Chinese Vice President Han Zheng visited Kenya from Sunday to Wednesday at the invitation of Kenyan Deputy President Kithure Kindiki, pledging to enhance trade with the East African country and accelerate the joint pursuit of modernization.

During his stay in Nairobi, the capital of Kenya, Han met with Kenyan President William Ruto, held talks with Kindiki, and attended the China-Kenya Business Forum, where he delivered a speech.

Han conveyed Chinese President Xi Jinping's cordial greetings and best wishes to Ruto. He noted that over the past six decades, since the establishment of diplomatic ties, the two countries have consistently adhered to mutual respect, equality, and mutual benefit, promoting bilateral relations to new heights.

Last April, President Xi and President Ruto jointly decided to build a China-Kenya community with a shared future for the new era, which has drawn a new blueprint for the development of bilateral ties, he said.

Han voiced China's readiness to work with Kenya to implement the consensus reached by the two heads of state and the outcomes of the Forum on China-Africa Cooperation Beijing Summit. This will inject new impetus into bilateral cooperation and play a leading and exemplary role in building an all-weather China-Africa community with a shared future for the new era, he said.

Noting that this year marks the beginning of China's 15th Five-Year Plan, Han said China will further expand high-level opening-up and share high-quality development opportunities with Kenya and other African countries. The two sides should cement high-level mutual political trust and lay the foundation for the China-Kenya community with a shared future in the new era.

He expressed gratitude for Kenya's strong support on issues concerning China's core interests, such as the Taiwan question, and reaffirmed China's firm support for Kenya in safeguarding its national sovereignty, security and development interests.

Both sides should expand high-quality, practical cooperation and make good use of the dividends from China's comprehensive zero-tariff treatment for 53 African countries with diplomatic ties to China, which takes effect on May 1, to accelerate their joint steps toward modernization, Han said.

China appreciates Kenya's active support for major initiatives proposed by China and stands ready to enhance high-level strategic coordination to promote a more just and equitable international order, Han said.

For his part, Ruto asked Han to convey his cordial greetings and best wishes to President Xi. He stressed that Kenya always adheres to the one-China principle and supports the global initiatives proposed by Xi.

Kenya stands ready to seize the opportunity presented by the full implementation of the zero-tariff policy to better align development strategies with China, deepen cooperation in various fields, and achieve mutual benefit and win-win outcomes, Ruto said.

Following the meeting, the two sides witnessed the signing and exchange of cooperation documents.

During his talks with Kindiki, Han said China supports Kenya in pursuing a development path suited to its national conditions and welcomes Kenya to make full use of China's trade facilitation measures to share opportunities in the Chinese market.

Kindiki said Kenya is willing to leverage the benefits of the zero-tariff policy and position itself as a gateway for China to access the broader African market.

While addressing the China-Kenya Business Forum, Han said the global political and economic landscape is undergoing profound and complex changes, with growing challenges in development and free trade.

Against this backdrop, stronger cooperation is more urgent than ever and requires a greater vision, he noted.

China is ready to work with African countries, including Kenya, to consolidate strategic mutual trust as partners on the path to modernization, deepen economic and trade cooperation as true friends for mutual benefit and win-win cooperation, and uphold multilateralism as builders of an open world economy, he said.

China's 15th Five-Year Plan outlines a blueprint for development over the next five years, and the country will remain committed to expanding high-level opening-up, better integrating into the global economy and sharing opportunities with all countries, including Kenya, he said.

During the visit, Han also met with heads of the United Nations agencies in Kenya, including Zainab Hawa Bangura, director-general of the United Nations Office at Nairobi.

China will always be a reliable partner of the United Nations and is ready to work with UN agencies to uphold the organization's authority and status, promote a more just and equitable global governance system, and contribute to world peace, stability, prosperity, and development, he said.

Han also visited the dispatch center of the Mombasa-Nairobi Standard Gauge Railway and attended the departure ceremony of the first freight train carrying Kenyan goods exported to China under the zero-tariff policy.

Le vice-président chinois Han Zheng a effectué une visite au Kenya de dimanche à mercredi à l'invitation du vice-président kényan Kithure Kindiki.

Il a rencontré mardi à Nairobi le président kényan William Ruto. Les deux parties se sont engagées à approfondir leur coopération concrète et à faire progresser la communauté d'avenir partagé Chine-Kenya à l'ère nouvelle.

M. Han a transmis à M. Ruto les salutations cordiales et les meilleurs vœux du président chinois Xi Jinping. Il a souligné qu'au cours des six dernières décennies, depuis l'établissement des relations diplomatiques, les deux pays ont toujours adhéré aux principes de respect mutuel, d'égalité et d'avantage réciproque, portant ainsi les relations bilatérales vers de nouveaux sommets.

En avril dernier, le président Xi et le président Ruto ont décidé conjointement de construire une communauté d'avenir partagé Chine-Kenya à l'ère nouvelle, ce qui a tracé une nouvelle feuille de route pour le développement des relations bilatérales, a-t-il déclaré.

M. Han a exprimé la volonté de la Chine de travailler avec le Kenya pour mettre en œuvre le consensus atteint par les deux chefs d'Etat et les résultats du Sommet de Beijing du Forum sur la coopération sino-africaine (FOCAC). Cela donnera un nouvel élan à la coopération bilatérale et jouera un rôle de premier plan et exemplaire dans la construction d'une communauté sino-africaine d'avenir partagé dans la nouvelle ère, a-t-il déclaré.

Notant que cette année marque le début du 15e plan quinquennal de la Chine, M. Han a indiqué que la Chine allait encore élargir son ouverture de haut niveau et partager des opportunités de développement de qualité avec le Kenya et d'autres pays africains. Les deux parties devraient consolider la confiance politique mutuelle de haut niveau et les fondements de la communauté sino-kényane d'avenir partagé à l'ère nouvelle.

Il a exprimé sa gratitude pour le soutien sans faille du Kenya sur les questions touchant aux intérêts fondamentaux de la Chine, telles que la question de Taïwan, et a réaffirmé le soutien indéfectible de la Chine au Kenya dans la préservation de sa souveraineté nationale, de sa sécurité et de ses intérêts en matière de développement.

Les deux parties devraient élargir leur coopération pragmatique de qualité et tirer pleinement parti des avantages du traitement à zéro droit de douane appliqué par la Chine à 53 pays africains ayant des relations diplomatiques avec elle, qui entrera en vigueur le 1er mai, afin d'accélérer leurs efforts conjoints vers la modernisation, a déclaré M. Han.

La Chine apprécie le soutien actif du Kenya aux grands concepts et initiatives proposés par la Chine, et est disposée à renforcer la coordination stratégique de haut niveau avec le Kenya, à mettre en pratique conjointement un véritable multilatéralisme, à mettre en commun les forces du Sud global et à promouvoir le développement de l'ordre international dans une direction plus juste et plus équitable, a-t-il ajouté.

Pour sa part, M. Ruto a demandé à M. Han de transmettre ses salutations cordiales et ses meilleurs vœux au président Xi. Il a remercié la Chine pour son soutien constant au développement national du Kenya et a souligné que le Kenya adhérait toujours au principe d'une seule Chine, une position inébranlable inscrite dans les documents de politique étrangère du pays.

Le Kenya est disposé à saisir l'occasion offerte par la mise en œuvre complète de la politique chinoise de droits de douane nuls pour renforcer la synergie des stratégies de développement avec la Chine, accroître les exportations vers la Chine et encourager les entreprises chinoises à investir au Kenya, a déclaré M. Ruto. Il a appelé à une coopération plus étroite dans des domaines clés, tels que l'industrialisation, la logistique, les infrastructures et la finance, ainsi qu'à un renforcement des échanges culturels et entre peuples afin d'obtenir des avantages et des résultats mutuellement bénéfiques.

Le Kenya apprécie le leadership de la Chine dans les affaires mondiales et son engagement en faveur de la promotion de la coopération Sud-Sud, a indiqué M. Ruto. Il a ajouté que le Kenya soutenait les initiatives mondiales proposées par le président Xi et qu'il était prêt à travailler avec la Chine pour faire progresser la gouvernance mondiale, mettre en œuvre le multilatéralisme et préserver l'ordre international sur la base des principes de la Charte des Nations Unies.

A l'issue de la réunion, les deux parties ont assisté conjointement à la cérémonie de signature et d'échange des documents de coopération bilatérale, notamment un accord sur les premiers résultats de l'accord de partenariat économique pour le développement conjoint entre les deux gouvernements.

M. Han a également participé lundi au Forum d'affaires Chine-Kenya à Nairobi, où il a réaffirmé l'engagement de la Chine à développer les échanges commerciaux avec le Kenya et l'ensemble du continent africain.

Lors de cet événement, M. Han a appelé à consolider la confiance mutuelle stratégique, à approfondir la coopération mutuellement avantageuse et à défendre le multilatéralisme. Il a déclaré que la Chine était prête à œuvrer avec les pays africains, dont le Kenya, pour préserver le système commercial multilatéral et promouvoir un environnement ouvert, inclusif et non discriminatoire pour la coopération économique internationale.

M. Han a indiqué que les deux sessions annuelles de la Chine, qui viennent de s'achever, ont approuvé les grandes lignes du 15e Plan quinquennal, qui définit la stratégie de développement du pays pour les cinq prochaines années. La Chine restera attachée à une ouverture de haut niveau et partagera les opportunités et les succès avec les pays, dont le Kenya, grâce à un développement ouvert.

Han s'est également entretenu avec Kindiki, a rencontré des responsables de l'ONU, dont la directrice générale du Bureau des Nations unies à Nairobi (UNON), Zainab Hawa Bangura, a visité un centre de répartition du chemin de fer Mombasa-Nairobi et a donné le coup d'envoi du premier train de marchandises transportant des produits kényans à tarif zéro destinés à l'exportation vers la Chine.

Der stellvertretende chinesische Staatspräsident Han Zheng hat sich am Dienstag in Nairobi mit dem kenianischen Präsidenten William Ruto zu einem Gespräch getroffen.

Han übermittelte Ruto die herzlichen Grüße und besten Wünsche des chinesischen Staatspräsidenten Xi Jinping und sagte, China und Kenia hätten in den vergangenen sechs Jahrzehnten seit der Aufnahme diplomatischer Beziehungen stets an den Grundsätzen des gegenseitigen Respekts, der Gleichberechtigung und des gegenseitigen Nutzens festgehalten und die bilateralen Beziehungen auf ein neues Niveau gebracht.

Han bekräftigte zudem Chinas Bereitschaft, mit Kenia zusammen die Ergebnisse des Beijinger Gipfels des China-Afrika-Kooperationsforums umzusetzen. Dies werde der bilateralen Zusammenarbeit neue Impulse verleihen sowie eine führende und vorbildliche Rolle beim Aufbau einer chinesisch-afrikanischen Allwettergemeinschaft mit geteilter Zukunft in der neue Ära spielen, so der stellvertretende chinesische Präsident.

Mit dem Hinweis darauf, dass dieses Jahr den Beginn von Chinas 15. Fünfjahresplan markiere, sagte Han, China werde weiterhin die Öffnung auf hohem Niveau ausbauen und hochwertige Entwicklungschancen mit Kenia und anderen afrikanischen Ländern teilen. Beide Seiten sollten das gegenseitige politische Vertrauen auf hohem Niveau konsolidieren und das Fundament der chinesisch-kenianischen Gemeinschaft mit geteilter Zukunft in der neuen Ära festigen, so Han.

Ferner bedankte er sich für Kenias starke Unterstützung in Fragen, die Chinas Kerninteressen betreffen, wie etwa die Taiwan-Frage, und bekräftigte Chinas entschiedene Unterstützung für Kenia bei der Wahrung seiner nationalen Souveränität, Sicherheit und Entwicklungsinteressen.

Im Anschluss an das Treffen nahmen beide Seiten gemeinsam an einer Zeremonie zur Unterzeichnung und zum Austausch bilateraler Kooperationsdokumente teil.*
