Russian President Vladimir Putin said on Wednesday that Russia will be forced to take "reciprocal measures" if other nations including the United States resume nuclear tests.
"Back in my 2023 address to both houses of parliament, I noted that if the United States or other state parties to the relevant treaty carried out such tests, Russia would accordingly have to take proportionate responsive measures," Putin said at a Russian Security Council meeting at the Kremlin.
The meeting was convened to discuss the recent surprise announcement by the United States to resume nuclear weapons testing.
At the meeting, Putin said that Russia has always strictly adhered to its obligations under the Comprehensive Nuclear-Test-Ban Treaty, and does not plan to abandon these obligations.
Putin received briefings from Russian Defense Minister Andrei Belousov, Chief of the General Staff of the Armed Forces of the Russian Federation Valery Gerasimov, and other senior officials.
The Russian president instructed the Foreign Ministry, the Defense Ministry, the special services, and the corresponding civilian agencies to do everything possible to gather additional information on this matter, have it analyzed by the Security Council, and submit coordinated proposals on the possible first steps focusing on preparations for nuclear weapons tests.
According to the TASS news agency, Russian Presidential Press Secretary Dmitry Peskov said on Wednesday that Putin had not set a timeline for the proposal, as Russia needs as much time as possible to understand the U.S.'s intentions.
Peskov further emphasized that Russia will not participate in arms races.
On October 30, U.S. President Donald Trump announced on social media that due to other nations' testing plans, he had directed the U.S. Department of War to resume nuclear testing on a reciprocal basis.
U.S. Energy Secretary Rick Perry said on Sunday that the nuclear tests ordered by Trump would not involve nuclear explosions.
