International experts said China's newly approved 15th Five-Year Plan has set clear and practical goals for the country's next stage of development, with its commitment to high-quality growth and openness continuing to provide valuable certainty and positive momentum for global stability and progress.

China's national lawmakers on Thursday, before the annual "two sessions" concluded, approved a development blueprint for the 2026-2030 period, marking a pivotal step in the modernization drive of nearly one-fifth of the world's population.

The outline of the 15th Five-Year Plan (2026-2030) for national economic and social development sets a slew of goals, with high-quality development high on the agenda. Key indicators span areas including economic development, innovation, public well-being, green transition, and security. Many of the indicators focus on people's livelihoods, sending a clear signal that development is ultimately meant to benefit the people.

Global experts highlighted the timeliness of the blueprint, which lays out plans for China to proactively open its vast market, transforming and promote quality of foreign trade, at a time when some countries are turning to protectionism.

"I think these 'two sessions' this year have come in a very significant moment of time in the world that we are seeing. And the way President Xi Jinping has elaborated the 15th Five-Year Plan and also the broader thematic area of the next level of Chinese development is very impressive in my view. He talked about the quality of development, not only the quantity, and also the innovation in development and also the opening up. I do understand this is so important for China's next level of development, but also I do see that this is so important for the global development," said Tawfique M. Haque, director of the South Asian Institute of Policy and Governance at North South University in Bangladesh.

Others emphasized that China's strong momentum for high-quality development may create more opportunities for multilateral cooperation and shared growth worldwide.

"I think the 'two sessions' of China conveyed an important message to the world. That is, China will continue to grow at the same pace as it has been growing in recent years. And it will continue to promote an innovation-driven growth," said Luis Antonio Paulino, professor at Sao Paulo State University in Brazil.

"China will become a leader in high-tech fields and it is the most important engine of global economic growth. On the other hand, China pursues a stable, responsible, and peaceful foreign policy towards all countries," said Alexander Rall, German global affairs expert.

"The president of China raised all these new elements of the thinking, of the philosophy of development. It's very useful for the future of human beings, the future of the international relations. And that's about all these four initiatives. They are giving a good platform for future discussions and probably for a new agreement," said Zahari Zahariev, president of Bulgaria's National Association for the Belt and Road.

Zahariev added that amid global uncertainty and rising regional conflicts, the stability and continuity of China's political and economic policies provide much-needed certainty for the world.

Alexander Lomanov, head of the Center for Asian-Pacific Studies at the Institute of World Economy and International Relations of Russia, said that under the leadership of the Communist Party of China (CPC), the country's modernization path will avoid the pitfalls of reckless momentum that others have suffered.

"Crucially, China's 15th Five-Year Plan prioritized the modernization of the real economy and traditional industries. This is a fundamental principle of the CPC's policy. It absolutely forbids the development of new industries at the expense of traditional ones. This is why the Chinese-style modernization policy implemented in recent years has become possible," said Alexander Lomanov, head of the Center for Asian-Pacific Studies at the Institute of World Economy and International Relations of Russia.

The "two sessions," the annual meetings of the National People's Congress and the Chinese People's Political Consultative Conference, started on March 4 this year.
