United Nations Secretary-General Antonio Guterres has praised China's efforts to narrow the artificial intelligence (AI) gap between nations, ahead of the 2026 World AI Conference in Shanghai.
The 2026 World AI Conference and High-Level Meeting on Global AI Governance is scheduled to run from July 17 to 20. The UN chief arrived in Shanghai on Thursday to attend the conference.
In an interview with the China Global Television Network (CGTN) on the day of his arrival, Guterres stressed that AI should not be treated as a privilege limited to rich countries and large enterprises.
"Our main concern is to have a universal platform where everybody can be involved in the governance of AI. AI cannot be a club of a group of rich countries or a group of very powerful companies. AI is linked to the life of all of us. China has been very supportive of that initiative, first of all, to create an independent scientific panel on AI that will be reporting in total independence, 40 people from North and South, where we agree on some guardrails that need to be respected," he said.
China upholds a people-centered approach and the principle of AI for good and for all. Rather than treating it as a strategic asset to be hoarded, Beijing frames AI as a driver of shared development -- one whose gains ought to be spread widely, not walled off.
That vision plays out both at home and abroad. Through platforms like WAIC, open-source initiatives, joint research, talent exchanges and capacity-building programs, China has sought to expand access to AI technologies and help other countries, notably developing economies, build up their own capacity to innovate.
China has also pushed for international cooperation on AI governance, through a string of initiatives -- among them the AI Capacity-Building Action Plan for Good and for All, the Global AI Governance Action Plan, and the AI+ International Cooperation Initiative -- all calling for AI to be developed in a people-centered, safe and inclusive way, with developing countries given a greater voice and greater access.
According to Guterres, these actions have placed China in a position to work closely with the United Nations in achieving its AI governance goals.
