The 2026 Forum on Global Human Rights Governance opened in Beijing on Thursday, focusing on joint development and shared human rights.
Marking the 40th anniversary of the adoption of the Declaration on the Right to Development, the two-day event focuses on advancing human rights through development and will foster discussions on global human rights governance issues. Over 400 participants from over 100 countries and international organizations, including the United Nations (UN) were in attendance.
Participants noted that the current international landscape is marked by turbulence and transformation, with global human rights governance facing significant challenges related to inequalities in power, opportunity and rules. They called on countries worldwide to work together to advance the development of human rights civilization.
"International cooperation must remain a central pillar of global human rights governance. At the same time, partnership must be based on mutual respect, shared responsibility and genuine solidarity," said Gambian Vice President Mohammed B. S. Jallow, when addressing the event.
"Countries should adhere to true multilateralism, promote the shared values of humanity, conduct constructive dialogue and cooperation on the basis of equality and mutual respect, and promptly address deep-seated problems such as colonialism, racial discriminations, and religious hatred, so as to promote the building of a just, fair and inclusive global human rights governance system," Miao Deyu, Chinese Vice Foreign Minister, said in a speech.
The participants agreed that China's persistence along a path toward better human rights that fits the country's realities serves as an important model for other countries.
"The Chinese experience gives the world another way of thinking, and another way of how to do things, and another way of how to go from underdevelopment to development, what are the ways and means to follow in order to do that," said Lazhari Bouzid, a member of the UN Committee on Economic, Social and Cultural Rights, speaking on the event sidelines.
The forum also released the National Human Rights Action Plan of China (2026-2030), which outlines China's work to protect human rights in the next five years. The Chinese government implemented its fourth human rights action plan between 2021 and 2025.
The newly released document is formulated in conjunction with the 15 Five-Year Plan outline, setting forth phased goals, targeted tasks and specific measures for respecting, protecting, and promoting human rights in the next five years.
"This is a marker of the mainstreaming of human rights in China. It means that all government departments, whose work is not only objectively related to human rights, should also actively work toward human rights goals. In the newly released fifth National Human Rights Action Plan of China, there is a special chapter on actively promoting global human rights governance. We have always advocated constructive exchanges and cooperation on the basis of equality and mutual respect. We actively participate in the human rights affairs of the UN, and, within the framework of the Global Governance Initiative (GGI), further promote active participation in global human rights governance," said Liu Huawen, director of the Institute of International Law at the Chinese Academy of Social Science, also a member of the UN Committee Against Torture.
Also during the gathering, five sub-forums will be held to discuss topics including the human rights implications of the Global Governance Initiative, safeguarding the right to development in the age of AI: emerging challenges and opportunities, and modernization and people's free and comprehensive development, according to an earlier announcement from the Ministry of Foreign Affairs.
The forum is jointly hosted by China's Information Office of the State Council and Ministry of Foreign Affairs.
