Border areas between Russia and China are emerging as new drivers of growth in the Russian Far East, with projects ranging from logistics hubs to industrial parks already under development or set for approval, said Alexey Chekunkov, Russia’s Minister for the Development of the Far East and Arctic.
A federal law establishing international priority development areas (PDAs) in the Russian Far East came into force in early 2026. The law is intended to create a special framework for large-scale joint projects with foreign partners and to attract major overseas investors.
By offering preferential terms to foreign investors, the MTOR, a special economic zone designation, is designed to create new opportunities for international cooperation and economic development in the Far East. Drawing on China’s experience, the regime is expected to become a new platform for China-Russia cooperation.
In a recent interview with China Media Group (CMG) on the sidelines of the St. Petersburg International Economic Forum, Chekunkov highlighted three priority projects that will be approved under the MTOR law in the coming months.

In addition to the three projects already outlined, the minister highlighted another key area: the development of Bolshoy Ussuriysky Island, which he said has enormous potential and is becoming one of the main drivers of Russia-China cooperation.

Chekunkov said cross-border cooperation isn't just about economics. A symbolic and highly interesting humanitarian project is also being actively developed, a Friendship Park on the Bolshoy Ussuriysky Island (Heixiazi Dao).
