Hamas said in a statement on Sunday that it on Saturday submitted the Palestinian factions' response to the Gaza peace roadmap plan from Nickolay Mladenov, "high representative for Gaza" of the U.S.-led "Board of Peace."

The statement said the movement, other Palestinian factions, and the mediators Egypt, Qatar, and Türkiye held several meetings in Cairo last week, producing the unified position presented Saturday.

Hamas emphasized strict adherence to the roadmap's provisions on the entry of the administrative committee, full Israeli withdrawal, and reconstruction, so as to pave the way for the Palestinian people to establish their state and secure their right to self-determination.

The Hamas delegation and other factions will continue their meetings in Cairo with mediators to advance the implementation of any agreements reached, it added.

Mladenov published his "Roadmap to Complete the Implementation of President Trump's Gaza Comprehensive Peace Plan" in May on social media. The 15-point roadmap covers areas like security, international stability force and Israeli military withdrawal, and reconstruction.

These meetings of the Palestinian factions in Cairo come at a time when the ceasefire agreement between Hamas and Israel is facing setbacks in implementing its key provisions, including disarmament and the reconstruction of the Gaza Strip.

The ceasefire agreement between the two sides has been in effect since October 2025. Its first phase included an exchange of prisoners and detainees, the entry of humanitarian aid into the Gaza Strip, and the withdrawal of Israeli forces from some areas.

The United States announced in mid-January the start of the second phase of its proposed peace plan, which includes a full Israeli withdrawal from Gaza, the disarmament of Hamas, the commencement of reconstruction efforts, and the establishment of a transitional governing body in the Gaza Strip.

Le Hamas a déclaré dimanche dans un communiqué avoir soumis samedi la réponse des factions palestiniennes au plan de paix pour Gaza, élaboré par Nickolay Mladenov, "haut représentant pour Gaza" du "Conseil de la paix" dirigé par les États-Unis.

Le communiqué indique que le mouvement Hamas, d'autres factions palestiniennes et les médiateurs égyptiens, qataris et turcs ont tenu plusieurs réunions au Caire la semaine dernière, aboutissant à la position unifiée présentée samedi.

Le Hamas a insisté sur le strict respect des dispositions de la feuille de route concernant l'entrée en fonction du comité administratif, le retrait total d'Israël et la reconstruction, afin de permettre au peuple palestinien d'établir son État et de garantir son droit à l'autodétermination.

La délégation du Hamas et d'autres factions poursuivront leurs réunions au Caire avec les médiateurs afin de faire progresser la mise en œuvre des accords conclus, a-t-on ajouté.

En mai, Mladenov a publié sur les réseaux sociaux sa "Feuille de route pour la mise en œuvre complète du plan de paix global du président Trump à Gaza". Ce document en 15 points aborde des domaines tels que la sécurité, le déploiement d'une force internationale de stabilisation, le retrait militaire israélien et la reconstruction.

Ces réunions des factions palestiniennes au Caire interviennent à un moment où l'accord de cessez-le-feu entre le Hamas et Israël rencontre des difficultés dans la mise en œuvre de ses dispositions clés, notamment le désarmement et la reconstruction de la bande de Gaza.

L’accord de cessez-le-feu entre les deux parties est en vigueur depuis octobre 2025. Sa première phase comprenait un échange de prisonniers et de détenus, l’entrée de l’aide humanitaire dans la bande de Gaza et le retrait des forces israéliennes de certaines zones.

Les États-Unis ont annoncé à la mi-janvier le lancement de la deuxième phase de leur plan de paix, qui prévoit un retrait total d'Israël de Gaza, le désarmement du Hamas, le début des efforts de reconstruction et la mise en place d'un organe de transition dans la bande de Gaza.

أعلنت حركة حماس، يوم الأحد/14 يونيو الجاري، أنها سلّمت رد الفصائل الفلسطينية على خارطة طريق المرحلة الثانية لاتفاق وقف إطلاق النار في قطاع غزة يوم السبت.

وقالت حماس في بيان صحفي اليوم إنها سلمت رد الفصائل الفلسطينية على خطة خارطة الطريق، وهي الخطة التي كانت قد تسلمتها من نيكولاي ميلادنوف ممثل مجلس السلام في 19 من شهر أبريل الماضي.

وأضافت أنها عقدت العديد من اللقاءات مع الفصائل الفلسطينية والوسطاء من مصر وقطر وتركيا خلال الأسبوع الماضي في العاصمة المصرية القاهرة، وقد أثمرت عن "موقف وطني موحد"، وهو الذي تم تقديمه السبت.

وأكدت حماس أن الفصائل الفلسطينية تعاملت مع خارطة الطريق، الخاصة بتطبيق المرحلة الثانية من خطة الرئيس الأمريكي دونالد ترامب، بمسؤولية وإيجابية عاليتين.

ودعت إلى ضرورة تنفيذ المرحلة الأولى بكامل تفاصيلها، ولا سيما ما يتعلق بالبروتوكول الإنساني، ووقف كافة أشكال "العدوان" على قطاع غزة.

وشددت حماس على ضرورة الالتزام الكامل أيضًا بما ورد في الخارطة بشأن دخول اللجنة الإدارية، والانسحاب الإسرائيلي الكامل من القطاع وإعادة الإعمار، وصولاً إلى تحقيق أهداف الشعب الفلسطيني في إقامة دولته ونيل حقه في تقرير المصير.

وأشارت الحركة إلى أن وفد حماس سيواصل لقاءاته في القاهرة مع الوسطاء والفصائل للمضي قدماً في تنفيذ ما يتم الاتفاق عليه.

وتأتي اجتماعات الفصائل الفلسطينية بالقاهرة في وقت يشهد فيه اتفاق وقف إطلاق النار بين حماس وإسرائيل تعثراً في تنفيذ عدد من بنوده الرئيسية، بما في ذلك نزع السلاح وإعادة إعمار القطاع.

ويسري اتفاق وقف إطلاق النار بين حماس وإسرائيل منذ العاشر من أكتوبر الماضي، حيث شملت مرحلته الأولى تبادلاً للأسرى والمحتجزين، ودخول المساعدات الإنسانية إلى القطاع، وانسحاب القوات الإسرائيلية من بعض مناطقه.

وفي منتصف يناير الماضي، أعلنت الولايات المتحدة بدء المرحلة الثانية من خطة السلام المقترحة، والتي تتضمن انسحاباً إسرائيلياً كاملاً من غزة، ونزع سلاح حركة حماس، وبدء عمليات إعادة الإعمار، وإنشاء هيئة حكم انتقالية للقطاع.
