Chinese President Xi Jinping held talks with Tajikistan's President Emomali Rahmon on bilateral ties in Beijing on Tuesday.
Xi congratulated Tajikistan on its 35th anniversary of independence and the significant achievements it has made in national construction.
Noting that mutual firm support is the core essence of China-Tajikistan relations, Xi said no matter how the external environment changes, China and Tajikistan will always be good neighbors who stand by each other, good friends who have candor and mutual trust, and good partners who develop hand in hand.
The signing of the Treaty of Permanent Good-Neighborliness, Friendship and Cooperation between China and Tajikistan will fully demonstrate the high-level political mutual trust between the two countries and provide a solid guarantee for the everlasting friendship between China and Tajikistan, Xi said.
China is willing to work with Tajikistan to promote the building of a closer China-Tajikistan community with a shared future and bring more benefits to the people of the two countries, the Chinese president said.
Xi stressed that China will, as always, support Tajikistan in following the development path that suits its national conditions, and support Tajikistan in safeguarding its national independence, sovereignty and security.
Xi said this year marks the start of China's 15th Five-Year Plan (2026-2030), and Tajikistan is also making great strides on its path to realizing the National Development Strategy of the Republic of Tajikistan up to the period of 2030.
Both sides should take high-quality joint construction of the Belt and Road Initiative as the main line, deeply align each other's development strategies, and contribute to their respective development goals, Xi said.
The two countries should consolidate the good momentum of economic and trade cooperation, tap the potential for cooperation, and simultaneously enhance the scale and quality of trade and investment, Xi said.
It is necessary to ensure the implementation of key projects, expand cooperation in green energy, digital economy, smart city, artificial intelligence and other fields, and enhance the momentum of scientific and technological innovation, the Chinese president said.
China and Tajikistan should deepen people-to-people and cultural exchanges, create a new model of subnational cooperation, and promote mutual understanding and friendship between the people of the two countries, Xi said.
The two countries should enhance cooperation in law enforcement and security, and resolutely combat terrorism, separatism and extremism, so as to jointly maintain regional stability, Xi said.
China welcomes Tajikistan's accession to the International Organization for Mediation, and is willing to strengthen cooperation within the frameworks of the United Nations, the Shanghai Cooperation Organization and the China-Central Asia mechanism, so as to practice true multilateralism and promote the building of a more just and reasonable global governance system, President Xi said.
For his part, Rahmon said the Tajikistan-China comprehensive strategic cooperative partnership in the new era has been continuously deepening and developing, with bilateral cooperation in trade, investment, transportation, agriculture and other fields achieving fruitful results, major projects advancing smoothly, people-to-people and cultural exchanges becoming increasingly close, thus bringing benefits to the people of both countries.
The signing of the Treaty of Permanent Good-Neighborliness, Friendship and Cooperation between Tajikistan and China marks a new historical stage in bilateral relations, and will open up new prospects for long-term cooperation between the two countries, Rahmon said.
Noting that Taiwan is an inalienable part of China, Rahmon said Tajikistan firmly adheres to the one-China principle.
The Tajik side looks forward to strengthening practical cooperation with China in key minerals, artificial intelligence, scientific and technological innovation and other fields, facilitating personnel exchanges and enhancing educational exchanges to bring about greater development of bilateral relations, the Tajik president said.
Rahmon said the Global Governance Initiative proposed by President Xi is of great significance to the world. The Tajik side highly commends China for its unremitting efforts in politically resolving international hotspot issues, and for playing an important role in easing the situation in the Middle East.
His country is willing to strengthen multilateral cooperation with China, and jointly combat terrorism, separatism and extremism and transnational crimes, thus maintaining regional stability, Rahmon said.
After the talks, the heads of the two states signed and issued the Treaty of Permanent Good-Neighborliness, Friendship and Cooperation between China and Tajikistan, and the Joint Statement on Deepening the China-Tajikistan Comprehensive Strategic Cooperative Partnership in the New Era.
The two leaders witnessed the signing of more than 10 cooperation documents in areas such as political party exchanges, economic and trade investment, artificial intelligence, green minerals and media.
During Rahmon's visit, the two sides also signed more than 10 cooperation documents in fields such as agriculture, culture, education, housing construction, inspection and quarantine, and market supervision.
At Xi's invitation, Rahmon is on a state visit to China from May 11 to 14.
