Representatives of Israel and Lebanon on Tuesday began a new round of talks in Rome aimed at advancing the implementation of a ceasefire arrangement and addressing border security issues, according to local media.

The two-day closed-door talks are being held at the U.S. Embassy in Rome and involve diplomatic delegations from the two sides rather than military representatives.

According to media reports, the meeting marks the first round of talks since Israel and Lebanon reached a U.S.-brokered framework agreement in Washington in late June, aimed at paving the way for a final peace accord.

At the center of the discussions is the implementation of the so-called "pilot zones" in southern Lebanon, which are currently under Israeli military control. Under the framework agreement, Israeli forces are to gradually withdraw from the areas, which will then be transferred to the Lebanese Armed Forces. Israel has made Hezbollah's disarmament a condition for completing the withdrawal, while Hezbollah insists that Israel must first fully withdraw from Lebanese territory.

Israeli Foreign Minister Gideon Sa'ar said on Tuesday that Israel is ready to move forward with the implementation in these two "pilot zones," expressing hope that the discussions in Rome will advance the process.

However, media reports indicate that despite agreeing to the withdrawal plans in last month's accord, Israel has continuously delayed concrete implementation on the ground.

Against this backdrop, Lebanese President Joseph Aoun has instructed his delegation to press Israel for an immediate pullout from the two "pilot zones," hoping the Rome talks will yield "tangible and concrete" progress in enforcing the agreement.

Israël et le Liban ont entamé mardi à Rome une nouvelle série de pourparlers pour faire progresser la mise en œuvre d'un accord de cessez-le-feu et aborder les questions de sécurité frontalière, selon les médias locaux.

Ces pourparlers de deux jours, tenus à l'ambassade des États-Unis à Rome, réunissent des diplomates des deux parties plutôt que des représentants militaires.

Selon les médias, c'est le premier cycle de négociations depuis la conclusion de l'accord-cadre fin juin à Washington entre Israël et le Liban sous l'égide des États-Unis, qui vise à ouvrir la voie à un accord de paix définitif.

Au cœur des discussions se trouve la mise en oeuvre des clauses concernant les soi-disant "zones pilotes" au Sud-Liban, actuellement sous contrôle militaire israélien. Aux termes de l'accord-cadre, les forces israéliennes doivent se retirer progressivement de ces zones, qui seront ensuite transférées aux Forces armées libanaises. Israël a fait du désarmement du Hezbollah une condition à son retrait complet, tandis que le Hezbollah exige d'Israël qu'il se retire d'abord totalement du territoire libanais.

Le ministre israélien des Affaires étrangères, Gideon Sa'ar, a déclaré mardi qu'Israël était prêt à aller de l'avant avec la mise en œuvre des clauses concernant les deux "zones pilotes", exprimant l'espoir que les discussions à Rome feraient progresser le processus.

Cependant, les médias indiquent qu'Israël n'a toujours pas retiré ses troupes des "zones pilotes" malgré son accord sur les modalités de retrait conclu le mois dernier.

Dans ce contexte, le président libanais Joseph Aoun a chargé sa délégation de faire pression sur Israël pour obtenir un retrait immédiat des troupes israéliennes des deux "zones pilotes", espérant que les pourparlers de Rome aboutiront à des progrès "tangibles et concrets" dans la mise en œuvre de l'accord.

بدأ ممثلو إسرائيل ولبنان يوم الثلاثاء/ 14 يوليو الجاري جولة جديدة من المحادثات في روما تهدف إلى تعزيز تنفيذ اتفاق وقف إطلاق النار ومعالجة قضايا أمن الحدود، وفقًا لوسائل الإعلام المحلية.

تُعقد المحادثات التي تستمر يومين في السفارة الأمريكية في روما، وتشارك فيها وفود دبلوماسية من الجانبين بدلاً من ممثلين عسكريين.

ووفقا لتقارير إعلامية، يمثل هذا الاجتماع الجولة الأولى من المحادثات منذ أن توصلت إسرائيل ولبنان إلى اتفاق إطاري بوساطة أمريكية في واشنطن في أواخر يونيو، بهدف تمهيد الطريق لاتفاق سلام نهائي.

ويتمحور النقاش حول تنفيذ ما يُسمى بـ"المناطق التجريبية" في جنوب لبنان، الخاضعة حاليًا للسيطرة العسكرية الإسرائيلية. وبموجب الاتفاق الإطاري، من المقرر أن تنسحب القوات الإسرائيلية تدريجيًا من هذه المناطق، على أن تُسلّم لاحقًا إلى الجيش اللبناني. وقد اشترطت إسرائيل نزع سلاح حزب الله لإتمام الانسحاب، بينما يُصرّ حزب الله على ضرورة انسحاب إسرائيل الكامل من الأراضي اللبنانية أولًا.

وقال وزير الخارجية الإسرائيلي جدعون ساعر يوم الثلاثاء إن إسرائيل مستعدة للمضي قدماً في التنفيذ في هاتين "المنطقتين التجريبيتين"، معرباً عن أمله في أن تؤدي المناقشات في روما إلى دفع العملية قدماً.

ومع ذلك، تشير تقارير إعلامية إلى أنه على الرغم من موافقة إسرائيل على خطط الانسحاب في اتفاق الشهر الماضي، إلا أنها تواصل تأخير التنفيذ الملموس على أرض الواقع.

وفي هذا السياق، أصدر الرئيس اللبناني جوزيف عون تعليماته لوفده بالضغط على إسرائيل من أجل الانسحاب الفوري من "المنطقتين التجريبيتين"، على أمل أن تسفر محادثات روما عن تقدم "ملموس وعملي" في إنفاذ الاتفاق.
