"In July 2024, on the basis of a three-point principled position, China reached provisional arrangement with the Philippines on humanitarian resupply of living necessities involving Ren'ai Jiao. China’s position remains unchanged. Let me briefly reiterate the three points. First, by keeping its warship grounded at Ren'ai Jiao for decades running, the Philippines has been violating China's sovereignty and the Declaration on the Conduct of Parties in the South China Sea. We continue to demand that the Philippines tow away the warship illegally grounded at Rei'ai Jiao and restore Ren'ai Jiao's state of hosting no personnel or facilities. Second, between now and when the warship is towed away, in a humanitarian spirit, China is willing to allow the Philippines to send living necessities to the personnel living on the warship if the Philippines informs China in advance and after on-site verification is conducted. China will monitor the entire resupply process. Third, if the Philippines were to attempt to build fixed facilities or permanent outpost, China will absolutely not accept it and will resolutely stop it in accordance with the law and regulations."

China firmly rejects the Philippines' acts of infringement and provocation near China's Ren'ai Jiao, Foreign Ministry spokesman Lin Jian said at a press briefing in Beijing on Tuesday.

Lin made the remarks when responding to a media inquiry regarding an incident on Monday that Philippine personnel from an illegally grounded vessel aggressively harassed a small China Coast Guard (CCG) patrol boat near Ren'ai Jiao.

After the incident, the Philippine side distorted facts and made false accusations against China, which the CCG said was a blatant reversal of right and wrong.

— Premièrement, l’échouage prolongé d’un navire de guerre philippin sur le récif Ren’ai Jiao constitue une atteinte à la souveraineté chinoise et une violation de la Déclaration sur la conduite des parties en mer de Chine méridionale. La Chine exige toujours que ce bâtiment soit remorqué et que le récif retrouve son état initial, sans présence humaine ni installation.
— Deuxièmement, en attendant ce remorquage, la Chine est disposée, pour des motifs humanitaires, à autoriser les Philippines à fournir des vivres aux personnes résidant à bord, à condition que les Philippines en avisent la Chine à l’avance et qu’une vérification sur place soit effectuée. L’ensemble de l’opération sera placé sous le contrôle de la Chine.
— Troisièmement, si les Philippines tentaient d’édifier des infrastructures fixes ou des postes permanents, la Chine s’y opposerait catégoriquement et prendrait des mesures de blocage conformes à la loi et aux règlements."

La Chine a fermement rejeté mardi les "infractions, provocations et battage" des Philippines autour du récif Ren’ai Jiao en mer de Chine méridionale, a déclaré le porte-parole du ministère chinois des Affaires étrangères, Lin Jian, lors d’un point de presse à Beijing.

M. Lin répondait à des questions de la presse sur un incident survenu lundi, au cours duquel des personnels philippins embarqués à bord d’un navire échoué illégalement ont agressé un petit patrouilleur de la Garde côtière chinoise (CCG) à proximité du récif.

Selon le porte-parole, le 20 juillet, alors que la garde côtière chinoise menait une opération normale de contrôle de la loi dans les eaux adjacentes au récif, un navire de guerre philippin — échoué de manière illicite — a délibérément envoyé deux embarcations légères pour s’approcher dangereusement et percuter le bateau chinois, tout en attaquant violemment les agents des forces de l’ordre chinoises.

"La Chine a été contrainte de réagir résolument et conformément au droit", a déclaré M. Lin, ajoutant que les Philippines ont ensuite déformé les faits et "amplifié" l’incident. La Chine a exprimé sa vive indignation et son "opposition ferme" face à ces agissements.

M. Lin a par ailleurs réitéré la position de principe en trois points de la Chine concernant la gestion de la situation autour du récif Ren’ai Jiao.

En juillet 2024, la Chine et les Philippines étaient parvenus à un arrangement temporaire sur l’acheminement d’aide humanitaire vers le récif, fondé sur cette position. "Cette position n’a pas changé", a-t-il souligné.

Il a rappelé les trois points suivants :

— Premièrement, l’échouage prolongé d’un "navire de guerre" philippin sur le récif Ren’ai constitue une atteinte à la souveraineté chinoise et une violation de la Déclaration sur la conduite des parties en mer de Chine méridionale. La Chine exige toujours que ce bâtiment soit remorqué et que le récif retrouve son état initial, sans présence humaine ni installation.
— Deuxièmement, en attendant ce remorquage, la Chine est disposée, pour des motifs humanitaires, à autoriser les Philippines à fournir des vivres aux personnes résidant à bord, à condition que les Philippines en avisent la Chine à l’avance et qu’une vérification sur place soit effectuée.
