Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, on Friday morning met with Cheng Li-wun, chairwoman of the Chinese Kuomintang (KMT) party, in Beijing.

Invited by the CPC Central Committee and Xi, Cheng is the first KMT chairperson to have led a delegation to the Chinese mainland in the past decade.

The delegation had visited Jiangsu Province and Shanghai before coming to Beijing.

Xi said this meeting between the CPC and KMT after 10 years is of great significance for developing relations between the two parties and across the Taiwan Strait.

Compatriots on both sides of the Taiwan Strait belong to the Chinese nation. People of all ethnic groups, including Taiwan compatriots, have jointly founded a unified multiethnic nation, written the splendid history of China, created the brilliant Chinese civilization, cultivated the great national spirit, and forged the common conviction that the Chinese territory must not be divided, the country must not descend into chaos, the nation must not be fragmented, and the civilization must not be fractured, which has guided the Chinese nation to strive unremittingly and the Chinese civilization to go on and on, Xi said.

Xi stressed that no matter how the international landscape and the situation across the Taiwan Strait may evolve, the overarching trend toward the great rejuvenation of the Chinese nation will not change, and the prevailing momentum for the Chinese on both sides of the Strait to come together will not change.

Xi said people on both sides of the Taiwan Strait hope for peace and tranquility, improved cross-Strait relations, and better life, adding that this is a responsibility that the CPC and the KMT cannot shirk, and also a driving force for the two parties to work together.

Xi expressed the willingness to work with all political parties in Taiwan, including the KMT, as well as groups and people from all sectors, to strengthen exchanges and dialogue, promote peace across the Taiwan Strait, improve the well-being of the people and advance national rejuvenation, on the basis of the common political foundation of adhering to the 1992 Consensus and opposing "Taiwan secession."

Xi said the future of cross-Strait relations should be firmly held in the hands of the Chinese people themselves.

Xi called for forging closer bonds across the Strait by upholding a correct understanding of identity.

Compatriots on both sides of the Taiwan Strait share the same roots, the same culture and ethnicity, and are one family bound by blood. They are a community with a shared future in which they share weal and woe, Xi said.

When a family get along, as long as they have calm discussions on matters of concern, there will be no conflicts or differences that cannot be resolved, he said.

Differences in social systems should not be an excuse for secession, Xi stressed.

The CPC, the KMT and compatriots on both sides of the Taiwan Strait should stand firm on the national position, carry forward and promote Chinese culture, strengthen the understanding of identity with the Chinese nation, Chinese culture and the great motherland, and become more proud, confident, and assured in their identity as upright Chinese people, Xi said.

Xi called for safeguarding the shared homeland through peaceful development.

Both the mainland and Taiwan belong to one China, and China is the common homeland of the Chinese nation. For safeguarding and building the shared homeland, the fundamental lies in adhering to the "1992 Consensus" and opposing "Taiwan secession," and the core lies in recognizing that both sides of the Strait belong to one China, he said.

Harmony is key to a prosperous family in all endeavors. "We welcome any proposals conducive to the peaceful development of cross-Strait relations and will spare no effort to advance any endeavors that promote such development," Xi said.

Taiwan secessionists are the chief culprit undermining peace across the Taiwan Strait. "We should neither condone nor tolerate it," Xi said.

The CPC, the KMT and compatriots on both sides of the Taiwan Strait must uphold the greater good of the nation and oppose separatist activities aimed at "Taiwan secession" and external interference, so as to promote peaceful development of cross-Strait relations and firmly safeguard the shared homeland of the Chinese nation, Xi said.

Xi called for fostering the well-being of the people through exchanges and integration.

The goal of developing cross-Strait relations is to enable compatriots on both sides of the Taiwan Strait to lead a better life. Guided by the conviction that people on both sides of the Taiwan Strait are of the same family, more efforts will be made to take specific steps, do good deeds and solve problems for the compatriots in Taiwan, Xi said.

Taiwan compatriots are welcomed to visit the mainland, Xi said. He encouraged young people in Taiwan to seek development opportunities in the mainland.

Taiwan agricultural and fishery products, as well as other high-quality goods, are welcomed to enter the mainland market, he added.

The CPC, the KMT and compatriots on both sides of the Taiwan Strait must jointly expand exchanges, interactions and integration across the Strait, and improve the well-being of compatriots on both sides, Xi said.

Xi called for joint efforts to achieve national rejuvenation.

The mainland has successfully explored a distinctive Chinese path to modernization, and the great rejuvenation of the Chinese nation is unstoppable. "We firmly believe that more and more Taiwan compatriots will gain a correct understanding of the mainland's social system and development path," he said.

"They will recognize that Taiwan's development prospects hinge on a strong motherland, and that the interests and well-being of Taiwan compatriots are closely linked to the great rejuvenation of the Chinese nation," Xi said.

He expressed the mainland's willingness to share its development opportunities and achievements with Taiwan compatriots and jointly build a stronger Chinese economy.

The CPC and the KMT should consolidate political mutual trust, maintain positive interaction and unite compatriots on both sides of the Taiwan Strait, so as to join hands to create a bright future of national reunification and rejuvenation, Xi said.

Cheng said that people on both sides of the Taiwan Strait are Chinese and belong to one family.

The KMT and the CPC should uphold the common political foundation of adhering to the 1992 Consensus and opposing "Taiwan secession," strengthen mutual political trust, preserve Chinese history, promote Chinese culture, and expand exchanges and cooperation across all fields, Cheng said.

She called for efforts to promote the peaceful development of cross-Strait relations, foster a brighter future for ties across the Strait, and advance the rejuvenation of the Chinese nation.

C'est la première fois depuis dix ans qu'un président du KMT effectue une visite sur la partie continentale de la Chine à la tête d'une délégation, à l'invitation du Comité central du PCC et de M. Xi. La délégation s'était rendue au Jiangsu et à Shanghai avant d'arriver à Beijing.

Cette rencontre entre les dirigeants du PCC et du KMT, la première en dix ans, revêt une grande importance pour le développement des relations entre les deux partis ainsi qu'à travers le détroit de Taïwan, a déclaré M. Xi.

Quelles que soient les évolutions du paysage international et de la situation à travers le détroit de Taïwan, la tendance irréversible vers le grand renouveau de la nation chinoise ne changera pas, et la dynamique dominante qui pousse les Chinois des deux rives du détroit à se rapprocher ne changera pas, a souligné M. Xi.

Il a ajouté que les populations des deux rives du détroit de Taïwan aspiraient à la paix et à la tranquillité, à l'amélioration des relations à travers le détroit et à une vie meilleure.

C'est une responsabilité à laquelle ni le PCC ni le KMT ne peuvent se soustraire, et également une force motrice pour la collaboration entre les deux partis, a indiqué M. Xi.

Le président Xi a déclaré que l'avenir des relations entre les deux rives du détroit devait être fermement entre les mains du peuple chinois lui-même.

Il a présenté quatre propositions concernant le développement des relations entre les deux rives du détroit.

Premièrement, il a appelé à tisser des liens plus étroits entre les deux côtés du détroit en défendant une compréhension correcte de l'identité.

Les compatriotes des deux côtés du détroit de Taïwan partagent les mêmes racines et la même culture, appartiennent à la même nation chinoise et forment une seule famille unie par les liens du sang. Dans une famille, si tout le monde prend le temps de discuter sereinement des problèmes, il n'y aura ni conflits ni différends insurmontables, a déclaré Xi Jinping.

Les différences entre les systèmes sociaux ne doivent pas servir de prétexte à la sécession, a déclaré Xi.

Deuxièmement, Xi a appelé à la sauvegarde de la patrie commune par le biais d'un développement pacifique.

La question fondamentale pour la sauvegarde de la patrie commune réside dans la reconnaissance que les deux rives du détroit appartiennent à une seule Chine, a-t-il souligné.

Troisièmement, il a mis l’accent sur la nécessité d’améliorer le bien-être des populations par le biais des échanges et de l'intégration.

Quatrièmement, il a déclaré qu’il est nécessaire de réaliser le grand renouveau de la nation chinoise grâce à l'unité et au travail acharné.

Pour sa part, Cheng Li-wun a déclaré que le KMT et le PCC devaient adhérer au fondement politique commun du "Consensus de 1992" et s'opposer à "l'indépendance de Taïwan", renforcer la confiance politique mutuelle, exploiter pleinement le rôle des plateformes de communication, s'efforcer de sauvegarder l'histoire chinoise et de promouvoir la culture chinoise, et faire progresser les échanges et la coopération dans divers domaines tels que les relations entre les peuples, au niveau communautaire, l'économie et le commerce, et la culture à travers le détroit de Taïwan.

　習近平中国共産党中央委員会総書記は10日午前、北京で中国国民党の鄭麗文主席と会談した。

　習総書記は、鄭主席ら一行に歓迎の意を示し、「両党の指導者が10年ぶりに再会したことは両党と台湾海峡両岸の関係発展にとって重要な意義がある」と述べた。

　また、次のように示した。

　両岸の同胞はいずれも中華民族に属する。台湾同胞を含む各民族人民は、統一された多民族国家を共に築き上げ、輝かしい中国の歴史を共に記し、燦然たる中華文明を共に創り上げ、偉大な民族精神を共に育んできた。また、国土は分かつことができず、国家は乱すことができず、民族は分裂してはならず、文明は絶やすことができないという共通の信念を築き上げ、中華民族が自ら強くなり、中華文明が絶えることなく続くよう導いてきた。

　国際情勢や台湾海峡情勢がどのように変化しようとも、中華民族の偉大な復興という大きな趨勢は変わらず、両岸の同胞が親しくなり、一つになるという大きな流れも変わらない。

　両岸の同胞はいずれも台湾海峡の平和と安寧を願い、両岸関係の改善と発展を願い、生活がより良くなることを願っている。これは国共両党にとって逃れることのできない責任であり、手を携えて協力する原動力でもある。

　我々は「92年コンセンサス（九二共識）」の堅持と「台湾独立」反対という共通の政治的基礎の上に、中国国民党を含む台湾の各政党、団体および社会各界の人々とともに、交流と対話を強化し、両岸のために平和を謀り、同胞のために幸福を謀り、民族のために復興を謀り、両岸関係の未来を中国人自らの手にしっかりと握ることを望んでいる。

　習総書記はさらに、両岸関係の発展について4つの意見を提起した。

　第1に、正しい認識によって心の通じ合いを促進することを堅持する。

　両岸の同胞は同じルーツを持ち、同じ文化と民族を共有し、血のつながりがある。私たちは運命を共にする共同体である。家族同士の付き合いにおいて、話し合いを大切にし、相談を重ねさえすれば、解決できない対立や意見の相違などない。

　社会制度の違いは、分裂を招く口実にはならない。中国共産党と国民党、そして両岸の同胞は、民族の立場をしっかりと守り、中華文化を継承・発揚し、中華民族、中華文化、そして偉大なる祖国への帰属意識を強め、堂々たる中国人としての気骨と自信を高めていくべきである。

　第2に、平和的発展によって共通の故郷を守ることを堅持する。

　大陸と台湾はともに一つの中国に属し、中国は中華民族の共通の故郷である。両岸の同胞がこの共通の故郷を守り、築き上げていくためには「92年コンセンサス」を堅持し、「台湾独立」に反対することが根本であり、その核心は、両岸がともに一つの中国に属することを認めることにある。

　「家庭が和やかであれば万事がうまくいく」。両岸関係の平和的発展に資する主張であれば、我々はすべて歓迎する。両岸関係の平和的発展に資する事柄であれば、我々は全力を尽くして取り組む。

　「台湾独立」は台湾海峡の平和を破壊する元凶であり、我々は決して容赦せず、決して許容しない。中国共産党と国民党、そして両岸の同胞は、民族の大義を堅持し、「台湾独立」分裂勢力や外部からの干渉に反対し、両岸関係の平和的発展を推進し、中華民族の共通の故郷を断固として守り抜かなければならない。

　第3に、交流と融合によって人々の幸福を増進することを堅持する。

　両岸関係の発展は、両岸の同胞がより良い生活を送れるようにすることを目標としている。私たちは今後も「両岸は一つの家族」という理念を堅持し、台湾同胞のために実際的なことを遂行し、善行を行い、困難を解決するために積極的に取り組んでいく。

　台湾の同胞がいつも家を見に帰ることを歓迎する。また、台湾の若者が大陸で交流し、発展することを歓迎し、台湾の農水産物や高品質な商品が大陸の人々に届くことを歓迎する。

　中国共産党と国民党、そして両岸の同胞は、共に両岸の交流・往来・融合を拡大し、両岸の同胞の親情と福祉を増進させていくべきである。

　第4に、団結と奮闘によって中華民族の偉大な復興を実現することを堅持する。

　今日、私たちはすでに中国式現代化の道を歩み始め、中華民族の偉大な復興はもはや止められない勢いとなっている。

　私たちは、ますます多くの台湾同胞が大陸の社会制度と発展の道を正しく理解し、台湾の発展の未来は強大な祖国にかかっていること、そして台湾同胞の利益と福祉は中華民族の偉大な復興にかかっていることを深く認識するようになると確信している。

　私たちは、広範な台湾同胞と共に発展の機会と成果を分かち合い、中華民族の経済を共に発展させていきたいと考えている。両党は、政治的相互信頼を強固にし、良好な相互作用を維持し、両岸の同胞を団結させ、手を携えて祖国統一と民族復興という輝かしい未来を共に築いていくべきである。

　一方で、中国国民党の鄭主席は「両岸の人民はいずれも炎黄の子孫であり、中華民族に属し、いずれも中華文化によって薫陶を受けており、どちらも中国人であり、一つの家族だ。国共両党は『92年コンセンサス』の堅持と『台湾独立』反対という共通の政治的基礎を堅持し、政治的相互信頼を強化し、意思疎通の場としての機能を発揮し、中華の歴史の維持と中華文化の発揚に尽力し、両岸の民間、末端、経済・貿易、文化など各分野における交流と協力を推進し、青年の交流と発展を支援し、人々の幸福を増進し、両岸関係の平和的発展を推進し、両岸関係の素晴らしい未来を切り開き、中華民族の偉大な復興を実現するべきだ」と述べた。

Xi Jinping, Generalsekretär des Zentralkomitees der Kommunistischen Partei Chinas (KPCh), ist am Freitagmorgen in Beijing mit Cheng Li-wun, der Vorsitzenden der chinesischen Kuomintang (KMT), zusammengekommen.

Auf Einladung des Zentralkomitees der KPCh und von Xi besucht Cheng als die erste KMT-Vorsitzende seit zehn Jahren das chinesische Festland. Vor der Ankunft in Beijing hatte ihre Delegation die Provinz Jiangsu und die Metropole Shanghai besucht.

Das Treffen zwischen den Führern der KPCh und der KMT nach einem Jahrzehnt sei von großer Bedeutung für die Entwicklung der Beziehungen zwischen beiden Parteien und beiden Seiten der Taiwan-Straße, sagte Xi.

Die Menschen auf beiden Seiten der Taiwan-Straße gehörten zur chinesischen Nation. Die Angehörigen aller ethnischen Gruppen, einschließlich derer in Taiwan, hätten gemeinsam ein einheitliches, multiethnisches Land gegründet, eine glorreiche Geschichte Chinas geschrieben, die glanzvolle chinesische Zivilisation geschaffen und den großartigen Nationalgeist gepflegt. Geschmiedet worden sei noch die gemeinsame Überzeugung, dass das chinesische Territorium sich nicht trennen lasse, das Land keine Unruhen dulde, keine ethnische Gruppe sich abspalten dürfe und die Zivilisation ununterbrochen fortgesetzt werden müsse. Dies habe die chinesische Nation zur unermüdlichen Selbstverbesserung geführt und den ungebrochenen Fortbestand der chinesischen Zivilisation bewirkt, fuhr Xi fort.

Xi betonte, dass sich der übergeordnete Trend zum großartigen Wiederaufleben der chinesischen Nation und die vorherrschende Dynamik der Annäherung zwischen den Chinesen auf beiden Seiten der Taiwan-Straße nicht ändern würden, ganz gleich, wie sich die internationale Lage und die Situation in der Taiwan-Straße entwickeln mögen.

Er sagte, dass die Menschen auf beiden Seiten der Taiwan-Straße sich Frieden und Ruhe, verbesserte Beziehungen miteinander sowie ein besseres Leben wünschten.

Dies sei eine Verantwortung, der sich die KPCh und die KMT nicht entziehen könnten, und zugleich eine treibende Kraft für die Zusammenarbeit beider Parteien, so Xi.

Auf der gemeinsamen politischen Grundlage der Wahrung des Konsenses von 1992 und der Ablehnung einer „Unabhängigkeit Taiwans“ sei die KPCh bereit, mit allen politischen Parteien, Gruppen und Menschen aus allen Gesellschaftskreisen in Taiwan, einschließlich der KMT, zusammenzuarbeiten, um den Austausch und den Dialog zu verstärken, Frieden zwischen beiden Seiten der Taiwan-Straße zu wahren, das Wohlergehen der Landsleute und das Wiederaufleben der Nation anzustreben und die Zukunft der Beziehungen zwischen beiden Seiten fest in den eigenen Händen des chinesischen Volkes zu halten, sagte Xi.

Zur Entwicklung der Beziehungen zwischen beiden Seiten der Taiwan-Straße unterbreitete Xi vier Vorschläge.

Erstens: die Förderung engerer seelischer und geistiger Bindungen durch richtige Identifikation.

Zweitens: der Schutz des gemeinsamen Zuhauses durch friedliche Entwicklung.

Drittens: die Steigerung des Wohlergehens der Menschen durch Austausch und Integration.

Viertens: die Verwirklichung des großartigen Wiederauflebens der chinesischen Nation durch solidarische Anstrengungen.

Cheng Li-wun erklärte, sowohl die KMT als auch die KPCh sollten an der gemeinsamen politischen Grundlage des „Konsenses von 1992“ und der Ablehnung einer „Unabhängigkeit Taiwans“ festhalten, das gegenseitige politische Vertrauen stärken und ihre Funktion als Kommunikationsplattform voll ausschöpfen. Es gelte, sich für die Wahrung der chinesischen Geschichte und die Förderung der chinesischen Kultur einzusetzen sowie den Austausch und die Zusammenarbeit in Wirtschaft, Handel und Kultur sowohl auf der zwischenmenschlichen als auch auf der Basisebene voranzutreiben.
