Based on the consensus of the China-U.S. economic and trade talks in Kuala Lumpur, Malaysia, China will adjust some of its export control measures that target certain U.S. entities on Nov 10, the Chinese Ministry of Commerce said on Wednesday.

In accordance with relevant export control laws and regulations, the ministry issued Announcement No. 13 of 2025 on March 4 and Announcement No. 21 of 2025 on April 4, adding a total of 31 U.S. entities to China's export control list, thereby prohibiting the export of dual-use items to these entities, the ministry said in a statement.

To implement the consensus of the China-U.S. Kuala Lumpur economic and trade talks, China has decided to lift measures against the 15 U.S. entities listed in Announcement No. 13, effective from Nov 10, 2025, while measures against the 16 U.S. entities listed in Announcement No. 21 will remain in suspension for one year, the ministry said.

Exporters seeking to ship dual-use items to designated entities are required to submit an application to the ministry, adhering to export control regulations for dual-use items. The ministry will review applications in accordance with applicable laws and regulations, issuing permits to those that fulfill the stipulated requirements.

Also on Wednesday, the Ministry of Commerce announced that China will continue to suspend for one year, effective from Nov 10, the unreliable entity list measures it announced on April 4 this year targeting some U.S. companies.

Effective from Nov 10, China will remove the relevant unreliable entity list measures it announced on March 4 this year against some U.S. companies, a ministry spokesperson said in a statement.

Additionally, China said on Wednesday it will halt anti-circumvention measures on certain optical fiber imports originating in the United States, effective from Nov 10.

In an announcement, the Chinese Ministry of Commerce said that, effective from Nov 10, the current anti-dumping duties imposed on imports of non-zero dispersion shifted single-mode optical fiber from the United States will no longer apply to imports of related cut-off shifted single-mode optical fibers from the United States.

On Sept 3, the ministry said that it had decided to impose anti-circumvention measures on certain optical fiber imports from the United States.
