1995, the first World Summit for Social Development was successfully held in Copenhagen, and the participating parties adopted the Copenhagen Declaration on Social Development and the Program of Action.
Over the past 30 years, Han said, the Chinese government has upheld a people-centered approach to development, won the battle against poverty as scheduled, and achieved the poverty reduction goals of the United Nations 2030 Agenda for Sustainable Development 10 years ahead of schedule.
In addition, China has implemented an employment-first strategy, ensured and improved people's well-being through development, and built the world's largest education, healthcare, and social security systems, fostering inclusive social development, he said.
China has also actively shared its poverty reduction and development experiences with other countries, making due contributions to the progress of human society, Han added.
He stressed that the concept of building a community with a shared future for humanity, as well as the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative, all proposed by President Xi Jinping, have charted the course for advancing global social development.
Citing the recently-concluded fourth plenary session of the 20th Central Committee of the Communist Party of China, Han said that in the next five years, China will ensure that the fruits of high-quality development are shared more broadly and equitably by all its people, and will also inject more positive energy and certainty into global social development.
In his speech, Han put forward a four-point proposal for advancing global social development.
First, adhering to people-oriented principle. The key to implementing social development agendas is to put people first and tangibly improve their well-being, he said, adding that special attention should be paid to meeting the urgent needs of developing countries in eradicating poverty, so as to provide people with a real sense of gain, happiness, and security.
Second, focusing on shared development goals. The United Nations 2030 Agenda for Sustainable Development, he said, should be fully implemented to promote the common development of all countries. Development should be leveraged to foster high-quality and sufficient employment, ensuring that everyone has the opportunity to achieve personal growth through hard work, he said.
Third, upholding the principle of universal benefit and inclusiveness. Stressing that a universally beneficial and inclusive development environment should be nurtured to promote social fairness and justice, he said developed countries should assume more responsibilities in advancing balanced resource distribution and equal development opportunities. Efforts should also be made to improve the balance and accessibility of public services, enabling the elderly, persons with disabilities, women, children, and youth to share the fruits of social development, he said.
Fourth, promoting the spirit of solidarity and cooperation. He emphasized that it is important to practice true multilateralism and support the United Nations in playing a central and coordinating role in the global social development agenda, so as to achieve global governance based on extensive consultation, joint contribution, and shared benefits. Efforts should be made to enhance the representation and voice of developing countries in global social development governance, and promote the development of the international order toward greater fairness and equity, he said.
China, Han said, looks forward to working with all parties to take this summit as an opportunity to accelerate the implementation of the Copenhagen Declaration on Social Development and the Program of Action, inject stronger impetus into global social development, and make greater contributions to building a community with a shared future for humanity.
The Second World Summit for Social Development is taking place in Doha from Tuesday to Thursday, aiming to review the progress made since the Copenhagen summit in 1995, chart a roadmap for advancing social development, and accelerate the implementation of the United Nations 2030 Agenda for Sustainable Development. More than 30 heads of state or government and over 100 ministerial-level representatives are present at the event.
