China's newly released arms control white paper has demonstrated the country's firm resolve and sense of responsibility to strengthen arms control, maintain strategic stability, and reduce the harm caused by war, a spokesman for the Ministry of National Defense said on Thursday.

The white paper, titled "China's Arms Control, Disarmament, and Nonproliferation in the New Era," was released by China's State Council Information Office earlier in the day.

"China has constructively participated in global security governance, striving to advance the process of international arms control, disarmament and nonproliferation, and playing an important role in promoting world peace and stability," said Senior Colonel Jiang Bin, the spokesman, at a press conference in Beijing in interpreting the white paper.

The white paper is the first of its kind released since the 18th National Congress of the Communist Party of China in 2012, Jiang said, adding that it represents a concrete measure taken by China to implement the Global Security Initiative and the Global Governance Initiative put forward by President Xi Jinping respectively in 2022 and 2025.

It makes a manifesto of the times by China to declare its firm commitment to safeguarding world peace and security, maintaining the post-war international order, and safeguarding the multilateral arms control process, Jiang said.
