"China has repeatedly made its position clear on this matter. China's nuclear forces are not on the same level as those of the United States or Russia. At this stage, demanding that China join nuclear disarmament negotiations is unfair, unreasonable, and unfeasible. The United States, as the country with the largest nuclear arsenal, should earnestly fulfill its special and primary responsibility for nuclear disarmament, and further make substantial and substantive reductions to its nuclear stockpile in order to create conditions for achieving comprehensive and complete nuclear disarmament."
