The Constitution and Law Committee of China's 14th National People's Congress (NPC) held a plenary meeting on Monday to review the draft environmental code, draft law on promoting ethnic unity and progress, and draft law on national development planning.
Members of the committee revised and refined the three draft documents, taking into full consideration opinions from delegations to the NPC, China's national legislature.
The members agreed that the compilation of the environmental code and the formulation of the law on promoting ethnic unity and progress and the law on national development planning are landmark legislative moves to improve the system of the socialist rule of law with Chinese characteristics and establish China as a socialist country under the rule of law at a higher level.
They agreed that the environmental code, covering the theoretical, institutional and practical achievements in advancing ecological civilization since the 18th National Congress of the Communist Party of China in 2012, is of great and profound significance to the law-based development of ecological civilization in the new era.
The draft code systematically incorporates the legal and institutional norms for ecological and environmental protection in such areas as pollution prevention and control, ecological conservation, and green and low-carbon development, said the members.
The members agreed that the law on promoting ethnic unity and progress is the fundamental law for implementing relevant provisions of the Constitution, handling ethnic affairs and conducting ethnic work in the new era.
They said the draft law clarifies the overall requirements, important principles and specific measures for the cause of ethnic unity and progress.
The members also agreed that the law on national development planning is a fundamental law that regulates the formulation of national development plans and ensures their implementation.
The draft law makes comprehensive and systematic regulations on the formulation, review and approval of national development plans, as well as their implementation and relevant supervision, they said.
The committee will submit the reports on the review and the revised versions of the three draft documents to the presidium for the fourth session of the 14th NPC, and the presidium will decide to submit the revised documents to the delegations for review.
