Iran's state-run IRIB TV on Wednesday revealed a draft of an initial, unofficial framework for a memorandum of understanding (MoU) with the United States, but the report was quickly denied by the White House.

The draft demands U.S. military withdrawal and naval blockade lift. In return, Iran commits to restoring commercial shipping through the strait of Hormuz to pre-war levels within one month and managing ship traffic through the strait with Oman, the IRIB reported, adding that military vessels are not included in the agreement.

Any final U.S.-Iran agreement reached within a 60-day negotiation period would be approved in the form of a binding United Nations Security Council resolution, the report said.

However, the White House, in a statement on Wednesday, denied the report, saying that the draft MoU between the United States and Iran released by IRIB was entirely fabricated.

Speaking at a Cabinet meeting later on Wednesday, U.S. President Donald Trump said he was not satisfied with the current progress of talks with Iran, hinting at the possibility of resuming military actions.

Trump said " Iran is very much intent, they want very much to make a deal."

"So far, they haven't gotten there, we're not satisfied with it, but we will be. Either that or we'll have to just finish the job," he said.

Trump's remarks were widely interpreted by media as a threat to restart military operations.

On the Strait of Hormuz, Trump said it is open to everyone and nobody can get control of the strait.

When asked whether the United States is considering easing sanctions on Iran, Trump said that the matter had not been discussed.

Also at the Cabinet meeting, U.S. Secretary of State Marco Rubio said that the United States holds a bottom line that Iran will never possess a nuclear weapon.

He said that Trump prefers a negotiated solution, adding that diplomacy has always been the first option, while some progress has been made.

Meanwhile, Trump also said at the meeting that he hoped certain Arab countries to sign the Abraham Accords, which is an agreement between the Israeli government and Arab countries, including the United Arab Emirates (UAE), Bahrain, Sudan and Morocco, to normalize the relations between Israel and Arab countries.

Trump said that if these Arab countries refused to sign the Abraham Accords, he would be not sure whether the United States can reach a deal with Iran.

In response to Trump's threats, Ibrahim Aziz, chairman of the National Security and Foreign Policy Committee of Iran's Parliament, said early on Thursday morning that Iran will never be intimidated by Trump's remarks.

Iran will safeguard its red lines -- the right to possess enriched uranium, the control over the Strait of Hormuz, and the removal of sanctions on Iran.

Iran, the United States, and Israel reached a ceasefire on April 8 after 40 days of fighting. Following the truce, Iranian and U.S. delegations held one round of peace talks in Islamabad on April 11 and 12, which failed to yield an agreement.

Over the past weeks, the two sides have reportedly exchanged several proposed plans outlining conditions for ending the conflict through Pakistani mediation.

La chaîne de télévision d'État iranienne IRIB a révélé mercredi un projet de cadre initial non officiel pour un mémorandum d'entente avec les États-Unis, mais la Maison-Blanche a rapidement démenti l'information.

Le projet d'accord exige le retrait des troupes américaines et la levée du blocus naval. En contrepartie, l'Iran s'engage à rétablir le trafic maritime commercial dans le détroit d'Ormuz à son niveau d'avant-guerre d'ici un mois et à gérer ce trafic avec Oman, a rapporté l'IRIB, précisant que les navires militaires ne sont pas concernés par cet accord.

Tout accord final conclu entre les États-Unis et l'Iran dans un délai de négociation de 60 jours serait approuvé sous la forme d'une résolution contraignante du Conseil de sécurité des Nations unies, indique le rapport.

Cependant, la Maison-Blanche a démenti ces informations mercredi dans un communiqué, affirmant que le projet de protocole d'accord publié par l'IRIB était « entièrement fabriqué de toutes pièces ».

S'exprimant lors d'une réunion du Cabinet mercredi après-midi, le président américain Donald Trump a déclaré qu'il n'était pas satisfait des progrès actuels des pourparlers avec l'Iran, laissant entendre la possibilité d'une reprise des actions militaires.

« L'Iran est très déterminé, il souhaite vraiment conclure un accord. Pour l'instant, ils n'y sont pas parvenus, nous ne sommes pas satisfaits, mais nous le serons. Sinon, nous devrons simplement terminer le travail », a-t-il déclaré.

Ces propos ont été largement interprétés par les médias comme une menace de reprise des opérations militaires.

Selon Trump, le détroit d'Ormuz est ouvert à tous et aucune partie ne peut en prendre le contrôle.

Interrogé sur un éventuel assouplissement des sanctions américaines contre l'Iran, Trump a répondu que cette question n'avait pas été abordée.

Lors de cette même réunion du Cabinet, le secrétaire d'État américain Marco Rubio a déclaré que les États-Unis maintenaient une position intransigeante : l'Iran ne possédera jamais l'arme nucléaire.

Il a précisé que Trump privilégiait une solution négociée, ajoutant que la diplomatie restait toujours la première option et que des avancées avaient été réalisées.

Par ailleurs, Trump a également émis le souhait, lors de cette réunion, que certains pays arabes signent les accords d'Abraham – qui normalisent les relations entre Israël et plusieurs nations arabes (Émirats arabes unis, Bahreïn, Soudan, Maroc).

Le président américain a prévenu que si ces pays refusaient de signer, il ne serait pas certain que Washington parvienne à un accord avec l'Iran.

En réaction aux menaces de Trump, Ibrahim Aziz, président de la Commission de la sécurité nationale et de la politique étrangère du Parlement iranien, a déclaré tôt jeudi matin que l'Iran ne se laisserait jamais intimider par les propos du président américain.

Téhéran défendra ses lignes rouges : le droit de posséder de l'uranium enrichi, le contrôle du détroit d'Ormuz et la levée des sanctions imposées à l'Iran.

L'Iran, les États-Unis et Israël ont conclu un cessez-le-feu le 8 avril après 40 jours de combats. Suite à cette trêve, des délégations iranienne et américaine ont tenu une première série de pourparlers de paix à Islamabad les 11 et 12 avril, sans parvenir à un accord.

Ces dernières semaines, les deux parties auraient échangé plusieurs propositions de plans pour fixer les conditions d'un règlement du conflit par le biais d'une médiation pakistanaise.

كشفت قناة الإذاعة والتلفزيون الرسمية الإيرانية يوم الأربعاء/27 مايو الجاري عن مسودة إطار عمل أولي غير رسمية لمذكرة تفاهم مع الولايات المتحدة، إلا أن البيت الأبيض نفى التقرير سريعا.

وأفاد التقرير بأن المسودة تطالب بانسحاب القوات الأمريكية ورفع الحصار البحري. وفي المقابل، تلتزم إيران بإعادة حركة الملاحة التجارية عبر مضيق هرمز إلى مستويات ما قبل الحرب في غضون شهر واحد، وإدارة حركة السفن عبر المضيق مع سلطنة عمان، مضيفةً أن السفن العسكرية غير مشمولة في مسودة الاتفاق.

وأشار التقرير إلى أن أي اتفاق نهائي بين الولايات المتحدة وإيران يتم التوصل إليه خلال فترة تفاوض مدتها 60 يومًا سيُعتمد في شكل قرار ملزم من مجلس الأمن الدولي.

ولكن نفى البيت الأبيض هذا التقرير في بيان صدر يوم الأربعاء، مؤكدًا أن مسودة مذكرة التفاهم بين الولايات المتحدة وإيران التي نشرتها قناة الإذاعة والتلفزيون الإيرانية ملفقة بالكامل.

وفي كلمة ألقاها في اجتماع لمجلس الوزراء في وقت لاحق من يوم الأربعاء، قال الرئيس الأمريكي دونالد ترامب إنه غير راضٍ عن التقدم الحالي للمحادثات مع إيران، ملمحاً إلى إمكانية استئناف العمليات العسكرية.

قال ترامب: "إيران عازمة للغاية، وترغب بشدة في إبرام اتفاق".

وأضاف: "حتى الآن، لم يتوصلوا إلى ذلك. نحن لسنا راضين عن الوضع، ولكننا سنكون كذلك. إما ذلك أو سنضطر إلى إتمام المهمة."

وفسّرت وسائل الإعلام تصريحات ترامب على نطاق واسع على أنها تهديد باستئناف العمليات العسكرية.

وفي مضيق هرمز، قال ترامب إنه مفتوح للجميع ولا يمكن لأحد السيطرة عليه.

وعندما سُئل عما إذا كانت الولايات المتحدة تدرس تخفيف العقوبات المفروضة على إيران، ذكر ترامب أن الأمر لم يُناقش.

وفي اجتماع مجلس الوزراء أيضا، قال وزير الخارجية الأمريكي ماركو روبيو إن الولايات المتحدة متمسكة بموقفها الثابت بأن إيران لن تمتلك سلاحا نوويا أبداً.

وأوضح أن ترامب يُفضّل حلا تفاوضيا، مضيفا أن الدبلوماسية كانت دائما الخيار الأول، وقد أُحرز بعض التقدم في هذا الصدد.

في غضون ذلك، صرّح ترامب خلال الاجتماع بأنه يأمل في توقيع بعض الدول العربية على اتفاقيات أبراهام، وهي مجموعة من معاهدات تطبيع العلاقات الدبلوماسية والسلام التي أُبرمت بين إسرائيل وعدد من الدول العربية، من بينها الإمارات العربية المتحدة والبحرين والسودان والمغرب، برعاية الولايات المتحدة.

وقال ترامب إنه إذا رفضت هذه الدول العربية التوقيع على اتفاقيات أبراهام، فلن يكون متأكدا مما إذا كان بإمكان الولايات المتحدة التوصل إلى اتفاق مع إيران.

ورداً على تهديدات ترامب، صرّح إبراهيم عزيز، رئيس لجنة الأمن القومي والسياسة الخارجية في البرلمان الإيراني، فجر الخميس، بأنه لن ترهب إيران تصريحاتُ ترامب أبداً.

وستتمسك إيران بخطوطها الحمراء، وهي حقها في امتلاك اليورانيوم المخصب، وسيطرتها على مضيق هرمز، ورفع العقوبات المفروضة عليها.

وتوصلت إيران والولايات المتحدة وإسرائيل إلى وقف إطلاق النار في 8 أبريل بعد 40 يومًا من القتال. وعقب الهدنة، عقد وفدان إيراني وأمريكي جولة واحدة من محادثات السلام في إسلام آباد يومي 11 و12 أبريل، والتي لم تسفر عن اتفاق.

وخلال الأسابيع الماضية، أفادت التقارير أن الجانبين تبادلا عدة خطط مقترحة تحدد شروط إنهاء النزاع بوساطة باكستانية.

Тегеран обозначил условия, от которых не отступит. Глава комитета по национальной безопасности иранского парламента Эбрахим Азизи заявил, что принципиальные требования Ирана – это право на обладание обогащенным ураном, контроль над Ормузским проливом и полная отмена санкций.

По его словам, давление и угрозы со стороны президента США Дональда Трампа на эту позицию не повлияют.

Тем временем в Белом доме назвали полной фабрикацией сообщение иранского государственного телевидения о якобы достигнутом рамочном мирном соглашении.

Официальный представитель администрации Оливия Уэлс подчеркнула, что переговоры продолжаются, но президент США ясно обозначил свои границы возможного.

Дональд Трамп заявил, что ни один из текущих вариантов сделки Вашингтон не устраивает. Он также дал понять: несмотря на растущее давление в преддверии промежуточных выборов, форсировать переговоры он не намерен.

Напомним, что ранее государственный телеканал IRIB сообщил, что Тегеран подготовил неофициальный проект рамочного соглашения с США. Среди требований – вывод американских войск и снятие морской блокады. В ответ Иран якобы готов в течение месяца восстановить коммерческое судоходство через Ормузский пролив до довоенного уровня при посредничестве Омана в управлении трафиком.

La cadena estatal iraní IRIB reveló el miércoles un borrador de un marco preliminar y no oficial para un memorando de entendimiento con Estados Unidos, pero la información fue rápidamente desmentida por la Casa Blanca.

El borrador exige la retirada militar estadounidense y el levantamiento del bloqueo naval. A cambio, Irán se compromete a restablecer el tráfico marítimo comercial a través del estrecho de Ormuz hasta los niveles previos a la guerra en el plazo de un mes y a gestionar junto con Omán el paso de buques por el estrecho, según informó IRIB, que precisó que los buques militares no están incluidos en el acuerdo.

Cualquier acuerdo definitivo entre Irán y Estados Unidos que se alcance en un período de negociación de 60 días sería aprobado mediante una resolución vinculante del Consejo de Seguridad de las Naciones Unidas, según el informe.

Sin embargo, la Casa Blanca desmintió el miércoles en un comunicado la información y afirmó que el borrador del memorando de entendimiento entre Estados Unidos e Irán difundido por IRIB era completamente falso.

En una reunión de gabinete celebrada el miércoles, el presidente estadounidense, Donald Trump, declaró no estar satisfecho con el avance actual de las conversaciones con Irán y sugirió la posibilidad de reanudar las acciones militares.

Trump dijo que “Irán tiene mucha intención, quiere con muchas ganas llegar a un acuerdo”. "Hasta ahora no lo han conseguido. No estamos satisfechos, pero lo estaremos. Eso o tendremos que terminar el trabajo”, expresó.

Las declaraciones de Trump fueron interpretadas de forma generalizada por los medios como una amenaza de reanudar las operaciones militares.

Sobre el estrecho de Ormuz, Trump indicó que está abierto a todos y que nadie puede hacerse con su control.

Preguntado sobre si Estados Unidos se plantea suavizar las sanciones contra Irán, Trump respondió que el asunto no se había discutido.

Trump advirtió que, de negarse estos países árabes a firmar los Acuerdos de Abraham, no estaba seguro de que Estados Unidos pudiera alcanzar un acuerdo con Irán.

En respuesta a las amenazas de Trump, Ibrahim Aziz, presidente de la Comisión de Seguridad Nacional y Política Exterior del Parlamento iraní, declaró a primera hora del jueves que Irán nunca se dejará intimidar por las palabras de Trump.

Irán defenderá sus líneas rojas: el derecho a poseer uranio enriquecido, el control del estrecho de Ormuz y el levantamiento de las sanciones contra el país.

Irán y Estados Unidos alcanzaron un alto el fuego el 8 de abril tras 40 días de combates. Tras la tregua, las delegaciones iraní y estadounidense celebraron una ronda de conversaciones de paz en Islamabad los días 11 y 12 de abril, que no logró un acuerdo.

En las últimas semanas, según se ha informado, ambas partes han intercambiado varias propuestas de planes en los que se esbozan las condiciones para poner fin al conflicto, con la mediación de Pakistán.
