The Islamic Resistance Movement (Hamas) announced on Friday in Gaza that a delegation from its leadership has arrived in the Egyptian capital Cairo to begin a new round of negotiations on a Gaza ceasefire agreement .

In a statement, Hamas said the delegation is headed by Khalil al-Hayya, the movement's leader in Gaza, and includes Zaher Jabarin, Hamas chief in the West Bank, as well as political bureau members Hussam Badran and Ghazi Hamad.

The statement said the delegation is scheduled to hold meetings with Egyptian officials and mediators starting Saturday, as part of the efforts to continue discussions on implementing the ceasefire agreement.

According to Hamas, talks will focus on completing the implementation of the first phase of the agreement, halting what it described as repeated Israeli attacks on the Gaza Strip, and exploring mechanisms to advance to the second phase.

The delegation will also meet with other Palestinian factions to seek a unified national position on current challenges, the statement added.

The visit comes as key provisions of the ceasefire remain unimplemented.

A ceasefire agreement between Hamas and Israel has been in effect in the Gaza Strip since Oct 10, 2025. Its first phase included exchanges of detainees and hostages, the entry of humanitarian aid into the enclave, and the withdrawal of Israeli forces from certain areas.

Since then, Israeli strikes in the Gaza Strip have caused 947 deaths and 2,935 injuries.

The United States announced in mid-January the launch of the proposed second phase of the peace plan, which includes a full Israeli military withdrawal, the disarmament of Hamas, the start of reconstruction efforts, and the establishment of a transitional governing body in the territory.

Gaza ceasefire mediators plan to resume talks on disarmament with Hamas in Egypt this week.

At present, the negotiations are largely deadlocked, as Hamas has rejected the Peace Committee's proposals for disarmament and demanded that Israel must fully implement the first phase of the Gaza ceasefire agreement first.

Le Hamas a annoncé vendredi l'envoi d'une délégation de son bureau politique au Caire pour de nouvelles négociations sur l’accord de cessez-le-feu en vigueur dans la bande de Gaza.

Selon un communiqué du Hamas, cette délégation est conduite par Khalil al-Hayya, chef du mouvement à Gaza, et comprend Zaher Jabarin, responsable du Hamas en Cisjordanie, ainsi que les membres du bureau politique Hussam Badran et Ghazi Hamad.

Selon le texte, la délégation doit entamer dès samedi des discussions avec des responsables égyptiens et des médiateurs.

Les discussions porteront principalement sur l’achèvement de la première phase de l’accord, l’arrêt des attaques israéliennes sur la bande de Gaza et l’exploration de mécanismes permettant de passer à la seconde phase, a indiqué le mouvement.

La délégation rencontrera également d’autres factions palestiniennes afin de dégager une position nationale unifiée face aux défis actuels, ajoute le communiqué.

Cette visite intervient alors que plusieurs dispositions clés de la trêve restent à appliquer.

L'accord de cessez-le-feu entre le Hamas et Israël est en vigueur dans la bande de Gaza depuis le 10 octobre 2025. Sa première phase prévoit des échanges de détenus et d’otages, l’entrée de l’aide humanitaire dans l’enclave, ainsi que le retrait des forces israéliennes de certaines zones.

Malgré le cessez-le-feu, les frappes israéliennes contre la bande de Gaza ont causé 947 morts et 2 935 blessés depuis octobre dernier.

Les États-Unis ont annoncé à la mi-janvier le lancement de la seconde phase du plan de paix, qui inclut un retrait militaire israélien complet, le désarmement du Hamas, le début des efforts de reconstruction et la mise en place d’un organe de transition pour administrer le territoire.

Les médiateurs du cessez-le-feu prévoient de reprendre cette semaine en Égypte les discussions avec le Hamas sur le désarmement.

Actuellement, les négociations sont largement dans l’impasse, le Hamas ayant rejeté les propositions du comité de paix concernant le désarmement et exigeant qu’Israël applique d’abord intégralement la première phase de l’accord de cessez-le-feu.

أعلنت حركة المقاومة الإسلامية (حماس)، يوم الجمعة/5 يونيو الجاري، وصول وفد من قيادتها إلى العاصمة المصرية القاهرة تمهيداً لبدء جولة جديدة من المفاوضات تستمر عدة أيام، بهدف استكمال تطبيق المرحلة الأولى من اتفاق وقف إطلاق النار في قطاع غزة.

وقالت الحركة، في بيان صحفي، إن الوفد برئاسة رئيس الحركة في قطاع غزة خليل الحية، ويضم رئيس الحركة في الضفة الغربية زاهر جبارين وعضوي المكتب السياسي حسام بدران وغازي حمد.

وأضافت أن الوفد سيعقد لقاءات مع المسؤولين المصريين والوسطاء ابتداءً من يوم السبت، وذلك في إطار الجهود المبذولة لمواصلة المناقشات حول تنفيذ اتفاق وقف إطلاق النار.

ووفقاً لحماس، ستركز المحادثات على استكمال تطبيق المرحلة الأولى من اتفاق وقف إطلاق النار، ووقف "الاعتداءات" الإسرائيلية المتكررة على القطاع، وإيجاد الآليات المناسبة للدخول في المرحلة الثانية من الاتفاق.

كما سيجري الوفد لقاءات مع القوى والفصائل الفلسطينية بهدف تقديم موقف وطني موحد من القضايا المختلفة، والتوافق حول سبل التعامل مع القضايا والتحديات التي يمر بها الشعب الفلسطيني.

ويأتي وصول وفد حماس إلى القاهرة في وقت يشهد فيه اتفاق وقف إطلاق النار بين حماس وإسرائيل تعثراً في تنفيذ عدد من بنوده الرئيسية، بما في ذلك نزع السلاح وإعادة إعمار القطاع.

ويسري اتفاق وقف إطلاق النار بين حماس وإسرائيل في قطاع غزة منذ 10 أكتوبر الماضي، وشملت مرحلته الأولى تبادلاً للأسرى والمحتجزين بين الجانبين، ودخول المساعدات الإنسانية إلى القطاع، وانسحاب القوات الإسرائيلية من بعض مناطقه.

ومنذ ذلك الحين، أسفرت الضربات الإسرائيلية في قطاع غزة عن مقتل 947 شخصًا وإصابة 2935 آخرين.

وأعلنت الولايات المتحدة في منتصف يناير عن إطلاق المرحلة الثانية من خطة السلام المقترحة، والتي تتضمن الانسحاب الكامل للقوات الإسرائيلية، ونزع سلاح حماس، وبدء جهود إعادة الإعمار، وإنشاء هيئة حكم انتقالية في المنطقة.

ويعتزم الوسطاء المعنيون بوقف إطلاق النار في غزة استئناف المحادثات حول نزع السلاح مع حركة حماس في مصر هذا الأسبوع.

وفي الوقت الحاضر، فإن المفاوضات متوقفة إلى حد كبير، حيث رفضت حماس مقترحات لجنة السلام بشأن نزع السلاح وطالبت بأن تنفذ إسرائيل بالكامل أولاً المرحلة الأولى من اتفاق وقف إطلاق النار في غزة.

Die Islamische Widerstandsbewegung (Hamas) hat am Freitag in Gaza mitgeteilt, dass eine Delegation ihrer Führung in Kairo in Ägypten eingetroffen sei, um eine neue Runde von Verhandlungen über das Waffenstillstandsabkommen für den Gazastreifen aufzunehmen.

Laut einer Erklärung der Hamas wird die Delegation von Khalil al-Hayya, dem Hamas-Führer im Gazastreifen, geleitet. Ihr gehörten außerdem Zaher Jabarin, Hamas-Chef im Westjordanland, sowie die Politbüro-Mitglieder Hussam Badran und Ghazi Hamad an.

Die Delegation soll ab Samstag mit ägyptischen Beamten und Vermittlern zusammentreffen, um weiter über die Umsetzung des Waffenstillstandsabkommens zu sprechen.

Laut der Hamas-Seite werden die Gespräche dabei auf die Vorantreibung der Umsetzung der ersten Phase des Abkommens, die Beendigung „wiederholter israelischer Angriffe“ auf den Gazastreifen sowie die Beratung über Mechanismen für den Übergang in die zweite Phase sich konzentrieren.

Zudem soll die Delegation mit anderen palästinensischen Fraktionen zusammentreffen, um eine einheitliche nationale Position zu den aktuellen Herausforderungen zu erarbeiten.

Der Besuch erfolgt vor dem Hintergrund, dass zentrale Bestimmungen des Waffenstillstandsabkommens noch nicht umgesetzt wurden.

Das Abkommen zwischen der Hamas und Israel ist am 10. Oktober 2025 in Kraft getreten. Die erste Phase umfasste unter anderem den Austausch von Gefangenen und Geiseln, den Einlass humanitärer Hilfe in den Gazastreifen sowie den teilweisen Rückzug israelischer Truppen.

Seither sind durch israelische Angriffe im Gazastreifen nach palästinensischen Angaben 947 Menschen getötet und 2935 weitere Personen verletzt worden.

Die USA hatten schließlich Mitte Januar dieses Jahres den Start der zweiten Phase des Friedensplans angekündigt. Diese sieht einen vollständigen israelischen Truppenrückzug, die Entwaffnung der Hamas, den Beginn des Wiederaufbaus sowie die Einsetzung einer Übergangsregierung vor.

Die Vermittler planen, die Gespräche über eine Entwaffnung der Hamas noch diese Woche in Ägypten wieder aufzunehmen.

Die Verhandlungen stecken jedoch derzeit weitgehend fest, da die Hamas die Vorschläge des Friedensrats zur Entwaffnung ablehnt und zunächst die vollständige Umsetzung der ersten Phase durch Israel fordert.
