China's permanent representative to the United Nations Fu Cong on Monday urged efforts to comprehensively prevent the collapse of situation in the West Bank, fully improve the humanitarian situation in Gaza, and implement the two-state solution.

At a UN Security Council meeting on the West Bank and Gaza, Fu called for persistent endeavor from the international community in solving the Palestinian question after the conclusion of the General Debate of the 81st session of the UN General Assembly.

Amid continuous deterioration of the situation in the occupied Palestinian territory, the international community must build greater consensus, turn strong voices into concrete actions, prevent the prospects of the two-state solution from becoming increasingly dim, and promote an early realization of a comprehensive, just and lasting settlement of the Palestinian question, said Fu.

Any act of annexation of Palestine's territory in the West Bank squeeze the living space of Palestinians and seriously damage the territory for the establishment of an independent State of Palestine, said Fu, noting that China urges Israel to immediately stop and revoke its settlement plans, take practical measures to curb settler violence, and ensure that those responsible for the attacks are seriously held accountable.

Israel should return the collected taxes as soon as possible and lift unreasonable restrictions on the West Bank economy, said Fu.

Fu said that Gaza is still under a comprehensive siege, and the humanitarian situation there has reached an intolerable level, calling on Israel to sincerely and comprehensively implement the ceasefire agreement, immediately cease all military operations in Gaza, lift restrictions on the access of humanitarian supplies, and allow shelter facilities and necessary equipment to enter Gaza.

The root cause of the Palestinian-Israeli situation is the fact that the right of the Palestinian people to statehood, their right to existence, and their right of return have long been ignored, said Fu, noting that the only viable way to break the cycle of Palestinian-Israeli conflict lies in the two-state solution, in the restoration of the legitimate national rights of Palestine, and in the establishment of an independent State of Palestine.

Fu Cong, représentant permanent de la Chine auprès des Nations unies, a appelé lundi à tout mettre en œuvre pour empêcher un effondrement de la situation en Cisjordanie, améliorer considérablement la situation humanitaire à Gaza et mettre en œuvre la solution à deux États.

Lors d'une réunion du Conseil de sécurité de l'ONU consacrée à la Cisjordanie et à Gaza, et au lendemain de la clôture du débat général de la 81e session de l'Assemblée générale des Nations unies, M. Fu a appelé la communauté internationale à poursuivre sans relâche ses efforts pour résoudre la question palestinienne.

Face à la détérioration constante de la situation dans le territoire palestinien occupé, la communauté internationale doit renforcer le consensus, transformer les appels vigoureux en actions concrètes, empêcher que les perspectives d'une solution à deux États ne s'amenuisent davantage et promouvoir, dans les meilleurs délais, un règlement global, juste et durable de la question palestinienne, a déclaré M. Fu.

Tout acte d'annexion de territoires palestiniens en Cisjordanie réduit l'espace vital des Palestiniens et compromet gravement la viabilité du territoire en vue de l'établissement d'un État de Palestine indépendant, a poursuivi le diplomate, soulignant que la Chine exhorte Israël à cesser et à annuler immédiatement ses projets de colonisation, à prendre des mesures concrètes pour endiguer la violence des colons et à veiller à ce que les auteurs de ces attaques répondent sérieusement de leurs actes.

Israël devrait restituer les taxes perçues dans les plus brefs délais et lever les restrictions déraisonnables pesant sur l'économie de la Cisjordanie, a déclaré le représentant chinois.

حثّ فو تسونغ، مندوب الصين الدائم لدى الأمم المتحدة، يوم الاثنين/28 سبتمبر الجاري على بذل جهود شاملة للحيلولة دون انهيار الأوضاع في الضفة الغربية، وتحسين الوضع الإنساني في غزة بشكل كامل، وتنفيذ حل الدولتين.

وخلال اجتماع لمجلس الأمن الدولي بشأن الضفة الغربية وغزة، دعا فو المجتمع الدولي إلى مواصلة السعي لحل القضية الفلسطينية، وذلك عقب اختتام المناقشة العامة للدورة الحادية والثمانين للجمعية العامة للأمم المتحدة.

وقال فو إنه في ظل التدهور المستمر للأوضاع في الأراضي الفلسطينية المحتلة، يتعين على المجتمع الدولي بناء توافق أوسع، وتحويل الأصوات القوية إلى إجراءات ملموسة، والحيلولة دون تلاشي آفاق حل الدولتين، والدفع نحو تحقيق تسوية شاملة وعادلة ودائمة للقضية الفلسطينية في أقرب وقت ممكن.

وأشار فو إلى أن أي خطوة لضم أراضٍ فلسطينية في الضفة الغربية من شأنها تقليص الحيز المعيشي للفلسطينيين والإضرار بشكل جسيم بالأرض اللازمة لإقامة دولة فلسطينية مستقلة، مؤكداً أن الصين تحث إسرائيل على الوقف الفوري لخططها الاستيطانية والتراجع عنها، واتخاذ تدابير عملية لكبح عنف المستوطنين، وضمان مساءلة المسؤولين عن هذه الهجمات بجدية.

كما دعا فو إسرائيل إلى تحويل عائدات الضرائب التي تجبيها في أقرب وقت ممكن، ورفع القيود غير المبررة المفروضة على اقتصاد الضفة الغربية.

وقال فو إن قطاع غزة لا يزال يخضع لحصار شامل، وإن الوضع الإنساني هناك قد بلغ حداً لا يُطاق، داعياً إسرائيل إلى التنفيذ الصادق والشامل لاتفاق وقف إطلاق النار، والوقف الفوري لجميع العمليات العسكرية في غزة، ورفع القيود المفروضة على وصول المساعدات الإنسانية، والسماح بدخول مرافق الإيواء والمعدات الضرورية إلى القطاع.

وأشار فو إلى أن السبب الجذري للوضع الفلسطيني-الإسرائيلي الحالي يعود إلى أن حقوق الشعب الفلسطيني المتمثلة في حقه في إقامة دولته، وحقه في الوجود، وحقه في العودة، قد تم تجاهلها لفترة طويلة، مؤكداً أن السبيل الوحيد القابل للتطبيق لكسر حلقة الصراع الفلسطيني-الإسرائيلي يتمثل في حل الدولتين، واستعادة الحقوق الوطنية المشروعة لفلسطين، وإقامة دولة فلسطينية مستقلة.

El representante permanente de China ante las Naciones Unidas, Fu Cong, instó el lunes a la comunidad internacional intensificar sus esfuerzos para evitar de manera integral el colapso de la situación en Cisjordania, mejorar plenamente la situación humanitaria en Gaza e implementar la solución de dos Estados.

Durante una reunión del Consejo de Seguridad de la ONU sobre Cisjordania y Gaza, Fu hizo un llamamiento a la comunidad internacional a perseverar en los esfuerzos para resolver la cuestión palestina, tras la conclusión del debate general del 81º período de sesiones de la Asamblea General de la ONU.
En medio del continuo deterioro de la situación en el territorio palestino ocupado, la comunidad internacional debe alcanzar un mayor consenso, transformar las voces firmes en acciones concretas, evitar que las perspectivas de la solución de dos Estados se desvanezcan cada vez más y promover la pronta consecución de una solución integral, justa y duradera a la cuestión palestina, dijo Fu.

Fu señaló que cualquier acto de anexión del territorio de Palestina en Cisjordania restringe el espacio habitable de los palestinos y daña seriamente el territorio destinado al establecimiento de un Estado de Palestina independiente. Asimismo, subrayó que China insta a Israel a detener y revocar de inmediato sus planes de asentamiento, adoptar medidas prácticas para frenar la violencia de los colonos y garantizar que los responsables de los ataques rindan cuentas de forma rigurosa.

Israel debe devolver lo antes posible los impuestos recaudados y eliminar las restricciones injustificadas impuestas a la economía de Cisjordania, apuntó Fu.

El representante chino señaló que Gaza sigue bajo un asedio total y que su situación humanitaria ha alcanzado un nivel intolerable. Instó a Israel a implementar de manera sincera e integral el acuerdo de alto el fuego, cesar de inmediato todas las operaciones militares en Gaza, eliminar las restricciones al acceso de suministros humanitarios y permitir la entrada de instalaciones de refugio y equipos necesarios en la Franja.

La causa fundamental de la situación entre Palestina e Israel radica en que se han ignorado de manera sistemática y durante largo tiempo el derecho del pueblo palestino a la condición de Estado, su derecho a la existencia y su derecho al retorno, subrayó Fu, indicando que la única vía viable para romper el ciclo del conflicto palestino-israelí reside en la solución de dos Estados, la restitución de los derechos nacionales legítimos de Palestina y el establecimiento de un Estado de Palestina independiente.

Chinas Ständiger Vertreter bei den Vereinten Nationen, Fu Cong, hat am Montag dazu aufgerufen, mit vereinten Kräften einer weiteren Verschlechterung der Lage im Westjordanland entgegenzuwirken, die humanitäre Lage im Gazastreifen umfassend zu verbessern und die Zweistaatenlösung umzusetzen.

Auf einer Sitzung des UN-Sicherheitsrates zum Westjordanland und zum Gazastreifen forderte Fu nach dem Abschluss der Generaldebatte der 81. Tagung der UN-Generalversammlung weitere Bemühungen der internationalen Gemeinschaft zur Lösung der Palästinenserfrage.

Angesichts der anhaltenden Verschlechterung der Lage in den besetzten palästinensischen Gebieten müsse die internationale Gemeinschaft zu einem breiteren Konsens gelangen, starke Stimmen in konkrete Maßnahmen umwandeln, verhindern, dass die Aussichten auf die Zweistaatenlösung zunehmend schwinden, und eine baldige umfassende, gerechte und dauerhafte Regelung der Palästinenserfrage fördern, so Fu.

Jede Handlung zur Annexion palästinensischer Gebiete im Westjordanland verenge den Lebensraum der Palästinenser und beschädige ernsthaft das Territorium für die Errichtung eines unabhängigen palästinensischen Staates, sagte Fu. China fordere Israel auf, seine Siedlungspläne sofort zu stoppen und rückgängig zu machen, praktische Maßnahmen zur Eindämmung der Siedlergewalt zu ergreifen und sicherzustellen, dass die für die Angriffe Verantwortlichen ernsthaft zur Rechenschaft gezogen werden, fügte er hinzu.

Israel solle die eingezogenen Steuergelder so schnell wie möglich zurückzahlen und unangemessene Beschränkungen für die Wirtschaft des Westjordanlands aufheben, sagte Fu.

Fu merkte an, dass der Gazastreifen noch immer unter einer umfassenden Belagerung stehe und die humanitäre Lage dort ein unerträgliches Ausmaß erreicht habe. Er rief Israel auf, das Waffenstillstandsabkommen aufrichtig und umfassend umzusetzen, alle militärischen Operationen im Gazastreifen sofort einzustellen, Beschränkungen für den Zugang humanitärer Hilfsgüter aufzuheben sowie die Einfuhr von notwendiger Ausrüstung und Materialien für Notunterkünfte in den Gazastreifen zu gestatten.

Die eigentliche Ursache des palästinensisch-israelischen Konflikts liege darin, dass die Rechte des palästinensischen Volkes auf einen eigenen Staat, auf Existenz und auf Rückkehr seit Langem ignoriert worden seien, erklärte Fu. Der einzige gangbare Weg, den Kreislauf des Konflikts zu durchbrechen, bestehe in der der Zweistaatenlösung, in der Wiederherstellung der legitimen nationalen Rechte Palästinas und in der Errichtung eines unabhängigen palästinensischen Staates.
